FAIRFAX CITY COUNCIL REGULAR MEETING TUESDAY,NOVEMBER 1 1,'2008 1 The regular meeting of the Fairfax.City Council was held on Tuesday, November 11, 2008, at 7:00 PM at Fairfax City Hall, Mayor Voss presided. Council members present,Beer,Frieden,Magers, Rabe,Wainwright,Absent:None.Others present:Larry Burger,Maggie Burger,Scott Drzycimski,Harold McCormick, Dick Ransom,Shane Wicks,Cathy Bayne,Nancy Flickinger„Dave Yanecek,Dan Zamastil. Rabe moved to approve the agenda and the Clerk's financial statements, seconded by Beer. Roll call vote: Ayes: Beer, Frieden, Magers, Raba,Waiinwright, Nays;None.Motion carried. Frieden moved to approve and place on file the minutes of the regular Council meeting dated October 14,2008,and the special Council meeting dated Octo- ber 27,2008,seconded by Beer.Roll call vote:Ayes:Beer,Frieden,Magers,Rabe,Wainwright,Nays:None.Motion carried. The Sheriff's report was given by Deputies Igll and Payne and the Call for Service Log was submittedand discussed. Dan Zamastil reported that the Fairfax Fire Department assisted with a structure fire in Palo a few nights ago. The Maintenance Department has been preparing for the winter season,has flushed the hydrants,and will get more sand to have on hand. Jo Ann Beer reported that the Parks Department is still waiting on the walling trail in the new park,but that all the trees have been planted, The Visioning committee reported that plantings were done by a few members at the south entryway sign. Magers introduced the following Resolution and moved its adoption, seconded by Frieden. Roll call vote: Ayes: Beer, Frieden, Magers, Rabe, Wainwright. Larry and Maggie Burger,Speer Financial,led a discussion on the TIF report and City finances.They will attend a meeting with the CIP committee on Decem- ber 8,2008,at 6:00 PM. Discussion was held on the purchase of a new welder. Frieden moved to approve the claims list,seconded by Beer.Roll call vote:Ayes:Beer,Frieden,Magers„Rabe,Wainwright,Nays:None.Motion carried. Financial Administrator Flickinger discussed using a debt service levy to pay for future debt. City Clerk IKindl led a discussion on the iCash 28E program. There being no further business before the Council,Mayor Voss adjourned the meeting at 8:35 PM, MAYOR,:Bill Vass ATTEST:Vickie Kindl,City Clerk Disclaimer:The foregoing minutes are not official until approved by Council, CITY OF FAIRFAX SPECIAL COUNCIL MEETING OCTOBER 27,2008 A special meeting of the Fairfax City Council was held Monday, October 27, 2008,at Fairfax City Hall at 6:00 PM, Mayor Voss presided, Council members presents Frieden,Magers,Rabe,Wainwright.Absent:Beer,Others present;Dick Ransom,Shane Wicks,Kenneth Arp,Regis Arp,Tom Arp, Wainwright moved to approve the agenda,seconded by Magers.Roll call vote:Ayes:Frieden,Magers,Rabe,Wainwright,Nays:None.Motion carriedi. Discussion was held on the drainage issue along E Cemetery Road and the use of Arp property to remedy the situation.The Fairfax City Council is committed to fixing the drainage problem,and would like to do the project on the cast end of the Arp property and see what effect that will have.Council Is not willing to commit to doing the project on the west end of the property without knowing for sure how much of the problem will be remedied by the project on the east end.Council agrees that if the cast project does not wholly remedy the drainage Issue,they will do the west project as well.Kenneth,Regis,and Tom Arp will discuss this further among themselves and come back to Council at a later date with their decision. It's also time to not overlook fire prevention.If you plan on using a deep fat fryer to prepare your turkey for the holiday meal,. Please follow all of the instructions on the owner's manual. Every year someone tries to deep fat fry a turkey In an enclosed structure and there is a fire as a result of the hot grease over flowing from the kettle onto the burner. Please do your cooking outside away from any structures and by all means make sure the turkey is completely thawed. With the cost of home heating still on the rise, many have gone to portable space heaters. If you use either an electric or kerosene heater, please keep your heater away from anything that may become a combustible. NEVER leave your home and let your portable heater In operational use. Not even on low heat.This may also apply to electric blankets.Always shut your electric blanket off when getting up for the day. Even though many have an automatic shut off in case the controller may fail,don't lot It be the safeguard between you losing your home. Every year we get on our soap box about the use of candles in the home, especially during the holiday season. Every year across the nation,fire departments write similar types of articles in their local newspapers with hopes of reducing the number of holiday fires and fatalities, IF you feel there is a need to burn candles,please make sure an overflow tray is under the candle and the candle Is kept safely away from all com- bustibles. NEVER leave your candles unattended. NEVER let your child light a candle even under your supervision. The next thing that usually happens is the child goes into the bedroom or closet and experiments.These tragedies are read about every year and we ask our self why. Follow the normal safety rules when using a real Christmas tree.Keep the tree watered at all times, Keep away from your fireplace and heatingvents.Make sure to use only UL approved lights.Check for any worn or cracked cords and don't cover cords over with rugs.We can respond to the house fire and put the fire out.We can give medical attention to anyone hurt as a result of the fire. But we can not rebuild your home.We can not stop the pain of burns received in the fire.We can not replace any loss of life. By following the basic fire prevention rules,you and your family have a better chance of celebrating that joyful time of the year. Fairfax Firefighter Bill Barry will be"passing the torch"onto a new, up and coming,younger generation of volunteer firefighters this December 2008,after 15 years of dedicated service. Bill leave the service as the 4' highest ranking officer on the Department. Bill was one of the Department's CPR instructors and was a member of the Fairfax Fire Department Honor Guard. Recently Bill organized and upgraded the USA Days Fireworks display. Bill created a team of certified pyrotechniicians from within the Department who could carry on the old Fairfax tradition both legally and safely. Bill also started up an"Emergency Medical Stand-by Team"for Prairie High School home football games and was the humble ghost writer for the Fairfax Fire and Rescue reports in the Fairfax Pods and Voice of Wolford. Bill was an EMT,was part of the Medical Response Team,and he served on several committees and boards. Bill and his wifd, Mary Ellen,will surely be missed.Mary Ellen was a big supporter of the Fire Department with her cooking,scheduling of events,and ordering supplies,just to name a few. Thank you Bill and Mary Ellen for all your service from all of us in Fairfax,Walford,and the surrounding areas. I looked all about,a strange sight I did see, No tinsel,no presents,not even a tree. No stocking)by mantle,just boots filled with sand, On the wall hung pictures of far distant lands. With medals and badges,awards of all kinds, .x A sober thought came through my mind. For this house was different,it was dark and dreary, found the home of a soldier,once I could see clearly, The so'ldi'er lay sleeping,silent,alone, 's Curled up on the floor in this one bedroom home. The face was so gentle,the room in such disorder, Not how I pictured a United States soldier, Was this Me hero of whom I'd just read? Curled up on a poncho,the floor for a bed? I realized the families that I saw this night, q Owed their lives to these soldiers who were willing to fight.. Soon round the world,the children would play, And grownups would celebrate a bright Christmas day. They all enjoyed freedom each month of the year, Because of the soldiers,like the one lying here. I couldn't help wonder how many lay alone, On a cold Christmas Eve in a land far from home. They very thought brought a tear to my eye, dropped to my knees and started to cry. The soldier awakened and I heard a rough voice, "Santa,don't cry,this life is my choice; I fight for freedom,I don't ask for more, My life is my God,my Country,my Corps." 3 The soldier rolled over and drifted to sleep, I couldn't control it,I continued to weep, I kept watch for hours,so silent and still s And we both shivered from the cold night's chill, 1 didn't want to leave on that cold,dark night, This guardian of honor so willing to fight. Then the soldier roiled over,with a voice soft and pure, Whispered,"Carry on Santa,It's Christmas day,all is secure." One look at my watch,and I knew he was right. The trees have now been planted, with a park walking trail still) planned for this year. After taking a break in December, both committees resume their normal meeting schedule in January, The Parks Committee meets at 7 pm the Brd Thursday of the month, and the Visioning Committee meets at 7 pm the 4th Tuesday.
