HomeMy WebLinkAbout04-25-2023 Council Minutes CITY OF FAIRFAX SPECIAL CITY COUNCIL MEETING April 25, 2023 A special meeting of the Fairfax City Council was held April 25, 2023 at the Fairfax City Hall. Mayor Pro Tempore Marianne Wainwright called the meeting to order at 6:00 PM. Councilmembers present were: Tom Nurre, Kate Pacha, Nick Volk, and Marianne Wainwright. Mike Daly was on the telephone. Motioned by Nurre, seconded by Pacha to approve the consent agenda. Ayes: Nurre, Daly, Pacha, Volk, and Wainwright. Nays: None. Motion carried. Discussion was held about possible upgrades to the meeting room’s sound system and getting a camera for live streaming. Motioned by Nurre, seconded by Pacha to purchase one Owl for use of camera and sound to live stream meetings. Ayes: Nurre, Pacha, Volk, and Wainwright. Nays: Daly. Motion carried. Discussion was held about Tom Arp’s request for dirt. An agreement is to be drafted and signed by Tom before any action. Motioned by Daly, seconded by Pacha to draft an agreement stating the City will haul and place the dirt needed in the one drive area (no more than 10 loads), Tom will hold the City harmless and agree this is the last of this issue. The City will not do any other crop damage payments or provide any non-monetary services or material in the future. Ayes: Nurre, Daly, Pacha, Volk, and Wainwright. Nays: None. Motion carried. Mayor Pro Tempore Wainwright opened the public hearing regarding a Water Revenue Loan and Disbursement Agreement at 6:29 PM. City Hall had not received any questions or comments. Jo Ann Beer asked about what this loan would do to the water debt fee. This is not known at this time. She was informed about the current water SRF loan for the water storage project, needs of the water system, about $850,000 of ARPA funds being available for construction, and how the City draws money as needed for any SRF loan. Mayor Pro Tempore Wainwright closed the public hearing at 6:44 PM. Motioned by Pacha, seconded by Nurre to approve RESOLUTION NO. 2023-46 A RESOLUTION TAKING ADDITIONAL ACTION WITH RESPECT TO A WATER REVENUE LOAN AND DISBURSEMENT AGREEMENT AND AUTHORIZING, APPROVING AND SECURING THE PAYMENT OF A $515,000 WATER REVENUE LOAN AND DISBURSEMENT AGREEMENT ANTICIPATION PROJECT NOTE (IFA INTERIM LOAN AND DISBURSEMENT AGREEMENT). Roll call vote: Ayes: Nurre, Daly, Pacha, Volk, and Wainwright. Nays: None. Motion carried. Mayor Pro Tempore Wainwright declared RESOLUTION 2023-46 duly adopted. Jon Larson, with Hall and Hall Engineers, Inc., discussed the bids received for the Elevated Water Storage Project. The engineer’s estimate was $436,000 and the low bid they are recommending is from MW Cole Construction, LLC for $343,500.00. Motioned by Volk, seconded by Daly to approve RESOLUTION NO. 2023-47 A RESOLUTION FOR THE AWARD OF THE 2023 ELEVATED WATER STORAGE TANK PAINTING, MAINTENANCE, & REPAIRS PROJECT. Roll call vote: Ayes: Nurre, Daly, Pacha, Volk, and Wainwright. Nays: None. Motion carried. Mayor Pro Tempore Wainwright declared RESOLUTION 2023-47 duly adopted.
