SPECIAL CITY COUNCIL MEETING
August 20, 2018
The special meeting of the Fairfax City Council was held August 20, 2018, at Fairfax city
hall at 300 80"' Street Court. Mayor Frieden called the meeting to order at 6:00 PM. Council
members present: Travis Otto, Mike Daly, Joe Kell, and Marianne Wainwright. Absent: Nick
Volk. Other city staff present: Cynthia Stimson, Chris Philipp, Kevin Stensland, Lynn Miller,
Brian Merta, Kim Donaldson, Kathy Everett, and Tyler Bauer.
Motioned by Kell, seconded by Daly to approve the consent agenda. Ayes: Otto, Daly, Kell,
and Wainwright. Nays: None. Absent: Volk. Motion carried.
Mayor Frieden appointed Amy Roach to the Library Board of Trustees to serve the remainder
of David Lees' term,until July 1, 2021.
Extensive discussion was held concerning employee compensation. Benefit costs, wage
ranges, certifications, the hiring process, and succession planning were discussed. Staff was
directed to gather information from other communities about health insurance costs and
participation. During the discussion it was decided that wage ranges will not work. Continuing
the current hiring process of using a committee with city council participation was recommended.
Staff is to draft a hiring process policy for council adoption next meeting.
Motioned by Kell, seconded by Otto to approve the following recommended certification
compensation schedule for the clerk's office staff:
Certification Additional amount per hour
• Clerk Associate through IMFOA .50
• Finance Associate through IMFOA .50
• Municipal Clerk through IMFOA or
Certified Municipal Clerk through IIMC 1.00
• Master Municipal Clerk through IIMC 1.00
• Municipal Finance officer through IMFOA 1.00
Ayes: Otto, Daly, Kell, and Wainwright. Nays: None. Absent: Volk. Motion carried.
Staff was directed to work up a certification compensation schedule for the building
department for next meeting.
Motioned by Daly, seconded by Kell to have staff proceed with obtaining certifications that
they already qualify for. When certifications are received, compensation will be raised per the
appropriate schedule. Ayes: Otto, Daly, Kell, and Wainwright. Nays: None. Absent: Volk.
Motion carried.
Travis Otto requested a listing of the certifications that staff already have in place the
qualifications to receive.
Motioned by Daly, seconded by Kell to adjourn the meeting. Ayes: Otto, Daly, Kell, and
Wainwright. Nays: None, Absent: Volk. Motion carried.
Mayor Frieden adjourned the meeting at 7:26 PM.
