E N April 14, 2000 N E City of Fairfax E R 525 Vanderbilt St. N Fairfax, IA 52228 0 This letter is in response to your request for our input regarding the disposition of the existing A L water tank after the new water tank is placed online. N D From an engineering standpoint, we have four concerns related to leaving the existing water tank S. standing. These concerns are related to tank maintenance, water quality, and structure stability, U These concerns are discussed below, R V E _TankMaintenance TMaintenance on this structure would not ceasewhen the tank is taken out of service. The paint N system Would deteriorate with time in the same way it would if it were in service. 11),general, tanks such as this would require painting every 5-8 years. At the end of a painting cycle, large areas of paint have pealed, large rust spots appear, and new pitting can occur than could affect the P structural integrity. The estimated cost of painting this tank is between $15,000 and $20,000 Nevery 5-8 years. In addition, it is inevitable that some structural repairs be made to avoid a N structural failure. I N Hydraulic Considerations 0 The existing water tank would be a dis-service to the system after the new water tank is placed L online. The overflow level of the existing tank is below the low water level of the new tank. If the A existing tank were left online, it would continue to overflow until the water level in the new tank N dropped to the level of the overflow of the existing tank, This would compitely drain the storage 0 1 S portion of the new tank and defeat the purpose of the tank. Creation of a separate pressure zones A C for each tank could be accomplished by using a control valve between the service areas of the two P ranks. However, this would complicate the operation of the water system and would not be as E reliable for fire protection purposes. It should be pointed out that there is not sufficient A differences in elevations in the City of Fairfax and the proposed service area to justify two R separate pressure zones, Also, the rDNR would have additional requirements for water quality C monitoring and record keeping, H I ET a Water Quality Issue C If the existing tank were left full of water, it would have to be disconnected from the water System T to avoid contaminating the water system, Water that was allowed to stand in the tank indefinitely, U R would become stagnant. This stagnant water could not be released into the potable water system E L-i if a fire occurred, The TDNR would require this tank to be disconnected from the water system. By disconnecting it from the water system, the concept of utilizing the tank for fire protection is, for all intents, eliminated, Structure Stability Wind loads on the existing tank would be the same whether the tank was emty or full. However, the additional weight of the water in the tank has the effect of counteracting the overturning force from the wind load. Therefore, the tank is more likely to be"blown over" when it is empty than when it is full of water. This may be a minor consideration, but it should be pointed out anyway. Other Non-Engineering Considerations The tank, as it stands, is a temptation for climbing. This becomes a liability to the City of Fairfax. As such the City would be required to carry additional insurance to cover this, Although the City can add locked barriers to this structure, those who want to climb the structure will find a way to do so. Based on the discussions above and on our engineering judgement, it is our recommendation to raze the existing water tank after the new water tank is placed online. The most compelling reasons for razing this tank are the ongoing maintenance of the structure, the water quality issues, and the liability associated with the accessability of the structure to climbers, Sincerely, k Fairfax W,atta_I,- Scott A.
