SPECIAL CITY COUNCIL MEETING
December 26, 2019
The special meeting of the Fairfax City Council was held Thursday, December 26, 2019, at
Fairfax city hall at 300 801h Street Court. Mayor Frieden called the meeting to order at 6:00 PM.
Council members present: Travis Otto, Mike Daly, Nick Volk, and Marianne Wainwright. One
seat is vacant. Other city staff present: Cynthia Stimson and Joe Kell.
Motioned by Daly, seconded by Otto to approve the consent agenda. Ayes: Otto, Daly,
Volk, and Wainwright. Nays: None. Absent: None. One seat is vacant. Motion carried.
Discussion was held about the payroll discussions in December and during the hiring process
for Joe Kell. Joe's pay rate will be a topic on the February 18 agenda, after his probationary
period has ended. The time frame for a new employee to not participate in an overall pay
increase will be discussed during the special meeting to review certifications.
Motioned by Daly, seconded by Wainwright to approve RESOLUTION NO. 2019-81, A
RESOLUTION RESCINDING RESOLUTION NO. 2019-80 APPROVING WAGES FOR
CITY EMPLOYEES. Roll call vote: Ayes: Otto, Daly, Volk, and Wainwright. Nays: None.
Absent: None. One seat is vacant. Motion carried. Mayor Frieden declared RESOLUTION
2019-81 duly adopted.
Motioned by Wainwright, seconded by Daly to approve RESOLUTION NO. 2019-82, A
RESOLUTION APPROVING WAGES FOR CITY EMPLOYEES. Roll call vote: Ayes:
Otto, Daly, Volk, and Wainwright. Nays: None. Absent: None. One seat is vacant. Motion
carried. Mayor Frieden declared RESOLUTION 2019-82 duly adopted.
Discussion was held about the city council waiving their payroll for tonight's meeting.
Motioned by Wainwright, seconded by Otto that the City Council who wish to, may waive
their pay for this special city council meeting. Ayes: Otto, Volk, and Wainwright. Nays: Daly.
Absent: None. One seat is vacant. Motion carried.
Motioned by Daly, seconded by Otto to adjourn the meeting. Ayes: Otto, Daly, Volk, and
Wainwright. Nays: None. Absent: None. One seat is vacant. Motion carried.
Mayor Frieden adjourned the meeting at approximately 6:25 PM.
