Planning and Zoning Committee
November 13, 2000
Meeting of Planning and Zoning Commission of the City of Fairfax, Iowa,November 13,
2000 at 7:00 p.m- Present- Greg Fetter, Chair Protem, Dean Hartman, Jack Rowray, and
Bob Collett. Attendees- Millers, Stricklers and Schwartz.
Regarding the proposed voluntary annexation of property owned by Gordon Sevig,
Donald Heisler and Stanley Strickler and the proposed involuntary annexation of
property owned by Dennis Miller and Timot�j Schwartz, (See attached map and legal
description.)It was moved by Rowray and 2' Collett to recommend the proposed
annexations subject to the questions of those being annexed answered by the Fairlax City
Council. Motion carried, The City Council needs to determine the zoning designation for
each_
Followingare the questions,- are there any plans for sidewalks, curbs, walking trails, etc.

for the additional congestion with traffic into the Sevig development. Where will fire
hydrants be installed? When is city gas going to be available? What will be the cost of
hook-ups? The communication from the engineering firm is unacceptable; also there were
unanswered questions ftom the Mayor. Schwartz was particularly annoyed with the lack
of response. The Miller's are landlocked.
The Planning and Zoning, Commission recommends the Child-Day Care Centers be
added to the Special exception category for Single Family(RS) of the Zoning regulations.
We also recommend the Council act to assure a quorum for the P&Z meetings, some
members regularly fall to show up. (One has now resigned)

Mayor Voss called the meeting to order at 7:07 p.m. Council present Ekstrom, Scott grid
Wainwright. Absent Beer and,Stockton. Motion Ekstrom,2u1 Scott to approve the Agenda,Minutes of the
October IV'Council Meeting, Clerk's Budget and Financial Reports.MC,.
Mayor Voss opened the public hearing on the annexation at 7:10 p_nx.Tim and Kimberly
Schwartz,Dennis Miller, Stanley and Kaye Strickler,and Gordon Sevig in attendance. Schwartz had
questions on water and sewer hookups,taxes and garbage.Denny Miller was concerned about access to his
rear acres. Dick Ransom,City Engineer discussed the questions. With no farther discussion Wainwright
moved to close the public hearing,2"d Scott at 7:34 p.m.
Chris Kivett-Berry,ECIGOG gave an update on the housing grant: Open houses and bid opening
should be in January. Motion Wainwright,2°d Scott that the contractors on these projects be charged a fee
of$1.00 for the building permits,MC.
