With the holidays upon us, please use some basic safety precautions when decorating for Christmas. For those of .......... you who buy real Christmas trees, please buy your tree fresh and keep it watered at all times. Do not place your tree-near heat ducts or fireplaces, Check all lights and extension cords for frayed wires or cracked outside coating. Do not cover cords with rugs to hide them. If your lights and_cords are in question, replace them. Cords and lights are cheap compared to replacing your home. Last but not least, do not overload your outlets. During the holiday season it is also very common for us to bum candles in our homes. The warm glow created by candles can be very beautiful and also very deadly. As candle sales skyrocket during the holiday season, so do fires in the home. Please keep candles away from combustibles. Use candleholders that will allow for wax overflow. DO NOT leave burning candles unattended. Never encourage your children to light candles. Many fires in the home are a direct result of children taking candles into their bedrooms and closets and lighting them. This is where tragedies begin. Please be aware of the consequences if you feel that you really have a need to bum a candle. For those of you use electric blankets, please check your cords for wear, Also shut off your electric blanket when you get out of bed. Do not rely on the automatic shut off. Manually shut it off. There has recently been several fires and a fatality attributed to electric blankets. Please be safe. With winter here, the road conditions are always constantly changing. LHighway 151 from Cedar Rapids through Fairfax and Walford are very high volume area's for traffic and accidents. Please slow down when road conditions are poor. There are many entrances and exits in the new housing additions. We consider this a high risk area. Please be a defensive driver. DFor those of you who have fire hydrants in front of your homes, please do not pile the snow around them. Actually we are asking for your, assistance to clean A the snow away from the hydrants. PLEASE HELP US so that,we as firefighters can respond to your needs in a more rapid manner. These precious minutes can ymake the difference between life and death. Mayor Voss presided, Council members present: Beer, Frieden, Scott, Glick, Wainwright. Absent: None. Deputy Schulte will pass on the information to the sheriffs department and proceed to issue tickets for stop sign disobedience to help alleviate the problem. Dick Ransom,Hall&Hall Engineers,Inc. discussed the Cedar Rapids Metro Area Engineering Design Standard Manual.This will bring rm waster management into the community,Ransom will draft a resolution, to consider adoption of this manual at the January 11,2005 ancil meeting, Dick Ransom updated council on the facility plan for the sanitary sewer system. This report details using the current lagoon locations, taking out cell#3,and constructing a treatment facility in that area. Fairfax is one of 12 communities of 10,000 population or less to receive an Iowa Living Roadway Community Visioning grant, which provides communities with resources to develop a vision on transportation-related landscaping enhancements. The committee has held several meetings, The council requests a picture of a "Fairfax"sign and the cost in order to consider a purchase. The plan is to do site planning andp reparation in the spring of 2005 and digging holes for trees in the fall. Councilor Scott requested that an amendment to Chapter 65, Stop or Yield Required of the Code of Ordinances,be placed on the agenda for the January 1.1, 2005 meeting. Fees for special meetings, rezoning, annexations, and variances were discussed. Cost of postage, publication fees, staff time, and other related fees will be researched and discussed at the January 11,2005 meeting. ..,-..,'—_', Councilor Wainwright adjourned meeting at 9:.00 p.m. The City Clerk's six-month review resulted in a raise to be determined on the records,being retroactive to the six-month hiring date. Beer moved to approve the Claims List dated December 14, 2004, seconded by Frieden. Roll call vote: Ayes: Beer, Frieden, Scott, Glick. Absent: Wainwright. Nays: None. Motion carried. Beer reported that a special fund has been established for the Fairfax Visioning committee to pay the engineer for services rendered, Reports: Vernon Cerveny reported that the school bus stop will be changed from in front of the library to the corner by the elevator to alleviate further vandalism at the library. Dave Yanecek,fire department, reported that they had several calls for the fire department the past couple weeks. Ron Dusil,maintenance,recommended we hire Doug.Smith for part-time help with snow removal. Council approved this decision. Ron also said the mulch was removed from around the library and replaced with rocks to ward off termite damage. The box on the used truck we purchased was sandblasted. Open discussion: Beth Brady explained damage to her car due to the speed humps on Church St. and Fairfax Rd, Harold McCormick expressed concern about transporting grain over these roads. Deanna Heintz asked if the lawyer had contacted the mayor about a deposition for the lawsuit. The mayor reported that he had not been contacted. Amber Burnell commented on the delinquent penalties on her water bill. The mayor recommended appointing Joe Kell, Jr,to the Planning and Zoning Commission. Tom Hill volunteered to be a member of the Board of Adjustment committee,with Mayor Voss approving. Scott moved to appoint Joe Kell, Jr. to the Planning and Zoning Commission and Torn Hill to the Board of Adjustment committee, seconded by Glick. Roll call vote: Ayes: Beer,Frieden,Scott, Glick.Nays: None. Absent: Wainwright. Motion carried. Mayor Voss will contact a representative from-Hills Bank.and Fanners Savings Bank tri present bids to the Council at a work session.
