SPECIAL CITY COUNCIL MEETING
January 24, 2023
A special meeting of the Fairfax City Council was held January 24, 2023 at the Fairfax City
Hall. Councilmember Mike Daly called the meeting to order at 6:00 PM. Councilmembers
present were: Tom Nurre, Mike Daly, Kate Pacha, and Nick Volk. Marianne Wainwright was
absent. Mayor Frieden was on the telephone.
Motioned by Pacha, seconded by Nurre to approve the consent agenda. Ayes: Nurre, Daly,
Pacha, and Volk. Nays: None. Absent: Wainwright. Motion carried.
Jon Larson discussed the bids received for the Heartland Heights Neighborhood Park Project.
The low bidder, Eastern Iowa Excavating & Concrete, was contacted and indicated their bid of
$129,121.70 is correct. Hall and Hall Engineers, Inc. is recommending the City award the
contract to them.
Motioned by Pacha, seconded by Nurre to approve RESOLUTION NO. 2023-OS A
RESOLUTION FOR THE AWARD OF THE 2023 HEARTLAND HEIGHTS
NEIGHBORHOOD PARK PROJECT. Roll call vote: Ayes: Nurre, Daly, Pacha, and Volk.
Nays: None. Absent: Wainwright. Motion carried. Councilmember Daly declared
RESOLUTION 2023-OS duly adopted.
Jon Larson discussed the bids received for the City Parks Lighting Upgrade Project. They
are recommending the City award the contract to Nelson Electric Co. for their low bid of
$312,320.00.
Motioned by Nurre, seconded by Volk to approve RESOLUTION NO. 2023-06 A
RESOLUTION FOR THE AWARD OF THE 2023 CITY PARK LIGHTING PROJECT.
Roll call vote: Ayes: Nurre, Daly, Pacha, and Volk. Nays: None. Absent: Wainwright.
Motion carried. Councilmember Daly declared RESOLUTION 2023-06 duly adopted.
Shane Wicks discussed the logo and colors for the water tower. It was the general consensus
to add a thin red line at the top and bottom of the blue and leave everything else the same.
No action was taken on the Union Paciiic Railroad Agreement because we have not received
the agreement from them.
Lengthy discussions were held regarding the FY24 budget.
Motioned by Pacha, seconded by Volk to adjourn the meeting. Ayes: Nurre, Daly, Pacha,
and Volk. Nays: None. Absent: Wainwright. Motion carried.
Councilmember Daly adjourned the meeting at approximately 8:36 PM.
