CITY OF FAIRFAX
SPECIAL CITY COUNCIL MEETING
May 23, 2023
A special meeting of the Fairfax City Council was held May 23, 2023 at the Fairfax City
Hall. Mayor Jo Ann Beer called the meeting to order at 6:00 PM. Councilmembers present
were: Tom Nurre, Kate Pacha, Nick Volk, and Marianne Wainwright. Mike Daly was on the
telephone by approximately 6:15 PM.
Mayor Beer announced she will move items 6 and 7 ahead of item 5 so the people can leave.
Motioned by Volk, seconded by Wainwright to approve the revised consent agenda. Ayes:
Nurre, Pacha, Volk, and Wainwright. Nays: None. Absent: Daly. Motion carried.
Maggie Burger, with Speer Financial, reported the City received two bids for the GO Bond
this morning as follows:
Name and Address of Bidder Final Bid
D.A. Davidson & Co., Denver, Colorado 4.4702%
Northland Securities, Inc., Minneapolis, Minnesota 4.4728%
She is recommending the City accept the bid from D.A. Davidson & Co, Denver, Colorado for
4.4702% for a 12 year bond.
Motioned by Pacha, seconded by Nurre to approve RESOLUTION NO. 2023-59 A
RESOLUTION AWARDING GENERAL OBLIGATION CORPORATE PURPOSE
BONDS, SERIES 2023. Roll call vote: Ayes: Nurre, Pacha, Volk, and Wainwright. Nays:
None. Absent: Daly. Motion carried. Mayor Beer declared RESOLUTION 2023-59 duly
adopted.
Jon Larson, Hall and Hall Engineers, Inc., discussed the installation of street lights along E.
Southview Road. There will be no costs to the City and the locations are close to where lights
were previously on power poles.
Motioned by Wainwright, seconded by Pacha to approve RESOLUTION NO. 2023-60 A
RESOLUTION TO INSTALL NEW STREET LIGHTS ALONG EAST SOUTHVIEW
ROAD BETWEEN WILLIAMS BOULEVARD AND FAIRFAX ROAD. Roll call vote:
Ayes: Nurre, Pacha, Volk, and Wainwright. Nays: None. Absent: Daly. Motion carried.
Mayor Beer declared RESOLUTION 2023-60 duly adopted.
Discussion was held about council and mayor duties. The City Council wants to ensure they
are consulted about items before they go to the attorney. Fees were incurred about topics which
may have not needed new legal input if staff or City Council had been consulted, which they
were not. The City Council will be added to the agenda drafting process.
Discussion was held about hiring the part-time Parks and Recreation Assistant. Mayor Beer
stated what happened at the last meeting was due to questions about hiring a relative and cash
handling. She also stated the City has since received a complaint from one of the applicants.
She asked if the City Council wanted the last hiring committee member to see the complaint.
Yes, they think that would be fine. Mike Daly, a member of the hiring committee, reviewed the
committee’s discussion about the two interviews. The recommended applicant has years of
experience in our park system, is already a supervisor in the concession stand, and had a great
interview. The other applicant was late to the interview, had no relevant experience, and had a
