SPECIAL CITY COUNCIL MEETING
June 5, 2019
The special meeting of the Fairfax City Council was held Wednesday, June 5, 2019, at
Fairfax city hall at 300 80th Street Court. Mayor Frieden called the meeting to order at 6:00 PM.
Council members present: Travis Otto, Mike Daly, Joe Kell, Nick Volk, and Marianne
Wainwright. Other city staff present: Cynthia Stimson and Chris Philipp.
Motioned by Volk, seconded by Daly to approve the agenda. Ayes: Otto, Daly, Kell, Volk,
and Wainwright. Nays: None. Motion carried.
Discussion was held about the situation with two vicious dogs at 502 Main Street. The dog
owner was not present. People involved in the incidents discussed the dogs. There are two adult
dogs and nine puppies at the house. It was mentioned there is a school bus stop near this
location.
Motioned by Daly, seconded by Volk to deny the appeal request from Jennifer Reigle at 502
Main Street, and require the removal of the two adult dogs involved in the incidents within three
days. Ayes: Otto, Daly, Kell, Volk, and Wainwright. Nays: None. Motion carried.
Discussion was held regarding the notice issued to Barb Conner at 101 Williams Blvd.
concerning livestock. An email from Barb was reviewed about her not being able to attend. The
horse currently there was present before the ordinance change in 2002. The other livestock was
not.
Motioned Daly, seconded by Otto to deny the appeal from Barb Conner at 101 Williams
Blvd. concerning livestock, except for the horse which was there before the ordinance change in
2002. The livestock is to be removed within 10 days. Ayes: Otto, Daly, Kell, and Volk. Nays:
Wainwright. Motion carried.
Ed Bohren, 253 West Cemetery Road, discussed his dissatisfaction that the City Council has
decided to not allow chickens in Fairfax.
Jennifer Reigle, the dog owner at 502 Main Street, entered the meeting after her topic was
discussed. She discussed her dissatisfaction with the City Council's decision.
Mike Daly left the meeting at approximately 6:13 PM.
After repeated attempts to get the people to have only one person talk at a time and not shout,
Mayor Frieden found it necessary to adjourn the meeting at 6:15 PM. He then requested
everyone to leave the building.
