Marie Garlich of ECICOCa had addressed nine(9)points: hew the need for the project was identified source & matnrer of funding
fear project, date application will be submitted, amount of federal funds to be requested,portion of federal funds benefiting low &
moderate income households, location of proposed activities, anticipated displacement of persons or businesses, plans to assist
those who are temporarily displaced & general description of the project. There being no objections, Mayor Voss declared the
Public Hearing closed 7:11 PM. Motion Beer 2°d Ekstrom approve RESOLUTION 03-12-9-1 to commit local monetary support
& authorize application to the Iowa Department of Economic Development Housing Fund Roll Call Vote Aye 4 MC. Motion Beer
2"a Ekstrom authorizing Mayor Voss to sign the application for housing funds Aye 4 MC. Sheriff report was given. Chief'Sankot
& City Clerk addressed the Council on the options of selling of the 1969 tanker; 1973 pumper & 1960 International truck. In a
resolution for the January meeting will state the proceeds from the sale of the fire trucks will go back to the Ere department&will
be used towards the purchase of an air corepressor for filling air packs & spare bottles, Motion Ekstrom 2°1 Beer to get the best
price that the fire department&the city can get for the vehicles Aye Beer,Frieden&Ekstrom Nay none Abstain Wainwright MC,
Chief Sankot gave fire department report.There are now two (2)positions for Assistant Chief. Lynn Miller is the representative for
the 911 Board for the City of Fairfax. Discussion for compensation on attending meetings. Motion Wainwright 2°`r Ekstrom to
open the Public Hearing on the rezoning application of Union Pacific Aye 4 MC. Mayor Voss declared the Public blearing open at
7:26 PM. Councilors Frieden & Wainwright read & discussed the ten(10) conditions purposed to Union Pacific, Union Pacific
replied back unable to agree on the limitation of the number of tracks, the minimum tree height & number of rows of trees to
buffer sound in the area; not to have the open ended access of what can be transported&offering$10,000 instead of the purposed
$20,000 for any additional equipment necessary for Haz-Mat personnel. Councilor Frieden stated we need to be concerned for the
safety of the City. Discussion on creating ordinances involving grain spillage &rodent control. The conditional items that were
omitted from the current proposal are:flooding problems,legal&engineering expenses for rezoning&enforcement of payment of
attorney fees in regards to any future lawsuits.Discussion on meeting with Linn County&enforcement concerns. Motion Beer 2"d
Frieden for continuance of the Public Hearing to the next regularly scheduled council meeting - Tues. Jan. 13, 2004 Aye 4 MC.
Mayor Voss opened the Public Hearing on F/Y 2003-2004 Budget Amendment at 7:52 PM.Reasons for amending were discussed.
There being no objections, Mayor Voss closed the Public Hearing at 7:54 PM. Motion Beer 2nd Wainwright approve REESOLU-
TION 03-1.2-9-2 Budget Amendment for F/Y 2003-2004 Roll Call Vote Aye 4 MC.Ken &Karla Cole led discussion about con-
cerns of the speed of traffic, safety of children&what can be resolved regarding the Linn County connection of Sunset Drive to
the City of Fairfax.Dave Selzer& Gone Kopecky led discussion on reasons not to have any street reservation or easement restric-
tions to the prelinunary plat of Selzer Enterprises, Inc. First.Addition to Fairfax,Iowa. Motion Wainwright 2nd Ekstrom approve

Please be advised that Chapter 135, Section 13 of the Code of Ordinances of the City of
Fairfax, and the Code of Iowa, Sec. 364.12 ('2) states: It is unlawful for any person to
throw, push or place or cause to be thrown, pushed or placed, any ice or snow from
private property, sidewalks, or driveways onto the traveled way of a street or alley so as to
obstruct gutters, or impede the passage of vehicles upon the street or alley or to create a
hazardous condition therein.

The year 2003 is rapidly coming to an end. With the holidays getting closer, everyone is
busy decorating for Christmas. Please keep in mind some very basic safety precautions.
For those of you who buy real Christmas trees, beep your tree adequately watered. DO
NOT start out with a tree that is already too dry. Remember to keep the tree away from
heat ducts and fireplaces. Check all lights and extension cords for exposed wires or cracked
rugs to hide them. if your lights or cords are in question,

least, do not overload your outlets.
During the holiday season it is also very common for us to enhance the mood of

away from any combustibles, use candleholders that will allow for wax overflow and neve
and leave burning candles unattended. Do not encourage your children to light candles. Many

to another room away from Mom and Dad and lighting it. This is where tragedies begin. Be
aware of the consequences if you need to burn candles. Don't let the memory of that warm

Recently a local news station ran a feature article on telemarketers raising money for fire
fightersfund drives. Earlier this year we published a letter, letting the people in our fire
district know that we do not receive any of this money. If we decide that there is a need for
a fund drive, (as we did in 2000 for a Thermal Imaging Camera) the members of the Fairfax
Fire Department will contact you by mail or in person.
Every year our goal is to have a safe and injury free year for our fire.fighters, Recently one
of our fire fighters from Watford,.received a severe hand injury helping fight,a fire, Surgery
was required and physical therapy,will be needed to return the hand to its proper functions.
Regardless if you are a paid professional or volunteer fire fighter, the dangers are all the
same.
On November 20, Fairfax Fire hosted the Linn County Fire associations monthly
meeting. Scott Saylor was the guest speaker and the topic was "Arson Investigation". Scott
is a member of the Fairfax Fire Department and also a fire investigator for the Cedar
Rapids, Fire Department. Also, a congratulation goes out to Ken Barnell, Sr. on being
elected the Vice President of the Linn County Fire Association for the year 2004. Ken will
assume the roll of President in 2005.
We would life to welcome Shane Schrader and Tony Niswander to the fire department.
Shane is a student at:Prairie High School and is in the Fire Department Explorer Program.
Tony is taking classes at Kirkwood in Fire Science,
