CITY OF FAIRFAX SPECIAL CITY COUNCIL MEETING June 25, 2015 The regular meeting of the Fairfax City Council was held June 25, 2015, at Fairfax City Hall. Mayor Rabe called the meeting to order at 6:03 PM. Council members present: JoAnn Beer, Travis Otto, and Marc Magers. Bernie Frieden and Marianne Wainwright were absent. Other city staff present: Cynthia Stimson and Dave Yanecek. Shane Wicks, president of Hall and Hall Engineers, Inc. was also present. Motioned by Magers, seconded by Otto to approve the agenda. Ayes: Beer, Otto, and Magers. Nays: None. Absent: Frieden and Wainwright. Motion carried. Chris Mottinger stated that he agrees to follow the requirements of a previous resolution regarding Prairie Creek Estates Seventh Addition. He will seed and mat the swale and place more erosion control measures. He requests that the City issue him two "at your own risk" building permits so that he can get buildings ready for the Parade of Homes. He has applied for the gas and electric and will have property lines marked by June 29. The companies to list in the resolution should be Legacy Land Investments LLC and Legacy Developers Inc. Shane Wicks does not have any concerns. He stated the area is a good place to start. Dave Yanecek, the City of Fairfax's building inspector, discussed erosion control measures. Motioned by Magers, seconded by Otto to approve RESOLUTION 2015-56 A RESOLUTION APPROVING THE ISSUANCE OF “AT YOUR OWN RISK” BUILDING PERMITS FOR LOT 1 AND LOT 6 OF PRAIRIE CREEK ESTATES SEVENTH ADDITION TO THE CITY OF FAIRFAX, LINN COUNTY, IOWA. Roll call vote: Ayes: Beer, Otto, and Magers. Nays: None. Absent: Frieden and Wainwright. Motion carried. Mayor Rabe declared RESOLUTION 2015-56 duly adopted. Discussion was held about the proposed clean-up project at the water detention basin near Meadow Oak Circle. No swimming signs are to be placed and the residents are to be warned about the geese. Discussion was held about the building project at 410 Vanderbilt Street. This work was started by EIB without a building permit. Motioned by Magers, seconded by Otto to issue a commercial building permit to Stan Moore at 410 Vanderbilt Street without doubling the fees, this time. Ayes: Beer, Otto, and Magers. Nays: None. Absent: Frieden and Wainwright. Motion carried. Discussion was held about the commercial sign that was placed at 101 Williams Blvd without a sign permit. The sign does not meet the code set-back requirements. More research is to be done about other signs along Williams Blvd. Current wages were reviewed, cost of living was discussed, and a spreadsheet with percentage projections was reviewed. Library wages will be set by the Library Board during their meeting in July. Motioned by Otto, seconded by Magers to approve a two percent raise effective July 1, 2015, for all non-library employees, except the two employees that were just hired in June of 2015, and to approve RESOLUTION NO. 2015-57, A RESOLUTION APPROVING WAGES FOR CITY EMPLOYEES. Roll call vote: Ayes: Beer, Otto, and Magers. Nays: None. Absent: Frieden and Wainwright. Motion carried. Mayor Rabe declared RESOLUTION 2015-57 duly adopted. The city clerk announced that Suellina Koenes starts work for the City on Monday, June 29. Mayor Rabe announced that Riley Hermanson started working for the City on Tuesday, June 23. Sandy Dalgren thanked the mayor and council for viewing the water problems in the 2nd Street area during the event. She stated that she supports development, but wants to be sure that Prairie Creek Estates Seventh Addition doesn't devaluate existing buildings. She urged the City to monitor the work and ensure that everything that can be done to help the water problem is done now, during construction, before it is too late. Chris Mottinger thanked everyone for their input. Motioned by Magers, seconded by Beer to adjourn the meeting. Ayes: Beer, Otto, and Magers. Nays: None. Absent: Frieden and Wainwright. Motion carried. Mayor Rabe adjourned the meeting at 6:48 PM.
