Mayor Frieden called the meeting to order at 6:00 PM. Council members present: JoAnn Beer, Mike Daly, Joe Kell, Nick Volk and Marianne Wainwright. None absent. Chris Philipp was present from city staff. Zach and Justin Sobaski from EIB were present. Motion by Volk, second by Daly to approve consent agenda. Ayes: Beer, Daly, Kell, Volk and Wainwright. Nays: None. Motion carried. Mayor Frieden opened the discussion of two commercial building permits by asking EIB for a presentation of their proposed buildings. The presentation focused on site development questions as to access, street size requirements, storm water requirements, potable water service, utilities access, buffering and screening requirements and private verses public right-of-way. Sobaski stated that costs were excessive making this site undevelopable and that they are only asking for building permits on the existing lots and that any future building on these lots would not involve splitting the property. Details of past development plans and requirements of splitting these lots was discussed. Beers asked for a list from council as to what the council would need from EIB in order to consider these permits on the existing lots. A site plan including all required information including sewer easements, water easements, accesses easements, accesses agreements, private drive issues, buffering and screening requirements and all other documentation required by the City Engineer in regards to a complete site plan was determined as needed by the council. Discussion was closed at 6:32 PM. Philipp inquired as to the addresses assigned by the city to these two lots and the lot owned by TJ Rentals, which is currently addressed to West Cemetery Road. The council determined that West Cemetery Road is incorrect and that EIB can determine the name of this new private drive and that EIB's new buildings and TJ Rentals building should be addressed to this new street name. Motion by Wainwright, seconded by Beer to adjourn the meeting. Ayes: Beer, Daly, Kell, Volk and Wainwright. Nays: None. Motion carried. Mayor Frieden adjourned the meeting at approximately 6:37 PM.
