CITY OF FAIRFAX REGULAR COUNCIL MEETING APRIL 13, 2004 Regular meeting of the Fairfax City Council was held Tuesday, April 13, 2004 at Fairfax City Hall at. 7:00 PM, Mayor Voss presided. Council members present: Frieden, Scott, Glick, Wainwright, Councilor Beer arrived 7:15 PM. Others present:Randy Scholer,Dick Ransom,,Ron Dusil,Dave Yanecek,Ken Cole, Todd&Anita Whitters and various citizens. Frieden moved to approve the agenda and the Clerk's Financial Statements, seconded by Scott. Roll call vote:Ayes: Frieden, Scott, Glick„Wainwright. Nays:None. Absent: Beer.Motion carried. Wainwright moved to approve and place on file the minutes of the regular council meeting dated March 9, 2004 and the minutes of the special council meeting dated March 15, 2004, seconded,by Wainwright. Roll call vote: Ayes: Frieden, Scott, Glick,Wainwright, Nays:None, Absent: Beer.Motion carried, The Sheriff s report was given and the Call for Service Log submitted. Whereupon, the Mayor declared the following duly adopted: Resolution No. 2004-04 entitled, "A RESOLUTION APPROVING 28E AGREEMENT WITH LINN COUNTY, IOWA, FOR IMPROVEMENTS ON 80TI3 STRET WITHIN THE CITY OF FAIRFAX, IOWA". Passed and approved this 13"dray of April 2004. Ned Wright, Linn County Emergency Management, briefed Council on the Iowa Mutual Aid Compact (IMAC) and highlighted on the importance of being a member of IMAC in the event of a disaster. He stated that IMAC is an intrastate voluntary program that allows for one political subdivision to assist another political subdivision in a disaster that has been declared either by the local participating member of IMAC or the Governor and that political subdivisions must be signatories of the compact: to implement assistance through IMAC. Wainwright introduced the following Resolution and moved its adoption, seconded by Glick. Roll call vote: Ayes: Frieden, Scott, Glick, Wainwright, Nays: None. Absent: Beer. Motion carried. Whereupon, the Mayor declared the following duly adopted: Resolution No. 2004-10 entitled, "A RESOLUTION APPROVING AND ADOPTING THE IOWA MUTUAL AID COMPACT (IMAC)". Passed and. approved this 13th day of April 2004. Councilor Beer arrived 7:1.5 PM.. Wainwright moved to approve Bill Barry's fireworks Permit, seconded by Beer. Roll call vote: Ayes: Beer,Fricden, Scott, Glick,Wainwright, Nays:Noire, Absent:None. Motion carried. Vernon Cerveny submitted the minutes of the April I" Community Visioning Conunittee meeting and stated that the next meeting will be held at the Fairfax Public Library on April 15 at 7:00 PM. Council set Saturday, June 5, 2004 as City-Wide Cleanup Day. The site will be open frorn 7:00 AM until 10:00 AM, Citizens will be allowed the first pickup size load free and $10.00 will be charged for the second load, Mayor Voss reported that Gordon Sevig is going to be donating a$1,000 for trees to be planted in Fairfax Heights and inquired as to if the council wanted to donate any money towards this project. Wainwright moved to match Gordon Sevig's $1,000 donation, subject to the city getting bids, seconded by Scott. Roll call vote: Ayes: Beer, Frieden, Scott, Glick, Wainwright. Nays: None, Absent: None, Motion carried. Mayor Voss led a discussion on possibly vacating Fairfax Road. He requested Council to look at the road and report back at the next meeting. Dick Ransom will investigate this matter and report back on the process to vacate, in the event Council wants to proceed. Beer moved to table the Auditor's Report to a work session to allow for more time for discussion, seconded by Scott. Roll call vote: Ayes: Beer, Frieden, Scott,, Glick, Wainwright, Nays: None. Absent: None. Motion carried,. Council discussed a request that the City received to join with and contribute to the Community Coalition for Rate Fairness to help support their lobby efforts against the proposed Alliant Energy rate increase. Wainwright moved to approve joining with the Community Coalition for Rate Fairness and contributing an amount not to exceed $338.90, seconded by Beer. Roll call vote: Ayes: Beer, Frieden, Scoff, Glick, Wainwright. Nays:None, Absent:None. Motion carried. Todd and Anita Whitters presented a letter to Council regarding their concerns about the City constantly imposing building restrictions and changes and how this has added to their cost of construction. A discussion was also held regarding the dumpster requirements and trash blowing around. Ken Cole submitted a signed petition from the residents of Prairie View Estate 11 asking to close the county access of Sunset Drive to the Prairie View Estates 11 addition,the road between Prairie View Estates 11 (City of Fairfax) and West Post Estates(Linn County), Stating that the road has no benefit to the City or residents of Fairfax. Stating that traffic flow,the speed of that traffic and the disobedience of stop signs has created a huge safety issue for their children and that thus issue will become more serious as we go into the spring and surnmer inonths, Randy Scholer and Dick Ransorn, were instructed to investigate this ivatter further to see what could be done to correct this problem. Beer moved to approve the Claims List dated April 13, 2004, seconded by Frieden. Roll call vote: Ayes: Beer,Frieden,Scott, Glick,Wainwright. Nays:None, Absent:None. Motion carried. Reports: Vernon Cerveny reported that the Library completed their inventory last month and that they were getting cement benches from Ornamental Concrete with money from the Elma Buresh memorial. Ron Dusil, maintenance, reported that the siren was up now and running .and that he had not had time to contact Doug Boerschel regarding the sewer back-up damage to his property,. Discussed delinquent utility bills., Mayor Voss reported on electronic data storage and how it would reduce the physical storage requirements for all city records, It would also simplify and expedite the processing of public information requests. Council approved him inviting Tom Patterson to come to a Work Session to explain the procedure and,costs involved, Council set a Work Session to be held Tuesday,April 27, 2004 at 5:00 PM, There,being no further business, Wainwright moved adjournment at 9:40 PM, seconded by Beer. There are patrons wanting to check out video's that we don't own, but you might have and no longer want. We would greatly appreciate Lethal Weapon 1, Lethal Weapon 2, Lethal Weapon 3, Rambo, Rambo 2, Beethoven 2, any Indiana Jones, Back to the Future, Star Wars, Star Trek, to list a few. We are more than willing to take whatever you would like to get rid of. We will add them to our collection, or if we don't need them we will share them with other small town libraries that would be able to put them to good use. There will be a few changes come July at the library. Fines will be raised from $.05 to $.10 cents per day per book. Also, the Community Room rental willl be raised from $20.00 to $25.00.
