in order to get power restored to everyone as quickly as possible.
The City would also like to thank The Legion Hall for opening its
doors with lodging, water, and food for those in need. Although the
'ITYITAI�L city had no control of the duration of the power outage, all re-
sources were pulled to help make the wait a little more bearable.

Congratulations to firefighter Dave Yanecek on being elected president of the Linn Corole untyin
Firefighters Association for the year 2007. Dave has always played a major
representing the fire dept. at monthly meetings. Dave is following in his father's the footsteps,
retired Fire Chief Charley Yanecek, who was also a past president of county
association.

The regular meeting of the Fairfax City Council was held Tuesday, February 13, 2007 at Fairfax City Hall at 7:00 PM. Mayor
Voss presided. Council members present: Beer, Frieden, Scott, Magers, Absent: Wainwright. Others present: Dave Yanecek,
Nancy Flickinger(by phone), Debi Warner. website bid proposal; 11. Discussion on FY
The agenda was amended to defer action on the following items: 4. Review
2007-08 Annual Budget, :12. Consider Resolution setting Public Hearing for FY 2007-08 Annual Budget.
Frieden moved to approve the agenda as amended and the Clerk's Financial Statements, seconded by Scott. Roll call vote:
Ayes: Beer,Frieden, Scott, Magers. Nays: None. Absent: Wainwright, Motion carried.
Beer moved to approve and place on file the minutes of the regular meeting dated January 9, 2007 and the minutes of the
special meeting dated January 23, 2007, seconded by Frieden. Roll call vote: Ayes, Beer, Frieden, Scott, Magers. Nays:
None, Absent: Wainwright. Motion carried.
The Sheriff's report was given by Deputy Jlrn Uher and the Call for Service Log was submitted and discussed.
Magers introduced the following Resolution and moved its adoption, seconded by Frieden. Roll call vote: Ayes: Beer,
Frieden,Scott, Magers. Nays: None. Absent: Wainwright. Motion carried. Whereupon the Mayor declared the following duly
adopted-- Resolution No. 2007-10 entitled, "A RESOLUTION TO ISSUE PARTIAL PAYMENT#7 TO KLEIMAN CONSTRUCTION,
INC. FOR THE CONSTRUCTION OF THE NEW MECHANICAL WASTEWATER TREATMENT FACILITY, 2006 WASTEWATER

Due to the lack of information from Linn County,there was no discussion on the Metro Area Hazard Mitigation plan.

Other items of discussion: Councilor Magers reported that the fire rescue truck is painted and is ready to have the side
panel doors put back on and the equipment loaded on the truck, Cathy Bayne reported that the library has been awarded a
grant to survey residents about the need for "Putting the Library on the Web" P.L,O.W. Dave Yanecek reported that Dick
Draisey has requested permission to trap turtles in the lagoon. Before making a decision, Council directed Yanecek to follow
up with IDNR on safety issues. the idea of having,an open house at the Guaranty Bank and the
Councilor Beer, Parks, reported that they'were considering park. She stated that the next Parks Committee meeting will be on
possibility of having a contest at that time to name the new pa

Concerned citizen discussed late water payment fees. Council discussed why the fees are in place how the late charges are
applied.
There being no further business before the Council, Mayor Voss adjourned the meeting at 7:45 PIA.

Council denied Dick Draisey's request to trap turtles in the lagoon..
A discussion was held on participating in the Metro Area Hazard Mitigation plan. Council felt that more
information was needed before making a decision and would like Brad Larson, Linn County
representative, to attend the March meeting. Yanecek will also investigate this matter further and report
back to council at the next regularly,scheduled meeting.
Council discussed the proposed annual budget for fiscal year 2007-08.

The community room is over 1400 sq, ft. and can hold 95 people with room for another 49,oil our bal-
cony. It is accessible through stairs or an elevator and,has bathrooms on both floors. it is fully furnished,
has audio equipment, a projector and a fall service kitchen.
What hind of events can be hosted there?
The community room would be great for showers, anniversary parties,,birthday parties, graduation open
houses, fundraisers, meetings, or a family reunion.
What can the people of Fairfax expect from Guaranty Bank?
A bank that desires to be an active part of the community. Whether it be banking prod-acts, a community room
or volunteerism-we want to be more than just another bank we a want to be a part of the community.
