Home My WebLink About09/27/2016 Council MinutesCITY OF FAIRFAX SPECIAL CITY COUNCIL MEETING September 27, 2016 The special meeting of the Fairfax City Council was held September 27, 2016, at Fairfax city hall at 300 80th Street Court. Mayor Frieden called the meeting to order at 6:00 PM. Council members present: JoAnn Beer, Mike Daly, Joe Kell, Nick Volk, and Marianne Wainwright. Other city staff present: Cynthia Stimson. Motioned by Daly, seconded by Beer to approve the consent agenda. Ayes: Beer, Daly, Kell, Volk, and Wainwright. Nays: None. Motion carried. Shane Wicks discussed his recommendation letter concerning the Street Paving and Storm Sewer Plan of Improvements for Heartland Heights First Addition. Motioned by Wainwright, seconded by Volk to approve RESOLUTION NO. 2016-107, A RESOLUTION APPROVING THE PHASE 3 STREET PAVING, BEVERLY ROAD TRAIL PAVING AND STORM SEWER PLAN OF IMPROVEMENTS AND STORM SEWER DESIGN CALCULATIONS FOR HEARTLAND HEIGHTS FIRST ADDITION IN THE CITY OF FAIRFAX, LINN COUNTY, IOWA. Roll call vote: Ayes: Beer, Daly, Kell, Volk, and Wainwright. Nays: none. Motion carried. Mayor Frieden declared RESOLUTION 2016-107 duly adopted. The pond embankments and surroundings were discussed. The rock option is hard to maintain and does not keep the geese away from the houses. Native plantings will take less maintenance, allow people easier access, and keep the geese away from the houses. The developers were directed to use the native plantings option. Shane Wicks discussed the fact that the developers want to be able to approve the final plat before all of the public improvements are completed. They will then want to have building permits issued. The City needs to discuss requirements for security for the completion of the improvements and what will need to be completed to have building permits issued. Staff has a meeting scheduled for this week. Shane Wicks asked about the purchase timing of the lots for a city park. A five year window was suggested. JoAnn Beer asked why the quarry is pumping in the street again. Mayor Frieden has been discussing this with them and has another meeting scheduled for Wednesday morning. The City is going to offer to let them pipe directly into the storm sewer. The pumping in the street must stop as soon as possible. Mayor Frieden informed the City Council that he authorized the City of Fairfax staff and pump to be loaned out to Palo for flood control issues. They only used them part of one day. Motioned by Daly, seconded by Beer to adjourn the meeting. Ayes: Beer, Daly, Kell, Volk, and Wainwright. Nays: None. Motion carried. Mayor Frieden adjourned the meeting at approximately 6:30 PM.
