SPECIAL CITY COUNCIL MEETING
JANUARY 21, 2020
A special meeting of the Fairfax City Council was held January 21, 2020, at Fairfax city hall
at 300 80'h Street Court. Mayor Frieden called the meeting to order at 6:00 PM. Council
members present: Travis Otto, Mike Daly, Kate Pacha, Nick Volk, and Marianne Wainwright.
Other city staff present: Kevin Stensland, Lynn Miller, Brian Merta, Chris Philipp, Joe Kell,
Cathy Bayne, and Cynthia Stimson.
Motioned by Daly, seconded by Volk to approve the consent agenda. Ayes: Otto, Daly,
Pacha, Volk, and Wainwright. Nays: None. Motion carried.
Chris Philipp discussed the requested use change to a current commercial building permit for
Sobaski Real Estate at 114 Williams Blvd. The new use request is retail. The property owner is
aware of additional/new requirements for the retail use.
Motioned by Daly, seconded by Otto to allow the change to retail for the current commercial
building permit for 114 Williams Blvd. Ayes: Otto, Daly, Pacha, Volk, and Wainwright. Nays:
None. Motion carried.
Chris Philip made the City Council aware that the property owners will be requesting to
place a fourteen-foot-tall wall to hide some of the outside storage. This issue will be presented to
the Board of Adjustment.
Extensive discussion was held regarding the status of the Fairfax Splash Pad Project. At the
last meeting the resolution to approve the construction bid did not pass. Discussion was held
concerning other, smaller area splash pads and the requirements for The Complex area.
Available park funds were reviewed. Discussion was held regarding an aquatic center. Cindy
Anderson, Audrey Novak, JoAnn Beer, and Stephanie Volk gave input regarding the splash pad
proj ect.
Motioned by Pacha, seconded by Wainwright to reconsider the splash pad construction bids
at the February 18 meeting. Ayes: Otto, Daly, Pacha, Volk, and Wainwright. Nays: None.
Motion carried.
Motioned by Wainwright, seconded by Volk to approve RESOLUTION NO. 2020-10, A
RESOLUTION PROVIDING FOR THE ISSUANCE OF $1,270,000 GENERAL
OBLIGATION CORPORATE PURPOSE BONDS, SERIES 2020 AND PROVIDING FOR
THE LEVY OF TAXES TO PAY THE SAME. Roll call vote: Ayes: Otto, Daly, Pacha,
Volk, and Wainwright. Nays: None. Motion carried. Mayor Frieden declared RESOLUTION
2020-10 duly adopted.
The proposed FY21 budget was reviewed in detail. More information about the water
storage project will be available after the bidding process. The City Clerk will fill in details,
calculate balances, review utility rates, and bring summary reports to the February meeting.
JoAnn Beer asked the City Council to consider not placing a set water debt fee on the water bill.
She stated that this will be a higher percentage rate increase for minimum users.
Motioned by Daly, seconded by Volk to approve RESOLUTION NO. 2020-11,A
RESOLUTION SETTING TIME AND PLACE FOR A PUBLIC HEARING FOR THE
PURPOSE OF CONSIDERING THE MAXIMUM TAX DOLLARS FROM CERTAIN
LEVIES FOR THE CITY'S PROPOSED FISCAL YEAR 2020-2021 BUDGET. Roll call
vote: Ayes: Otto, Daly, Pacha, Volk, and Wainwright. Nays: None. Motion carried. Mayor
Frieden declared RESOLUTION 2020-11 duly adopted.
The clerk reminded the City Council that their next meeting will be February 18. Travis Otto
will be out of town, but he will attend by phone.
Motioned by Daly, seconded by Pacha to adjourn the meeting. Ayes: Otto, Daly, Pacha,
Volk, and Wainwright. Nays: None. Motion carried.
Mayor Frieden adjourned the meeting at 8:39 PM.
