HomeMy WebLinkAbout01-05-2023 Council MinutesCITY OF FAIRFAX SPECIAL CITY COUNCIL MEETING January S, 2023 A special meeting of the Fairfax City Council was held January 5, 2023 at the Fairfax Public Library. Mayor Frieden called the meeting to order at 7:00 PM. Councilmembers present were: Tom Nurre, Mike Daly, Kate Pacha, N'rck Volk, and Marianne Wainwright. Motioned by Daly, seconded by Pacha to approve the consent agenda. Ayes: Nurre, Daly, Pacha, Volk, and Wainwright. Nays: None. Motion carried. Mayor Frieden started by having the Library Board and City Council members introduce themselves. He stated the reason for this meeting is to foster an atmosphere where the library is a city department just like the fire departmelit, maintenance, parks, building, and city hall departmeYits and we are all a team working together. Discussion was held on the delay in submitting a check for deposit the library director received in June. The check was not turned over to city hall for deposit until the treasurer asked for the check. The check was received on November 14 and processed by city hall for deposit into the library savings account the same day. The city treasurer asked to malce sure it is clear any funds paid or donated to the Fairfax Public Library become city public funds as soon as they are received by any ciry staff, which includes the library staff, and then are to be turned into city hall following our regular procedure, which is no later than at the end of month. No public funds may be used to fund a private library support group, Friends or Foundation. Discuss'ron was held on fornling a foundation. Library Board members stated they are doing research, but they are aware they would not be the group forming a foundation. They do not currently have a group of residents interested in forming a foundation. A foundation would be a fundraising private organization, separate from the City of Fairfax. Discussion was held about some trust moliey which may be able to come to a foundation, but not the C'rty. It was suggested the city attorney be contacted to look iuto how this could be accomplished. Any library building project would be a city project. Mayor Frieden had copies of the 2021 Iowa Library Trustee's Handbook given to all City Council and Library Board members. The Library Board members had not previously received this. He asked they all read it to help understand their role and responsibilities. A needs assessment completed in 2022 was discussed. This is to be presented to the C'rty Council with Library Board input and goals. Communication between the two boards must improve. The library board director attends both meetings, this may be the way communication can improve or, if needed, a liaisoii may be appointed. Major library projects need to be submitted so they can be added to the City's Capital Improvement Plan. Motioned by Daly, seconded by Pacha to adjourn the meeting. Ayes: Nurre, Daly, Pacha, Volk, arid Wainwright. Nays: None. Motion carried. Mayor Frieden adjounied the meeting at approximately 7:51 PM. Mayor 8urnell G.
