RECOLLECTIONS OF THE PAST
Just Another Day in the Life of Fairfax
F'AIRFAX—There are four nail holes in the column by the steps of Richard Flaherty's porch that weren't there before.
That's because he did two things last Thursday, Sept, 20, that he hadn't done in a long time. He came in from his carpenter's
work in the middle of the morning in the middle of the week to go to a picnic. And he put out his flag,
It had been so long that no one knew if the stars were supposed to go on the right side or the left. There was also no place to
hang it. So he told his son Mike to get the nails out of the truck, They hammered them into the post to hold the flag pole in place.
On the sidewalk,up and down Church Street,walked two Linn County sheriff's deputies. At the corner,the Star Hotel.and Liv-
ery tavern was outside selling sausages for breakfast.
The neighbors next door to the Flaherty's were spray-painting"welcome"on a banner they had spread out on the picnic table.
And nr the next block, two girls playing hooky from selrool did their homework on a blanket in thein:front yard.
Besides all that,Fr. Bill,Arquitt had to cancel Mass that inorrria,g and CCD classes the night before.
All this just because file President was coming to town.
THE PRESIDENT'S COMING TO'T'OWl !!!
For a picnic? At St.Patrick's Church? Our St.Patrick's? After he speaks at the airport and visits a farm?
The gnaw from the White House had called Fr.Arquitt only the Friday before. "I was just looking for any out I could,"the pas-
tor said, "until finally I asked, `Do very manly people turn down the President?' He said, `not very many,' so I said, `Well,I sup-
pose I shouldn't either,' "
Good thing he didn't. Fr.Arquitt said he later polled one of Fairfax's staunchest Democrats and was told the Democrats in the
parish—most of the people,that is—would have been"mad as hell"if he had turned down the President's request.
So this small farm town, population 635„ was invited to a picnic in honor of the President. It was sponsored by the county's
beef and pork producers. Almost 1,000 people packed the grassy lawn next to the church,
The parish handed out over 300 tickets, including 22 of the 80 tickets the governor's office was supposed to give away but
couldn't. "We got rid of these in two or three minutes at the local baulk,"Fr.Arquitt said.
Not everybody got to go, The Secret Service kept people who didn't have tickets behind barricades two blocks away from the
church.
But tine only thing that made townspeople really mad was when Iowa Senator Roger Jepsen welcomed the President to Cedar
Rapids instead of Fairfax, "Even the Republicans were teed off at that one,"Fr.Arquitt said.
He said the White House chose his church as a good place for the President to stop because it had a lot of open space,because
it's close to the airport(four miles), and because no tall buildings were around to make the people protecting the President nerv-
ous.
"Everybody knew it was a political thing,"too,the pastor said. "Who's kidding whom?"
Originally, the White House team was planning to go to the farm of one of his parishioners, according to Fr. Arquitt; but"I
guess they found out he was a registered Democrat,"
As it turned out, people from the parish helped park cars, serve the dinner, and clean up after the picnic. Fr. Arquitt said the
parish council asked for$200 for rental of the church grounds,but was told they'd get something"more generous"because of all
tine electricity that was needed to run things.
"We did got praise from the Secret Service,"Fr. Arquitt said, "Our, people worked hard with theme. They were nice people to
have around. By the time they left,we were on a first-name basis. Somebody said'I hate to see those guys go,' "
Just before the President came,Fr. Arquitt received a call from a religious book seller. "I said, `Lady, I'm on my way out the
door to welcome the President of the United States. You'll have to call back.' "Of course,she didn't believe him. "I know when
I've been put on,"she said, and hung up.
When the President arrived, three bus loads of reporters came with him. (Fifty phones had been set up for the press in the
American Legion Hall two blocks away.) The President stayed about an hour and a half,eating lunch and giving a speech. Then
he left to fly to Michigan,
"The place was swarming with people all week," Fr. Arquitt said. `But the minute the President left, bingo, they all disap-
peared,."

We were back to normal,thank God."
Allan Vanouray lives in.Fairfax on Linn Street, near the church. You can see the steeple through the trees. He didn't have a
ticket to get into the picnic, and tine deputies wouldn't tell him wbefher the President would be driving by his house. But he swept
his driveway anyway.
"It's a real honor to our town,"he said, "Don't matter who the man Is,"

Summer. We have 200 children signed up and reading every week for
Prizes. We also have been doing a different guessing game each week.
. How many 'bears' do you think we caught?
Come in and see what we are guessing this week. Try your luck.
We are now Checking Out our puzzles. If YOU have wooden Puzzles that
your children have outgrown, but there is use left in them, consider
donating them to the library.
We have the 2004-2005 Iowa High School and Iowa Teen Award
Books. Read them this summer and be all ready to vote for your
favorite in February or March. You can also come in and check out
previous Teen Award winning books, and all the books that were
nominated last year. Make your reading count. Help choose Iowa's
favorite books.
New titles are added weekly, so check Us out often. We are really
trying to keep current on those hot authors. If we don't have what
you are looking for, we will be glad to find it for you.
Fines have gone UP. They are now $0.10 a day, per book.
The fine for movies remains $1.00 per, clay per item.
Remember, we have an answering machine, so please feel free to
leave us a message requesting renewal of your books and movies.
Room rental also went up. It is now $25.00 to use our great Community
room with use of a full kitchen.
our DVD Collection is growing nicely. We have over 220 DVD'S for check
out. We have many of the newest and hottest titles. If you are looking
for something let us know, we always appreciate and try hard to get
them. We want to get the things our patrons are looking for.

REGULAR COUNCIL MEETING
JULY 13, 2004
Regular meeting of the Fairfax City Council was held Tuesday,July 13, 2004 at Fairfax City Hall at 7:00 P.M. Mayor Voss
presided, Council members present: Beer, Frieden, Scott, Glick, Wainwright. Others present: Dick Ransom,. Nancy
Flickinger,Dave Yanecek,Ron Dusil,Mike Sankot,Douglas Exhne,Vernon Cerveny,Cathy Bayne and various citizens.
The agenda was amended to correct Item#7 -Housing Rehabilitation Program—328 Siepman Dr.
Beer moved to approve the agenda as amended and the Clerk's Financial Statements, seconded by Glick. Roll call vote:
Ayes:Beer,Frieden, Scott, Glick,Wainwright. Nays:None. Motion carried.
Beer moved to approve and place on file the minutes of the regular council meeting dated June 8, 2004, and the minutes of the
special council meeting dated June 15, 200�4, seconded by Frieden. Roll call vote: Ayes: Beer, Frieden, Scott, Glick,
Wainwright, Nays:None.Motion canied,
The Sheriff's report was given and the Call for Service Log submitted.
Chief Sankot reported that he had been officially notified that the ISO rating was changed to a Class 5, He stated that this
should make a difference in,the homeowner's insurance rates for the citizens of Fairfax,Watford and surrounding areas.
Chief Sankot stated that he had been contacted about the possibility of purchasing property for a new fire station/city hall.
Sankot will find out the cost of the property and report back to Council. Councilor Beer stated that the idea of a new recreation
center/fire station/city hall was also discussed at the Visioning Committee Meeting.
Council discussed the purchase of Lot 93 located northwest of the water tower in Fairfax Heights Addition, It was decided
that the cost of the lot was more than what they wanted to pay.
Wainwright moved to reject the offer to purchase Lot 93 in Fairfax Heights Addition from Sevig Development, seconded by
Glick.Roll call vote: Ayes: Beer,Frieden, Scott,Glick,Wainwright. Nays: None. Motion carried.
The housing rehabilitation program regarding the property at 328 Siepman Dr, was discussed, Clerk was instructed to contact
legal counsel regarding this matter.
Ron Dusil reported on zoning issues. They will be taken up with Planning and Zoning.
Ron Dusil reported on bulk regulations on residential zoning. These issues will be taken up with Planning and Zoning.
Dick Ransom, Hall & Hall Engineers, reported that they are in the preliminary design stage for wastewater lagoon treatment
improvements. A representative from IDNR will host a Project Initiation Meeting at City Hall on July 28th at 10:00 AM to
discuss the project and give his recommendations on further steps to complete the project. The Clerk,was instructed to contact
Larry Burger, Speer Financial,to see if he could come to the August meeting to discuss financing of the project.
Dick Ransom recommended that a resolution be drafted and put on the August agenda for releasing the escrow for
maintenance in Fairfax Heights Addition from Gordon Sevig,
Councilor Scott discussed the ordinance pertaining to lawn mowing. It was the consensus of Council that the ordinance:needs
to be clarified and/or made more stringent.The Clerk was instructed to get sample ordinances to review at the next meeting.
Douglas ExIine reported on a sidewalk issue on his property.
Delinquent water bills were discussed. To comply with the City Code, Council agreed and stated that the Ordinance
pertaining to late payments needs to be enforced.
Frieden moved to make a down payment of$2,750.50 to Welter Storage Equipment Co for office furniture, seconded by
Glick. Roll call vote: Ayes: Beer, Frieden, Scott Glick,Wainwright, Nays: None. Motion carried.
Wainwright introduced the following Resolution and moved its adoption, seconded by Beer. Roll call vote: Ayes: Beer,
Frieden, Scott, Glick, Wainwright, Nays: None, Motion carried. Whereupon, the Mayor declared the following duty adopted:
Resolution No. 2004-17 entitled, "A RESOLUTION ESTABLISHING UNION PACIFIC RAILROAD (U*PRR) FUND
AND MONEY MARKET ACCOUNT". Passed and approved this 13th day of July 2004.
Reports: Cathy Bayne, Librarian, reported that there has been an increase of 80% usage of the library during May and June
and that the library was vandalized again during the July 4'h holld . Vernon Cerverry stated that there is going to be a display
at the Fairfax Public Library in September to cornmemorate the 27anniversary of President Reagan's visit to Fairfax. He also
reported on the Iowa's Living Roadways Trail meeting. Ran Dusil reported onmaintenance issues.
Douglas ExIine reported about traffic concerns, Inquiries were made about proposed speed bumps on Fairfax Rd. and Sunset
Dr. More investigation into this matter is being considered.
Mayor Bill Voss discussed the cost, physical time and copier time it takes to produce the monthly newsletter. Options may
include replacing our Copier with a faster copier or outsourcing the copying of the newsletter.
Council approved hiring Gary Stockton to help with lawn mowing,if needed,

There being no further.business,Wainwright moved adjournment at 9:00 PM, seconded by Frieden. All in favor.

The members of the Fairfax. Fire Dept. would like to congratulate firefighters Steve
Carriger and. Tony Niswander on the passing of their Firefighter 1 classification test. For
the past six months they have been going to school twice a week. Job well done Steve and
Tony.
On Sunday June 27, four members of the Fairfax Fire Dept, Honor Guard attended the
annual Fire Fighter's Memorial in CoralvilIe. K,en Barrell Sr.-Lynn Miller- Doug Exline
and Bill Barry represented the Linn. Co. Fire Fighters Assn. in the laying of the wreath.
The memorial is a beautiful tribute to all professional and volunteer firefighters through.
out the state that have passed away in the past year. These individual's service and
dedication to their communities will not be forgotten.
During the heat of the summer, please be aware of heat related emergencies, Heat
cramps, heat exhaustion and heat stroke can be a health problem in hot weather. Please
drink plenty of fluids and take time out for routine rests. When taking a break, try to do so
in a shaded area. It is very important to bring your body core temperature back down to a
normal range. When you start to feel parched, you are already starting to dehydrate. If you
start getting dizzy and weak, stop what you are doing and get out of the heat and go to a
cool area. If some of these symptoms continue, call 911 immediately. This could be a real
T medical emergency.
'r For the past several year's, Fairfax Fire Dept. Chief Mike Sankot has been working very
y hard to get the city of Fairfax's I.S.O. rating reduced. The I.S.O. rating determines how
much your home owners insurance will cost you, based on the rating of your local lire
" fo service and water availability. Some of the factors involved in lowering our rating were-
the new water tower and upgrading of water mains, three new fire trucks with high volume
p�' g
pumping capacity and tanking ability and several thousand feet of large diameter hose.
Drive Some other items plus all of extensive training that all firefighters have gone through are
with going to benefit everyone. The past I.S.O. rating was an 8. We have been officially notified
that rating is now at 5. Please contact your insurance carrier and tell there of the change.
Care This should result in a cheaper rate on your homeowners policy. If your insurance company
has any questions about verification,please have them call city hall. The next time you see
Chief Sankot, please thank hire for all his hard work and dedication to the citizens of
Fairfax and surrounding area. REMEMBER—we are volunteers here to help you.
NOTICE TO RESIDENTS
Mediacom is committed to providing the City with notice of pending changes in the cable
system serving your community. Mediacom will implement a rate increase of $'1.00 to
$10.87 on Broadcast Basic cable service in your community effective August 1, 2004,.
The price of Family Cable service will remain at the current level. Only those customers
who do not subscribe to Family Cable service will be affected by the new Broadcast Basic
rate.
We will also .add a channel and modify channel positions on August 1, 2004. Customers
will be notified with a message in the newspaper regarding the rate change and the follow-
ing changes in services:
