SPECIAL CITY COUNCIL MEETING
February 24, 2016
The special meeting of the Fairfax City Council was held February 24, 2016, at
Fairfax city hall. Mayor Frieden called the meeting to order at 6:00 PM. Council
members present: JoAnn Beer, Mike Daly, Joe Kell, Nick Volk, and Marianne
Wainwright. Other city staff present: Cynthia Stimson and Kevin Stensland.
Motioned by Beer, seconded by Daly to approve the agenda. Ayes: Beer,
Daly, Kell, Volk, and Wainwright. Nays: None. .Motion carried.
Extensive discussion was held about our current annexation request which will
have a hearing before the City Development Board on April 13 and a proposed
28E Agreement with the City of Cedar Rapids. Attorney Dan Manning, Sr. gave a
summary of the negotiations with the City of Cedar Rapids and the City
Development Board process. Shane Wicks let the City Council know that he will
need direction about design of utilities and storm water detention in the annexation
area.
Motioned by Kell, seconded by Daly to approve RESOLUTION NO. 2016-119
A RESOLUTION SETTING A PUBLIC HEARING DATE CONCERNING
AN AMENDMENT TO A 28E AGREEMENT WITH THE CITY OF
CEDAR RAPIDS. Roll call vote: Ayes: Beer, Daly, Kell, Volk, and
Wainwright. Nays: None. Motion carried. Mayor Frieden declared
RESOLUTION 2016-11 duly adopted.
Discussion was held with Linn County residents about the proposed 28E
Agreement.
Motioned by Beer, seconded by Volk to adjourn the meeting. Ayes: Beer,
Daly, Kell, Volk and Wainwright. Nays: None. Motion carried.
Mayor Frieden adjourned the meeting.
