TUESDAY,JULY 8,2008
The regular meeting of the Fairfax City Council was held on Tuesday,July 8, 2008, at 7:00 PM at Fairfax City Hall. Mayor Voss presided. Council members
present: Beer, Frieden, Magers, Rabe, Wainwright.Absent: None, Others present:Jay Hopkins, Eloise Timmerman, Fire Chief Sankot, Ron Dusil, Nancy Flick-
inger, Dave Yanecek,Dan Zamastil.
Frieden moved to approve the agenda and the Clerk's financial reports, seconded by Wainwright, Roil call vote; Ayes: Beer, Frieden, Magers, Rabe,'Waln-
wright.Nays°None.Motion carried.
Beer moved to approve and place on file the minutes of the regular Council meeting dated June 10„ 2008, seconded by Rabe, Roll call vote; Ayes. Beer,
Frieden,Magers,Rabe,Wainwright Nays:None.Motion carried.
Beer moved to accept and place on Ole the minutes of the Board of Adjustment meeting dated July 11,2008,seconded by Frieden. Roll call vote:Ayes: Beer,
Frieden,Magers,Rabe,Wainwright.Nays:None.Motion carried,
The Sheriffs report was given by Deputy Ornar.
Fire Chlef Sankot reported on Fire Department activities,Agenda item#11,discuss City Hall landscaping Invoice,was included with the fire report.
Magers moved to approve the quote from Fairfax Greenhouse to plant and maintain twelve feet on cacti side of City Hall door, seconded by Rabe.Roll call
vote:Ayes:(Beer,Frieden,Magers,Rabe.Nays;Wainwright.Motion carried,
The Maintenance department report was given by Ron Ousil.A plan for an emergency access road to the sewer plant will be discussed at the next meeting.
JoAnn Beer gave the Parks department report and discussed the delay of the tree planting in the new park.Due to the weather,Council agreed that,the trees
in the new park should be planted in the fall,but the walking trail can be put in now.
JoAnn Been'gave the Visioning committee report and discussed planting for the south entry sign.
Discussion was held on the bids for networking city computers,Due to budget constraints,Council decided to reject all bids and consider this at another time
in the future,
Wainwright moved to approve Casey's Beer Permit,seconded by Magers. Rall call vote:Ayes: Beer,Frieden,Magers,Rabe,Wainwright.Nays: None. Motion
carried,
Wainwright moved to approve purchase of a ditch bucket for the tractor for$2586, seconded by Rabe. Roll call vote: Ayes: Beer, Frieden, Magers, Rabe,
Wainwright.,Nays:None.Motion carried,
Jay Hopkins led a discussion on drainage issues along Church Street and Highway 15 i, The City engineer will be directed to look at the problem and offer
possible solutions,
Discussion was held on the Sue Kramer landscape design invoice,The tree ordinance will need to be reviewed at the next meeting.
Frieden moved to approve payment of$760 by the City for the landscape design invoice, seconded by Magers. Roll call vote;Ayes: Frieden, Magers„Wain-
wright.Nays.None.Abstain:Beer,Rabe.Motion carried,
Discussioin was held on employee evaluations.
Magers moved to award a 3.59 wage increase, effective,July I,2008, to the six City employees evaluated, seconded by Rabe. Roll call vote: Ayes:Frieden,
Magers,Rabe,Wainwright.Nays:Beer.Motion carried,
Magers Introduced the following Resolution and moved its adoption,seconded by Wainwright.Roll call vote:Ayes:Beer,Frieden,Magers,Rabe,Wainwright.
Nays: None. Motion carried,Whereupon the Mayor declared the following duly adopted: Resolution 2008-42 entitled, "RESOLUTION APPROVING
WAGE INCREASES AFTER EVALUATION FOR CITY EMPLOYEES,"Passed and approved this 8'day of July,2008,
Beer moved to approve the claims list dated July 8,2008, seconded by Frieden, Roll call vote: Ayes. Beer, Frieden, Magers, Rabe,Wainwright, Nays: None.
Motion carried.
Other items of discussion: Eloise Timmerman voiced her concerns about planting trees along Highland Court.She also discussed the retention basun behind
her area.Maintenance was directed to ensure that everyone in the area is compliant with erosion control rules,
Nancy Flickinger discussed moving money from a 21'-day CD to a longer term Investment at a higher rate.
There being no further business before the Council',Mayor Voss adjourned at 8;52 PM.

For all of you summer time barbecue enthusiasts, a mid year check of your gas grill is now. Check the hose
from the tank to the burners for cracks and wear. Clean the grates, brickets or flavor bars for residue build
up. This helps to prevent flare ups and possible grill fires. Always keep the grill away from buildings and over-
hangs when in use. Many cities have ordinances restricting the use of grills on apartment balconies. (Never
leave the grill unattended when in use,
This article about propane tanks from the Law Enforcement Network was recently printed in the Iowa Fire-
fighter Newspaper.
For those of you who exchange your propane tanks, this is something you definitely need to be aware of, es-
pecially in light of the recent news of meth labs in our area.
Meth cooks are getting propane tanks from exchanges at businesses in the surrounding areas and emptying
them of the propane. Then, they are filling them with anhydrous ammonia, which they now have a recipe for
by the way. After they are finished with them, they return them to the store. They are then refilled with pro-
pane and sent back to you and me to buy.
Anhydrous ammonia is very corrosive and weakens the structure of the tank. It can be very dangerous when
minced with propane and hooked up to our grills. You should Inspect the propane tank for any greenish or
blue residue around the valve areas, If it is present, refuse to purchase the tank.

Sunday, October 12, 2008 marks the eighteenth annual "ESPECIALLY FOR YOU" Women's Race Against
Breast Cancer, an event inspired by Sandy Knight, who lost her own flight against breast cancer in July of
199 1. 'Sandy is the daughter of Bill and Ellie Beaty and grew up in Fairfax.
This year's race includes a 5K Run, a 5K Walk and a I-Mile Family Walk. All proceeds are used to pro-
vide breast care services for women who lack health insurance or financial resources. Utilization of the
"ESPECIALLY FOR YOU" fund has increased consistently since 1991 with 4,200 women having been
helped with more than 8,400 procedures.
In 2007, more than 10,000 people from 376 cities and 26 states registered to participate in this event. It
raised more than $248,000.00.
Fairfax.State Savings Bank invites you to participate as a member of our team. Here is your chance to
plan ahead! Ask a friend, a relative or a co-worker to be a part of our"FAIRFAX" team. Fairfax State
Savings Bank will continue to pay one-half of the $20 registration fee, Our team goal for 2008 is 800
members.
Our registration sign-up program begins Monday August 18, 2008, through Friday, September 12, 2008.
All participants will receive a long-sleeved T-shirt, breast cancer awareness information and General Mills
products.

The band concerts were held at the intersection of Main and Vanderbilt Streets.A tem-
porary platform was erected around the large base of the flag pole which stood there.
Rural residents joined the town folk: to listen to the music and wile away the evening in
conversation. It was a simpler time.,. it was a good time.

ing is illegal according to the Code of Ordinances of the City of Fairfax, Chapter 105: Solid Waste Control.
105.08 OPEN DUMPING PROHIBITED. No person shall dump or deposit or permit the dumping
or depositing of any solid waste on the surface of the ground or into a body or stream of water at any
place other than a sanitary disposal project approved by the Director, unless a special permit to dump or
deposit solid waste on land owned or leased by such person has been obtained from the Director. How-
ever, this section does not prohibit the use of dirt, stone, bricle, or similar inorganic material for fill, land-
scaping, excavation, or grading at places other than a sanitary disposal project.
