Mayor Voss presided. Council members present: Magers, Rabe, Wainwright., Absent: Beer. Frieden arrived at 6:25 PM. Others present: Pat Slater, Nancy Flickinger. Magers moved to approve the agenda, seconded by Rabe. Roll call vote: Ayes: Magers, Rabe, Wainwright. Nays: None. Motion carried. Mayor Voss announced that this was the time and place for a public hearing on the matter of the proposed aimend- ment to the Fiscal Year 2007-2008 Annual Budget. Notice of this hearing was published in The Gazette on May 17, 2008. There being no further comments or objections, Mayor Voss closed the public hearing at 6:04 PM. Magers introduced the following Resolution and moved its adoption, seconded by Wainwright. Roll call vote: Ayes: Magers, Rabe, Wainwright. Nays: None. Motion carried, Whereupon the Mayor declared the following duly adopted: Resolution 2008-35 entitled, "RESOLUTION AMENDING THE CURRENT BUDGET FOR FISCAL YEAR ENDING JUNE 30, 2008." Passed and approved this 281"day of May, 2008. Magers introduced the following Resolution and moved its adoption, seconded by Wainwright. Roll call vote: Ayes: Magers, Rabe, Wainwright. Nays: None. Motion carried. Whereupon the Mayor declared the following duly adopted: Resolution 2008-36 entitled, "RESOLUTION TO LEASE REAL ESTATE FROM ST. PATRIICK'S CHURCH FOR PURPOSES OF PLAYGROUND AND RECREATIONAL USE." Passed and approved this 28' day of May, 2008. Magers introduced the following Resolution and moved its adoption, seconded by Rabe. Roll call vote: Magers, Rabe, Wainwright. Nays: None. Motion carried. Whereupon the Mayor declared the following duly adopted': Resolu- tion 2008-37 entitled, "A RESOLUTION AUTHORIZING THE TRANSFER OF GENERAL FUND MONEY TO GENERAL MAINTENANCE FUND & THE NATURE' TRAIL PROJECT FUND." Passed and approved this 28`"day of May, 2008. Patrick Slater led a discussion on 2008 USA Days. Wainwright moved to approve $1,750.00 to Fairfax State Savings Bank for the 2008 USA Days celebration, seconded by Magers. Roll call vote: Ayes: Magers, Rabe,Wainwright. Nays: None. Motion carried. Wainwright moved to approve Casey's Cigarette Permit, seconded by Magers. Roll call vote: Ayes: Magers, Rabe, Wainwright. Nays: None. Motion carried. Frieden arrived at 6:25 PM. Discussion was held on Stan Moore's V floor building permit. No action was taken. Discussion was held on Stan Moore's garage addition building permit. No action was taken. Discussion was held on sewer rates. Staff and Council will review the rates again at a later date. Other items of discussion — Discussion was held on the North entry area:. CI"T"Y OF FAIRFAX REGULAR COUNCIL MEETING JUNE 10, 2008 The regular meeting of the Fairfax City Council was held on Tuesday,June 10, 2008, at 7:00 PM at Fairfax City Hall. Mayor Voss presided. Council members present: Beer, Frieden, Magers, Rabe,Wainwright. Absent: None. Others pre- sent: Bud Burger, Barb Connor, Leon Evans,Joyce Freese & Lon McDonald, Devin Halder,Jay Hopkins, Kathy Krouse, Rick Rosendahl, Shane Wicks, Cathy Bayne, Ron Dusil, Nancy Flickinger, Dave Yanecek. The agenda was amended to reflect the following: Remove item 20—Discuss employee evaluations Remove item 21 —Consider Resolution to set employee wages Beer moved to approve the agenda, as amended, and the Clerk's financial reports, seconded by Wainwright. Roll call vote: Ayes: Beer, Frieden, Magers, Rabe, Wainwright, Nays: None. Motion carried. The Sheriffs report was given by Deputy(Brady and the Call for Service Log was submitted and discussed. Magers moved to approve and place on file the minutes of the regular Council meeting dated May 13, 2008, and the special Council meeting dated May 28, 200'8, seconded by Frieden. Roll call vote: Ayes: Beer, Frieden, Magers, Rabe, Wainwright, Nays: None. Motion carried'. The Fire Department report was given by Dave Yanecek. They've been getting a lot of calls for storms. The Maintenance report was given by Ron Dusil. There is a lot of water in dlitches, etc, but so far there have been no issues with sewer failure or backup. The Parks report was given by JoAnn Beer. They were unable to hold the tree planting event and are still waiting for the weather to grant an opportunity to do the planting. The first movie in the park will be "The Final Season" during USA Days, The Visioning report was given by JoAnn Beer. Everything is settled to continue work on the North entryway pro- ject. Discussion was held on the water issues on Southview Road. The City has bags and sand if the water becomes a problem again in the future. The City is waiting for dry weather to clean out both sides of the ditches. Mayor Voss will be contacting CRANDIC regarding the natural waterway that has been plugged along the tracks. Discussion was held on the culvert on Southview Road, Due to continued problems, the City had to replace the cul- vert on Southview Road. This should alleviate much of the problem of water in'yards and on the road. Discussion was held on planting trees on Highland Court. This will be discussed further in July. Discussion was held on Wain installing a private sewer. City Engineer is working closely with Wain on this project. Discussion was held on computer networking. Council accepted the prepared RFQ with a couple minor changes. Bids will be accepted during the month of June. Discussion was held on bathrooms at park.This will be discussed further in the future. Magers moved to deny Stan Moore's 2'floor addition and garage addition building permits until recommendations of City Engineer are met, seconded by Beer. !Roll call vote: Ayes: Beer, Frieden, Magers, Rabe, Wainwright. Nays: (None. Motion carried. Magers moved to deny Stark Enterprises site plan until recommendations of City Engineer are met, seconded by Beer. Roll call vote: Ayes: Beer, Frieden, Magers, Rabe, Wainwright. Nays: None. Motion carried. Rabe moved to deny Stark Enterprises building permit until recommendations of City Engineer are met, seconded by Frieden. Roll call vote: Ayes: Beer, Frieden„ (Magers, Rabe, Wainwright. Nays: None. Motion carried. As no bids were received for the pickup truck and dump box, they will continue to be accepted until next month. Wainwright moved to accept the bid for a 3-year audit contract with Dietz, Donald, & Co,, seconded by Frieden. Roll call vote- Ayes: Beer, Frieden, Magers, Rabe, Wainwright, Nays: None, Motion carried. Motion carried, Whereupon the Mayor declared the following duly adoptedl: Resolution 2008-38 entitled, "FIREWORKS PERMIT RESOLUTION." Passed and approved this 10" day of June,2008. Whereupon the Mayor declared the following duly adopted- Resolution 2008-39 entitled, "FIREWORKS PERMIT RESOLUTION." Passed and approved this 10"day of June, 2008. Rabe introduced the following Resolution and moved its adoption, seconded by Magers. Roll call vote: Ayes. Beer, Frieden, Magers, Rabe, Wainwright. Nays: None. Motion carried, Whereupon the Mayor declared the following duly adopted: Resolution 2008.40 entitled, "RESOLUTION AUTHORIZING THE TRANSFER OF FUNDS FOR THE LIBRARY AND FIRE DEPARTMENT 2007-2008 FISCAL YEAR END BALANCES." Whereupon the Mayor declared the following duly adopted., Resolution 2008-41 entitled, "A RESOLUTION TO ISSUE PARTIAL PAYMENT #9 TO RICK- LEFS EXCAVATING, LTD FOR THE 2006 SANITARY SEWER SYSTEM IMPROVEMENTS." Passed and approved this 10" day of June, 2008, Cathy Bayne gave the Library report. They have some water issues that need resolved, Magers moved to approve the claims list dated June 10, 2008, seconded by Wainwright. Roll call vote: Aye% Beer, Frieden, Magers, Rabe, Wainwright. Nays: None. Motion carried. Other items of discussion: Jay Hopkins voiced concern over water flooding his property along Highway 151. Bud Burger discussed water problems along the Union Pacific rail line, Kathy Krouse discussed repairs needed on Church Street and Fairfax Road and voiced concern over 4-wheelers being used illegally on City Streets, There being no further business before the Council, Mayor Voss adjourned at 8:02 PM. The residents of Fairfax & Walford and surrounding area all pitched in to support each other A special thanks to fire fighters Brad Meyers, Dan Zamastil, Matt Crispin, Chris Jordon, Doug Exline, Derrick Sexton, Marc Magers, Brian Stallman, Lynn Miller who helped inspect and secure houses in Palo, and Don Gillen who helped with boat rescues in Cedar Rapids. The U.S.A. DAYS has been postponed until August 30. The fire department will still be shooting fire- works that evening. We already know that Cedar Rapids will also be shooting the same night. We promise to put on a first class show for all of you who choose to attend. Each year we try to expand) and improve the fireworks display. Thank you for your understanding and patience. Did you know they main- tain offices in Belle Plaine and Vinton? Did you know these offices are run by Pat and Bert who are clecil- cated to their jobs?Just what is the Benton County Volunteer Program (BCVP)? This program pairs up volunteers with Ipeople in need of assistance—a ride to the doctor, help with yard work, someone to help them go shopping, etc. These coordinators work hard to match the volunteers with the people in need. Do you know of someone in need of help in these areas or others? If so, please call Pat in Belle Plaine at 319-434-6708 or Bert in Vinton at 319-472-2830. Would you like to volunteer of do you currently volun- teer at your school, church, or elsewhere? If you register with the BCVP the hours you serve help the program when applying for grants and contributions, The volunteers or those in need are not only in Belle Plaine or Vinton, they come from every corner of Benton County. So where you live in the county, it does not matter. Right now the BCVP needs your help. Operating expenses have increased and our funding through grants and donations have decreased. Without your help, this program that is very important to many people lin Benton County, volunteers and recipients alike, may no longer be able to function.
