SPECIAL CITY COUNCIL MEETING
June 28, 2422
A special meeting of the Fairfax City Council was held June 28, 2022. Mayor Frieden called
the meeting to order at 6:03 PM. Councilmembers present: Tom Nurre, Mike Daly, Kate Pacha,
and Marianne Wainwright. Nick Volk was absent.
Motioned by Daly, seconded by Pacha to approve the consent agenda. Ayes: Nurre, Daly,
Pacha, and Wainwright. Nays: None. Absent: Volk. Motiou carried.
Motioned by Daly, seconded by Pacha to approve RESOLUTION 2022-62, A
RESOLUTION AUTHORIZING AND APPROVING A LOAN AGREEMENT,
PROVIDiNG FOR THE ISSUANCE OF $2,300,000 GENERAL OBLIGATION
CORPORATE PURPOSE BONDS, SERIES 2022, AND PROVIDING FOR THE LEVY
OF TAXES TO PAY THE SAME. Roll call vote: Ayes: Nurre, Daly, Pacha, and
Wainwright. Nays: None. Absent: Volk. Motion carried. Mayor Frieden declared
RESOLUTION 2022-62 duly adopted.
Motioned by Daly, seconded by Wainwright to approve RESOLUTION 2022-60
APPROVING WAGES FOR NON-FIRE DEPARTMENT CITY EMPLOYEES. Roll call
vote: Ayes: Nurre, Daly, Pacha, and Wainwright. Nays: None. Absent: Volk. Motion
carried. Mayor Frieden declared RESOLUTION 2022-60 duly adopted.
Discussion was held regarding the Commercial Sign Permit Application for 407 West
Southview Rd.
Motioned by Wainwright, seconded by Nurre to approve the Commercial Sign Permit
Application for 407 West Southview Road since it was submitted before the recent sign
ordinance changes. After discussion about the City's options, the final vote was: Ayes: Nurre,
Pacha, and Wainwright. Nays: Daly. Absent: Vo(k. Motion carried.
Shane Wicks discussed the proposed Development Agreement, issuing building permits, and
the Final Plat for Heartland Heights Third Addition.
Motioned by Daly, seconded by Nurre to approve RESOLUTION 2022-61 APPROVING
THE FINAL PLAT, DEVELOPMENT AGREEMENT, AND ASSOCIATED OFF-SITE
EASEMENTS FOR HEARTLAND HEIGHTS THIRD ADDITION IN THE CITY OF
FAIRFAX, LINN COUNTY, IOWA. Roll call vote: Ayes: Nurre, Daly, Pacha, and
Wainwright. Nays: None. Absent: Volk. Motion carried. Mayor Frieden declared
RESOLUTION 2022-61 duly adopted.
Discussion was held regarding the Heartland Heights retention pond.
Motioned by Daly, seconded by Pacha to adjourn the meeting. Ayes: Nurre, Daly, Pacha,
and Wainwright. Nays: None. Absent: Volk. Motion carried.
Mayor Frieden adjourned the meeting at approximately 6:26 PM.
