HomeMy WebLinkAbout07/28/2015 Council Minutes CITY OF FAIRFAX SPECIAL CITY COUNCIL MEETING July 28, 2015 The special meeting of the Fairfax City Council was held July 28, 2015, at Fairfax City Hall. Mayor Rabe called the meeting to order at 7:00 PM. Council members present: JoAnn Beer, Travis Otto, Marc Magers, and Marianne Wainwright. Bernie Frieden was absent. Other city staff present: Cynthia Stimson, Lynn Miller, and Cathy Bayne. Shane Wicks and Joel Gross from Hall and Hall Engineers, Inc. were also present. Motioned by Magers, seconded by Otto to approve the agenda. Ayes: Beer, Otto, Magers, and Wainwright. Nays: None. Absent: Frieden. Motion carried. The Phase 4 Water Main Replacement and Vanderbilt Street Improvement Project was discussed. Start dates, working days, incentives, disincentives, the process, and project features were covered. The Plans and Specifications were filed with the city clerk's office. The engineer's estimate is $970,000. Motioned by Magers, seconded by Wainwright to receive the Plans and Specifications, and publish the Notice of Hearing and Letting. Ayes: Beer, Otto, Magers, and Wainwright. Nays: None. Absent: Frieden. Motion carried. Motioned by Beer, seconded by Wainwright to approve RESOLUTION NO. 2015-61, A RESOLUTION SETTING A PUBLIC HEARING FOR PLANS AND SPECIFICATIONS FORM OF CONTRACT, AND ESTIMATED COST AND SETTING THE DATE AND TIME TO RECEIVE BIDS FOR PHASE 4 WATER MAIN REPLACEMENT AND VANDERBILT STREET PAVING RECONSTRUCTION PROJECT. Roll call vote: Ayes: Beer, Otto, Magers, and Wainwright. Nays: None. Absent: Frieden. Motion carried. Mayor Rabe declared RESOLUTION 2015-61 duly adopted. Shane Wicks gave input from the IDOT about the proposed Change Order 412. Motioned by Magers, seconded by Otto to approve RESOLUTION NO. 2015-62, A RESOLUTION APPROVING CHANGE ORDER #12 FOR THE FAIRFAX TRAIL PROJECT ALONG EAST SIDE OF UNNAMED TRIBUTARY TO PRAIRIE CREEK, IDOT PROJECT NUMBER STP-E-2462(601) FROM TAYLOR CONSTRUCTION, INC. Roll call vote: Ayes: Beer, Otto, Magers, and Wainwright. Nays: None. Absent: Frieden. Motion carried. Mayor Rabe declared RESOLUTION 2015-62 duly adopted. Mayor Rabe discussed the quote from Aeration Works for additional sewer system work. They were already on site and getting the work completed then saved mobilization costs. Motioned by Otto, seconded by Magers to approve the quote from Aeration Works for additional sewer system work. Ayes: Beer, Otto, Magers, and Wainwright. Nays: None. Absent: Frieden. Motion carried. Motioned by Otto, seconded by Wainwright to approve RESOLUTION NO. 2015-63, A RESOLUTION APPROVING WAGES FOR CITY EMPLOYEES. Roll call vote: Ayes: Beer, Otto, Magers, and Wainwright. Nays: None. Absent: Frieden. Motion carried. Mayor Rabe declared RESOLUTION 2015-63 duly adopted. Motioned by Magers seconded by Otto to approve the accrual of benefits for Ron Dusil as of July 1, 2015. Ayes: Beer, Otto, Magers, and Wainwright. Nays: None. Absent: Frieden. Motion carried. JoAnn Beer mentioned that a corner in the trail near Meadow Oak Circle is too severe. The maintenance department will look into this and make an adjustment. She also asked to be registered for the Iowa League of Cities' Annual Conference in Cedar Rapids. Discussion was held about the retirement of Ron Dusil. The clerk reminded the City Council that she will be at training the rest of the week. Mayor Rabe adjourned the meeting at 7:54 PM.
