HomeMy WebLinkAbout06-24-2024 Council Minutes CITY OF FAIRFAX SPECIAL CITY COUNCIL MEETING June 24, 2024 A special meeting of the Fairfax City Council was held June 24, 2024 at the Fairfax City Hall. Mayor Jo Ann Beer called the meeting to order at 6:00 PM. Councilmembers present were: Tom Nurre, Mike Daly, Dan Wozniak, Nick Volk, and Marianne Wainwright. Motioned by Daly, seconded by Volk to approve the consent agenda. Ayes: Nurre, Daly, Wozniak, Volk, and Wainwright. Nays: None. Motion carried. Maggie Burger with Speer Financial reviewed today’s bond auction results. Two bids were received. She is recommending the City accept the bid from Northland Securities, Inc., Minneapolis, Minnesota, for 4.4909%. Motioned by Wainwright, seconded by Daly to approve RESOLUTION 2024-48, A RESOLUTION AWARDING GENERAL OBLIGATION CORPORATE PURPOSE BONDS, SERIES 2024. Roll call vote: Ayes: Nurre, Daly, Wozniak, Volk, and Wainwright. Nays: None. Motion carried. Mayor Beer declared RESOLUTION 2024-48 duly adopted. Shane Wicks with Hall and Hall Engineers, Inc., discussed the Heartland Heights punch list. Some grading and seeding will not be completed until the fall due to seeding dates and wet ground. Motioned by Daly, seconded by Wainwright to allow building permits to be issued in Heartland Heights as of June 24, 2024. Ayes: Nurre, Daly, Wozniak, Volk, and Wainwright. Nays: None. Motion carried. Discussion was held concerning the cost sharing request of $49,885.95 from Iowa Lots for the twin culverts. A budget amendment will be needed if this is approved. Motioned by Daly, seconded by Wainwright to have the City of Fairfax participate with Iowa Lots in the cost for the twin culverts for $49,885.95. Ayes: Daly, Volk, and Wainwright. Nays: Nurre and Wozniak. Motion carried. The possibility of a charitable donation of ground in Heartland Heights was discussed. More information will be provided and the city attorney will need to review this topic before action. Shane Wicks gave an update about the requirements for the W. Cemetery Road Bridge Project and the Eagleview Drive and Highway 151 Intersection Project. He also discussed the Historical Bridge Assessment as well as the appraiser and acquisition consultant requirements. Motioned by Wainwright, seconded by Daly to approve RESOLUTION 2024-49, A RESOLUTION AUTHORIZING AN AMENDMENT TO THE PROFESSIONAL SERVICES AGREEMENT BETWEEN THE CITY OF FAIRFAX AND HALL & HALL ENGINEERS, INC. Roll call vote: Ayes: Nurre, Daly, Wozniak, Volk, and Wainwright. Nays: None. Motion carried. Mayor Beer declared RESOLUTION 2024-49 duly adopted. Motioned by Nurre, seconded by Daly to approve RESOLUTION 2024-50, A RESOLUTION AUTHORIZING AN AMENDMENT TO THE PROFESSIONAL SERVICES AGREEMENT BETWEEN THE CITY OF FAIRFAX AND HALL & HALL ENGINEERS, INC. Roll call vote: Ayes: Nurre, Daly, Wozniak, Volk, and Wainwright. Nays: None. Motion carried. Mayor Beer declared RESOLUTION 2024-50 duly adopted. Motioned by Nurre, seconded by Daly to approve RESOLUTION 2024-51, A RESOLUTION APPROVING WAGES FOR NON-FIRE DEPARTMENT CITY EMPLOYEES. Roll call vote: Ayes: Nurre, Daly, Wozniak, Volk, and Wainwright. Nays: None. Motion carried. Mayor Beer declared RESOLUTION 2024-51 duly adopted.
