Council, the Iowa City VA Medical Center, and the Linn County Continuum of Care will
hold Linn County's 11th annual Stand Down for homeless and near -homeless veterans
and non -veterans, and;
Whereas, Stand Down is a term used in times of war in which exhausted combat units come off
the battlefield to rest and recover in a place of safety; and
Whereas, According to the U.S. Department of Veteran Affairs, the first Stand Down was
organized in 1988 by a group of Vietnam Veterans in San Diego, and;
Whereas, Today, Stand Down also refers to a community-based program that provides assists
homeless and near -homeless veterans transition to community living by providing
access to human service agencies, including benefits counseling (Social Security and
Veterans), employment and training assistance, eye exams screenings, health care
screenings, housing services, legal assistance, mental health treatment and substance
abuse counseling, and;
Whereas, Stand Downs have been used as an effective tool in reaching out to homeless veterans,
nationally reaching more than 200,000 veterans and their family members.
Now, Therefore, I, Burnell G. Frieden, Mayor of Fairfax, Iowa, do hereby proclaim September 9, 2016,
as the:
"11th Annual Five Seasons Stand Down Day"
and encourage residents to recognize the positive impacts of this event to assist
Veterans, and to express gratitude to those who have served and continue to serve.

SPECIAL CITY COUNCIL MEETING
August 23, 2016
The special meeting of the Fairfax City Council was held August 23, 2016, at Fairfax city hall at 300 80th
Street Court. Mayor Frieden called the meeting to order at 6:00 PM. Council
members present: JoAnn Beer, Joe Kell, Nick Volk, Mike Daly, and Marianne Wainwright. Other city staff
present: Cynthia Stimson and Kevin Stensland.
Motioned by Beer, seconded by Volk to approve the consent agenda. Ayes: Beer, Kell, Volk, Daly, and
Wainwright. Nays: None. Motion carried.
Joel Gross reviewed the trail lighting quote information. Discussion was held about the outlets.
Motioned by Kell, seconded by Daly to approve RESOLUTION NO. 2016-937 A RESOLUTION
ACCEPTING A QUOTE FROM KW ELECTRIC, INC. FOR TRAIL LIGHTING. Roll call vote: Ayes: Beer, Kell,
Volk, Daly, and Wainwright. Nays: none. Motion carried. Mayor Frieden declared RESOLUTION 2016-93 duly
adopted.
Motioned by Wainwright, seconded by Daly to approve RESOLUTION NO. 2016-947 A RESOLUTION
PROVIDING FOR THE ISSUANCE OF A$1,200,000 SEWER REVENUE BOND ANTICIPATION PROJECT
NOTE. Roll
call vote: Ayes: Beer, Volk, Daly, and Wainwright. Nays: none. Abstain: Kell. Joe Kell abstained because of a
possible conflict of interest. Motion carried. Mayor Frieden declared
RESOLUTION 2016-94 duly adopted.
Motioned by Beer, seconded by Daly to approve RESOLUTION NO. 2016-957 A RESOLUTION
PROVIDING FOR THE ISSUANCE OF A$445,000 WATER REVENUE BOND ANTICIPATION PROJECT NOTE.
Roll call
vote: Ayes: Beer, Volk, Daly, and Wainwright. Nays: none. Abstain: Kell. Joe Kell abstained because of a
possible conflict of interest. Motion carried. Mayor Frieden declared
RESOLUTION 2016-95 duly adopted.
Kevin Stensland explained the need for the generator being considered and stated that this expense will
be paid for within his previously approved budget.
Motioned by Kell, seconded by Daly to approve the quote from Ace Electric of$23,530.00 plus the
upgrade of$1,780.00 for a 60KW generator and installation. This makes the total $25,310.00.
Ayes: Beer, Kell, Volk, Daly, and Wainwright. Nays: None. Motion carried.
Mayor Frieden issued a proclamation supporting the 11th Annual Five Seasons Stand Down Day on
September 9, 2016.
The city clerk distributed a hearing notice for the next meeting and reminded members of Fairfax's
birthday celebration and city hall open house, August 24—31.
JoAnn Beer asked about the settling on the highway. The contractor is working with the IDOT to make
this repair. Joel Gross estimated it would be at least a month before final repairs
are completed.
Joel Gross asked if Hall and Hall should get cost quotes to fix the light along the trail at The Complex and
add lights on the pedestrian bridge over Prairie Creek. He was instructed
to get those prices.
Mayor Frieden discussed the change in the haul road location for the sewer project and the on-going
cleanup of the Rust Free property.
Motioned by Volk, seconded by Daly to adjourn the meeting. Ayes: Beer, Kell, Volk, Daly, and
Wainwright. Nays: None. Motion carried.
Mayor Frieden adjourned the meeting at 6:26 PM.
