Marcus Burns and Don Stockton, both members of the Fairfax Fire Department , met up in t I � +, I a '�" Iraq for a welcomed friendly face and visit. Marcus lives in Singar with his unit, He was sent to Talafar to go to Armorer School for his new job. While he was iii Armot:er School, he saw a couple people with the same, patch that Don wears, He asked them if they knew,Don Stockton and they said yes, that:he was in Mosul.. 1'hey told Marcus where be could find Don if he ever went to Mosul. After Armorer School was over, Marcus volunteered to go to Mosul to recover some body armor vests that belonged to his company, Marcus had to stay in Talafar for a couple extra days because the convoy to Mosul leaves from there. When he got to Mosul,he took care of the business he had and then went searching for Don, He found the "hospital" that Don works at and asked the first person he saw if they could help him find Don Stockton. That person took him directly to Don's tent where he was sleeping. He had just worked the night shift and was getting bis sleep for the day. Don and Marcus were both happy to finally meet up. Don had tried pedal points of to find Marcus but learned very quickly just how big the 101 st Airborne Division really is. Don Interest: said he would ask infantry guys if they knew Marcus.Burns. Marcus said he doesn't think that Don knew just how spread out the 1,01st are and so he was unsuccessful in his attempts to find - City Minutes Marcus. They talked for about 5 bouts and ate lunch together. Then Don had to go back to work. and Marcus had to catch his ride back to Talafar about the same time. The Fairfax Fire Department was organized ' A November 22, 193 7, at a meeting Fairfax State Savin Bank ng held at the ' 1 Saving , attended by approximately twenty-five citizens of the town - and township. Charles J. Dvorak was elected Chief of the Fire .Department and Charles E. Heaton was elected Assistant Chief and John L. Krall was elected Secretary-Treasurer. Approximately twenty volunteered to serve on the Fairfax Fire Department. The first truck was a 1937 Dodge open cab. L to R.: Ralph Emanuel, Charles In 1952 the department purchased a '52 Dvorak, Ray Mizner, Andy Miller, International truck. (This truck was later Howard Steinmetz and Jack purchased by Ron Z,emsek.) This truck carried 600 gallons of water and was equipped with a Neuhaus "Jim Bean" pumping apparatus. It possessed superb pumping capacity and could be out of water in only two or three minutes. The hoses were of hard rubber and there was a reel (manually operated) on each side of the truck. 11 The following incident occurred prior to 1'9'70...before the fire department had a tanker. A farmhouse, located on 140th Street, west of Baxter Avenue about one –half mile, on the south side of the road, was reported on fire. The fire department responded and thinking the blaze had been extinguished returned to Fairfax. 1951 111 W-1.95 'Fire Truck and refilled the truck. :However, the 'ire 401 'Red Diamond Engine rekindled and the firemen were again summoned to the scene. Russ Carver, the fire chief, and other men were upstairs in the home. The water supply was soon depleted but the firemen were told of an old cistern on the property. The hard 4"hose was put down in the old cistern to draft water and proceeded to pump. From the upstairs the firemen hollered...@ # * # * @ # —the old cistern had been converted to a SEPTIC TANK! Randy Scholer addressed the legal options on the conditions that can be addressed in regards to the rezoning of the property owned by Union Pacific Rail-road to construct an interchange yard (spur line). Mayor Voss asked the council to address the recommended conditions from Hall & Hall Engineers. Councilor Beer stated there were no concerns from the citizens addressed in the recommended conditions, Councilor Frieden asked what the protocol is for grain spillage. Councilor Ekstrom addressed the comparison of evergreens to trees, how much weight does the council have. Dick Ransom stated that the council will have to vote on the plan that willbe provided by Union Pacific, Councilor Scott asked the Mayor if he had seen the noise reduction fence at ADM, Mayor Voss stated time has not allowed him to do so.Motion Beer ,d Scott to 2 open the Public Hearing on the rezoning application of Union Pacific Railroad Aye 4 MC. Mayor Voss declared the Public Hearing open at 7:35 PM. Each condition was read&addressed(1) the plans address 2 lines of track, Concerns from the public who authorized Dick Ransom to form the list of recommended conditions. Mayor Voss said a decision had to be made to set guidelines. Councilor Wainwright arrived at 7:40 PM, (2) the ordinance will need to be amended if any conditions will need to be made. (3) it is railroad protocol for grain spillage cleanup that was given to Linn Co, Health Dept.The protocol should be included in the conditions. There needs to be time frames established for cleanup & consequences for failure to respond. It was recommended to cordinate cleanup protocol with Linn Co. (4) cars will be exchanged for mechanical and/or safety issues (5) discussion on berm & sound deflection fence(6)suggestion to ask Dwight Hughes on types of trees&number of rows to deflect the sound —the chain link fence along south boundary of property is for security purposes only—a visual&sound barrier plan for the south side will need to be approved by the council—discussion from railroad on concrete walls&tree buffers —discussion on,installing a fence for security purposes on the north side of the tracks—fence needs to be maintained by railroad (7) discussion fi-om Chief Sankot on emergency access roadway— the use of Fairfax Road or Burger Lane—only for emergencies can the sod gate entrance on Fairfax Road be used (8) discussion on the stations for installation of sanitary sewer - the stations are located in Linn Co. It was agreed to not stipulate the location of stations at the present time. (9)discussion on dollar amount(10)discussion the letter of credit would be better than a bond(11) discussion on complaints, city officials to make arrangements with Union Pacific by contacting a Union Pacific Official for right of entry on property (12) discussion on compliance, There was citizen discussion on additional concerns not addressed— drainage issues, city to form grade at Fairfax Road, to impose an additional condition—floodwaters will not harm, damage, increase the drainage issues,changes to include berm may need to be addressed to FEMA, the decrease of roperty values &to develop a separate ordinance for railcars blocking the Vanderbilt ST crossing. The last 4 years the city has applied for the grant, There are only 12 grants that are awarded. It is for communities that are under 10,000 population that have limited resources,There are 11 members on the committee.
