HomeMy WebLinkAbout09/29/2015 Council Minutes CITY OF FAIRFAX SPECIAL CITY COUNCIL MEETING September 29, 2015 The special meeting of the Fairfax City Council was held September 29, 2015, at Fairfax city ha1L Mayor Rabe called the meeting to order at 6:00 PM. Council members present: JoAnn Beer, Bernie Frieden, and Marianne Wainwright. Council members absent: Travis Otto and Marc Magers. Other city staff present: Cynthia Stimson, Kathy Everett, Dave Yanecek, Kevin Stensland, and Lynn Miller. Shane Wicks of Hall and Hall Engineers, Inc. was also present. Motioned by Frieden, seconded by Beer to approve the agenda. Ayes: Beer, Frieden, and Wainwright. Nays: None. Absent: Otto and Magers. Motion carried. Lynn Miller explained that the original quote for the drive at the East Cemetery Rd. lift station was for one culvert, but two culverts are needed. Motioned by Frieden, seconded by Wainwright to approve the revised quote in the amount of $7,964.00 from Cretex. Ayes: Beer, Frieden, and Wainwright. Nays: None. Absent: Otto and Magers. Motion carried. Motioned by Wainwright, seconded by Frieden to approve an extension allowing Daniel and Sandra Hurt to live in their travel trailer at 620 Church St. until October 31, 2015 and no further extensions will be allowed. Ayes: Beer, Frieden, and Wainwright. Nays: None. Absent: Otto and Magers. Motion carried. Motioned by Frieden, seconded by Wainwright to approve Sobaski's Second Addition, Lots 2 and 3 site plan, commercial building permit, and preliminary utility extension plans. Ayes: Beer, Frieden and Wainwright. Nays: None. Absent: Otto and Magers. Motion carried. Mayor Rabe and Shane Wicks met with the City of Cedar Rapids regarding annexation in the North Growth Area. No agreement was reached. The matter is being referred to the City of Fairfax's bonding attorney, Bob Josten. City Engineer Shane Wicks discussed types of annexation and the city's preliminary annexation agreements. The city will be presenting the annexation as an 80/20 voluntary annexation. Some county residents have concerns about changes that could result if they are annexed into the City of Fairfax. Motioned by Wainwright, seconded by Frieden to file the Annexation Application. Ayes: Beer, Frieden, and Wainwright. Nays: None. Absent: Otto and Magers. Motion carried. City Engineer Shane Wicks gave a new estimate of$1.5 million for the utility extension to the North Growth Area. That figure does not include the cost of issuance. Maggie Burger with Speer Financial will be contacted about financing options. Motioned by Frieden, seconded by Beer to approve RESOLUTION 2015-78, A RESOLUTION AUTHORIZING A PROFESSIONAL SERVICES AGREEMENT FOR THE DESIGN AND CONSTRUCTION ENGINEERING FOR THE SANITARY SEWER TRUNK LINE AND WATER MAIN EXTENSIONS NORTH OF HIGHWAY 151 TO SERVICE THE PROPOSED DEVELOPMENT LOCATED WITHIN THE "NORTH GROWTH AREA". Roll call vote: Ayes: Beer, Frieden, and Wainwright. Nays: None. Absent: Otto and Magers. Motion carried. Mayor Rabe declared RESOLUTION 2015-78 duly adopted. City Clerk/Treasurer Cynthia Stimson provided information on the budget. The box culvert at 76th Avenue and Williams Blvd. will be on the October 13 agenda. Cynthia Stimson, Kathy Everett, and JoAnn Beer attended the League of Cities Conference and classes were good. Suellina Koenes will attend a Social Media class October l. Cathy Bayne stated a book exchange box was donated to the Fairfax Public Library and discussed installing it in one of the city parks. Motioned by Frieden, seconded by Beer to adjourn the meeting. Ayes: Beer, Frieden, and Wainwright. Nays: None. Absent: Otto and Magers. Motion carried. Mayor Rabe adjourned the meeting at 6:48 PM.
