HomeMy WebLinkAbout07/26/2016 Council Minutes CITY OF FAIRFAX SPECIAL CITY COUNCIL MEETING July 26, 2016 The special meeting of the Fairfax City Council was held July 26, 2016, at the new Fairfax city hall at 300 80th Street Court. Mayor Frieden called the meeting to order at 6:00 PM. Council members present: JoAnn Beer, Mike Daly, Nick Volk, and Joe Kell. Marianne Wainwright was absent. Other city staff present: Cynthia Stimson and Kevin Stensland. Motioned by Beer, seconded by Daly to approve the consent agenda. Ayes: Beer, Daly, Volk, and Kell. Nays: None. Absent: Wainwright. Motion carried. Mayor Frieden opened a public hearing regarding the proposal to enter into a loan agreement in a principal amount not to exceed $500,000 for the purpose of paying the cost, to that extent, of constructing improvements for the Municipal Waterworks System at 6:01 PM. No one present had any comments and city hall had not received any oral or written comments. Mayor Frieden closed the public hearing at 6:02 PM. Motioned by Daly, seconded by Volk to approve RESOLUTION NO. 2016-777 A RESOLUTION EXPRESSING INTENT TO ENTER INTO A WATER REVENUE LOAN AGREEMENT. Roll call vote: Ayes: Beer, Daly, Volk, and Kell. Nays: none. Absent: Wainwright. Motion carried. Mayor Frieden declared RESOLUTION 2016- 77 duly adopted. Mayor Frieden opened a public hearing regarding the proposal to enter into a loan agreement in a principal amount not to exceed $1,300,000 for the purpose of paying the cost, to that extent, of constructing improvements for the Municipal Sanitary Sewer System at 6:02 PM. No one present had any comments and city hall had not received any oral or written comments. Mayor Frieden closed the public hearing at 6:03 PM. Motioned by Daly, seconded by Volk to approve RESOLUTION NO. 2016-787 A RESOLUTION EXPRESSING INTENT TO ENTER INTO A SEWER REVENUE LOAN AGREEMENT. Roll call vote: Ayes: Beer, Daly, Volk, and Kell. Nays: none. Absent: Wainwright. Motion carried. Mayor Frieden declared RESOLUTION 2016- 78 duly adopted. Mayor Frieden discussed the recommendation of the committee to find a candidate for the building department's new position. The committee recommends hiring Christopher Philipp at the pay rate of$20.00 plus the benefits and incentives as listed on the employment offer report. His requested start date is August 15, 2016. Discussion was held about his building experience. Motioned by Beer, seconded by Volk to approve the committee's recommendation and hire Christopher Philipp as a City of Fairfax full-time employee in the building department for$20.00 per hour starting August 15, 2016, pending the results of a pre-employment drug test as required for someone holding a CDL license. Ayes: Beer, Daly, Volk, and Kell. Nays: none. Absent: Wainwright. Motion carried. Joel Gross discussed the plans for the Fairfax Trail Lighting Improvements Project. Light distribution and timing was discussed. Joel is to check on adding outlets to the poles. Motioned by Volk, seconded by Beer to accept the plans for the Fairfax Trail Lighting Improvements Project and have Hall and Hall Engineers, Inc. request quotes. Ayes: Beer, Daly, Volk, and Kell. Nays: none. Absent: Wainwright. Motion carried. Motioned by Daly, seconded by Beer to approve RESOLUTION NO. 2016-797 A RESOLUTION APPROVING THE PHASE 2 WATER MAIN PLAN OF IMPROVEMENTS FOR HEARTLAND HEIGHTS FIRST ADDITION IN THE CITY OF FAIRFAX, LINN COUNTY, IOWA. Roll call vote: Ayes: Beer, Daly, Volk, and Kell. Nays: none. Absent: Wainwright. Motion carried. Mayor Frieden declared RESOLUTION 2016-79 duly adopted. Shane Schrader asked if the city staff had talked to Big Ox Energy. Kevin Stensland had. They have expressed interested in 15-20 acres in the Heartland Heights addition. More details are needed and no decision has been made. Shane Schrader informed the City Council that a subcontractor wants to construct a temporary, portable concrete plant on the north portion of Heartland Heights for a year and a half. They are requesting a two inch water line. The City is requesting more details and will do some checking about permit requirements and zoning. Bruce Sevig asked if the City of Fairfax wants to participate in a meeting with the US Postal Service about cluster box placement. Bruce stated they suggesting placing them on Beverly Road. Both the developers and the City of Fairfax are not in favor of that placement. Joe Kell asked that the City Council consider adding at least one light along the trail at The Complex. The city clerk mentioned several topics including tours of the building, a special meeting needed on August 23, training in Ames, a thank you card, and Fairfax's 80th birthday celebration and city hall open house, August 24 — August 31, 2016. Mayor Frieden mentioned that Brian Kindl has resigned his employment with the City of Fairfax. Motioned by Daly, seconded by Beer to adjourn the meeting. Ayes: Beer, Daly, Volk, and Kell. Nays: None.
