Home My WebLink About12/08/2015 Council Minutes CITY OF FAIRFAX REGULAR CITY COUNCIL MEETING December 8, 2015 The regular meeting of the Fairfax City Council was held December 8, 2015, at Fairfax city hall. Mayor Rabe called the meeting to order at 7:02 PM. Council members present: JoAnn Beer, Bernie Frieden, Travis Otto, Marc Magers, and Marianne Wainwright. Other city staff present: Cynthia Stimson, Kathy Everett, Lynn Miller, Kevin 'Stensland, Dave Yanecek, and Brian Merta. Fire Chief Mike Sankot and Shane Wicks of Hall and Hall Engineers, Inc. were also present. I Motioned. by Magers, seconded by Otto to approve the agenda. Ayes: Beer, Frieden, Otto, Magers, and.Wainwright. Nays: None. Motion carried. j Motioned by Frieden, seconded by Beer to approve and place on file the city council minutes dated November 10, 2015 and November 24, 2015. Ayes: Beer, Frieden, Otto, Magers, and Wainwright. Nays: None. Motion carried. Motioned by Magers, seconded by Otto to place on file the Parks and Beautification minutes dated November 19, 2015, and the Planning and Zoning Commission minutes dated November 18, 2015. Ayes: Beer, Frieden, Otto, Magers, and Wainwright. Nays: None. Motion carried. Linn County Sheriff Deputy Egli presented the list of calls. He said the deer are very active. There have been several thefts in the county and weapons thefts. Guns owners should keep weapons locked up and record serial numbers to aid recovery if stolen. Where have been break-ins at the ITC .location recently. Ron Krueger with Signal 88 said he will increase patrols around the ITC area. He asked council if Signal 88 vehicles could use a flashing amber light while on patrol. Council granted approval on a trial basis, until the January 2016 meeting. Chief Sankot reported the new fire truck is in service. Two firefighters are retiring and two new members will join as of January 1. Lynn Miller reported water pipe installation is almost complete at the EIB site. Rathje is storing water pipe at the Solon Feed Mill. Maintenance staff will finish removing the dirt pile from Arps this week. Kevin. Stensland reported they are working on winterizing the waste water plant, wells, and water tower. He is gathering information,about different types of UV systems. JoAnn Beer reported the Parks and Beautification Committee is setting prioritiestor 2016, and working on luminaries for Winterfest. Cynthia Stimson reported Linn County believes they have corrected the issue with TIF allocation and they said we should receive the remaining amount owed to us in December. Motioned by Magers, seconded by Frieden to approve the financials as presented. Ayes: Beer, Frieden, Otto, Magers, and Wainwright. Nays: None. Motion carried. EIB has submitted a commercial building permit for a covered loading dock at the Solon Feed Mill. Dave has reviewed the application and recommended approval. Motioned by Frieden, seconded by Beer to approve the commercial building permit application for the Solon Feed Mill at 268 Vanderbilt St. Ayes: Beer, Frieden, Otto,Magers, and Wainwright. Nays: None. Motion carried. Jim Schiltz;with PI)C,M Insurance presented .n1'ormation about the plans available for the 2016 employee health insurance plan renewal. The premium icor the current plan will increase by 7.63 percent in 2016. Motioned by Beer, seconded by Magers to approve RESOLUTION NO. 2015-113 A RESOLUTION APPROVING THE ANNUAL HEALTH INSURANCE COVERAGE RENEWAL. Motioned by Beer, seconded by Magers to approve RESOLUTION NO. 2015-111, A RESOLUTION TO APPROVE PAY APPLICATION NO. 10-.FINAL FROM RATHJE CONSTRUCTION, CO. FOR THE PHASE 2 {AST CEMETERY ROAD STREET RECONSTRUCTION, TRAIL,AND DRAINAGE IMPROVEMENTS PROJECT IN THE CITY OF FAIRFAX,LINN COUNTY, IOWA. Roll call vote: Ayes: Beer, Frieden, Otte,. Magers, and.Wainwright. Nays: None. Motion carried. Mayor Rabe declared RESOLUTION 201.5-111 duly adopted. The Highway 151 bridge replacement project was discussed. The project will be bid in late 2018 with work to begin in 2019, The veterans memorial will need to be moved to another location and the city will get input from the Legion. The project will require changes to handle drainage issues. The plans call for curb and gutter along the road in the urban design area. The city will be required to cost share in the curb and gutter and in the changes needed to handle drainage. Replacement of the Prairie Creek Bridge will affect the rate of water flow so Shane will request information from the IDOT about possible impact on residents downstream on front Street. '1"lle UV Project was discussed. Kevin said he and Joel with Hall & Mall will look at systems in place at other facilities, The plan should be finalized in the spring. Dave and Lynn met with the city's attorney concerning the Meadow Oak Development. We have not received the report from the attorney about Fair Housing Law compliance issues. The attorney advised the city not to issue any other building permits of this type until further review, Kathy and Cynthia presented information about Pace Payment Systems credit card processing. Motioned by Beer, seconded by Frieden to approve RESOLUTION NO. 2015-112,A RESOLUTION TO ENTER INTO A MERCHANT PROCESSING AGREEMENT WITH PACE PAYMENT SYSTEMS. A work session to discuss the FY 2017 Budget is planned for January 26, 2016 at 6:00 PM, !: Motioned by Beer, seconded by Magers to approve the claims list dated December 8, 2015. .yes: Beer, Frieden, Otto, Magers, and Wainwright. Motion carried. Cynthia stated a special council meeting will be held Wednesday, December 16 at 6:00 PM to discuss the Infrastructure Report. Cynthia will be attending a conference in January 2016 and will not be present for the regular January council meeting. Mayor Jason Rabe presented plaques to council members Marc Magers and Travis Otto and thanked them for their years of service to the city and the citizens of Fairfax, Mayor-elect Bernie Frieden presented a plaque to Mayer Jason Rabe in appreciation of his years of service to the city and the citizens of Fairfax. Mayor-elect,Frieden took the oath of office. Council.member-elect Mike 'Daly took the oath ofmoffice. Motioned by Frieden, seconded by Magers to adjourn the meeting.
