College Scholarship Program. The aim of this annual program is to help further higher education
CouncilRegular opportunities among high school students, South Slope and Swisher Telephone strongly support
April 14,2009 at 7:00 PM the youth of our community and are eager to support yet another valuable program.
Fairfax City Hall The program will award up to five $1,000 cash scholarships to youth across the State of Iowa.
Applicants must be a resident of Iowa or attend and graduate fi•oni an Iowa High School. They

The Fairfax Historical Society is pleased to announce that .several old photographs have
been placed on,permanent display in the Community Room of the Fairfax Public Library.
An, anonymous donor has donated a ceramic rolling pin (a rare antique) to the collection
of Fairfax memorabilia. Don Vorec of Cedar Rapids has donated two plates front'V"orel's
Store (from his sister Georgina Voree Havelina), Guaranty Bank will be having several
old photographs displayed in their Community Room. St. Patrick's Auditorium now has a
group of photos of buildings on Church Street.

closet? In the spring of 2001,1 "Recollections of The Past" made its debut in the "Fairfax
Facts" and old stories relating to the early days of Fairfax have been featured and

We'd like to start this month's article out with a few announcements.
The Fairfax Fire Dept would like to thank the Walford Citgo & the Freese family for
donating the pizzas for our last month's meeting- they were great! We would also
like to welcome our next little firefighter into the world, Peyton Bruce Meyers, son of
Brad & Jamie, bom on March 5'�
With spring in the air & our neighbors getting out & cleaning their yards, it is
important to go over the burning rides/regulations in our community. There is no
burning allowed outside of a bung barrel or an approved fire ring. When burning in a
burn barrel, remember the: only thing you are allowed to burn is yard waste - no
burning of paper, cardboard, or any other garbage. Your burn barrel needs a screen
over it, with I inch squares cut in it and the fire must be extinguished by dark. When
burning in a fire ring, the ring is allowed to be 3 feet in diameter or less. It also must
be made of either steel or brick. You can only burn wood in your fire ring - no yard
waste, garbage, etc. This like any other fire, must be tended to at all times, or put out
if no one is there to tend to the fire. Lastly, please be courteous of your neighbors. If
you see the wind is blowing strongly in the directions of our neighbor's house, please
wait till a better time to burn. We appreciate your cooperation in this matter &: we
hope everyone has a safe spring.

What happens when 911 is dialed?
When 911 is dialed, the call goes to the sheriffs department & they page out the
necessary departments to take care of the incident. In most cases, Fairfax Fire
Rescue, Sheriff Fescue, & .Area .Ambulance are paged out. If you are not sure what
to do where,an accident occurs, always dial 911. i
Why are there people at the fire stations every Sunday morning?
The Fairfax Fire Department has 4 different groups that alternate, what we call "Duty
Day". Duty Day occurs every Sunday, and consists of the designated group checking
all pumps, medical equipment, trucks, and anything we may use on a call to be sure
they are well-maintained& operating effectively.

CITY OF FAIRFAX
REGULAR COUNCIL MEETING
MARCH 10,2009
The regular meeting of the Fairfax City Council was held. Tuesday, March 10, 2009, at
Fairfax City Hall at 7:00 PM. Mayor Voss presided. Council members present: Beer,
Frieden, Magers. Absent: Wainwright, Rabe, Wainwright arrived at 7:25 PM. Due to
the absence of the City Clerk, Nancy Flickinger recorded the minutes. Others present:
Ron Dusil, Dave Yanecek, Jeff Ammeter, Dick Ransom, Randy Scholer, Cathy Bayne.,
Mike Sankot, Government Students, Rob Barry and ;lotina Smith.
Frieder moved to approve the agenda and the Clerk's financial reports, seconded by
Beer. Roll call vote: Ayes: Beer,Frieden, Magers, Nays: None. Motion carried.
Frieden moved to approve and place on file the minutes of the regular council meeting
dated February 10, 2009, and the minutes of the special meetings held on February 17,
2009 and February 24, 2009, seconded by Beer. Roll call vote: Ayes: Beer, Frieden,
Magers. Nays: None. Motion carried.
The Sheriffs report was given by Deputy Brady and the Call for Service log was
submitted and discussed.
Reports and other items of discussion: Maintenance - reported that Prairie Road
Builders, Inc. was going to take care of fixing the problems on Church St and that the
ammonia is still high, and the gates are .not working properly at the sewage treatment
plant, Rarasorn will look into this matter. Fire 'Department — Chief Sankot asked the
Council to consider allocating some of the LOST revenue to the Fire Department to aid
in paying off the fire trucks. He also stated that they have ordered a new slide-in unit for
the grass buggy, Library - Cathy Bayne stated that they may be in need of appointing
another Library Board member. Visioning — Jo Ann Beer reported that the Visioning
Committee will be hosting their annual Bloomin' Tea fundraiser on Thursday,May 7th.
Beer introduced the following Resolution and moved its adoption, seconded by
Frieden. Roll call vote: Ayes: Beer, Frieden, Magers, Wainwright. Nays: None. Motion
carried. Whereupon the Mayor declared the following duly adopted: Resolution No..
2009-11 entitled., "RESOLUTION PROVIDING FOR. ISSUANCE OF $790,000
GENERAL OBLIGATION CORPORATE PURPOSE NOTES, SERIES 2009 AND
PROVIDING FOR THE LEVY OF TAXE S TO PAY THE SAME." Passed and
approved this 10`x' day of March, 2009.
Mayor Voss announced that this was the time and place for a public hearing on the
matter of the proposed Fiscal Year 2009-2010 Annual Budget. A discussion was held in
regard to the passage of the Local Option Sales Tax. In lieu of the extra revenue that the
City expects to receive, it was the consensus of Council that the Levy for the Debt
Service Tax will be removed from the proposed budget.
Notice of this Public Hearing was published in The Gazette on February 26,2009.
There being no further comments or objections, Mayor Voss closed the public hearing
at 7:32 PM.
Freiden introduced the following Resolution and moved its adoption, seconded by
Beer. Roll call vote: Ayers: Beer, Frieden, Magers, Wainwright. Nays: ;None, Motion
carried. Whereupon the Mayor Vass declared the following duly adopted: Resolution
2009-12 entitled, "RESOLUTION APPROVING CITY OF FAIRFAX ANNUAL

BUDGET FOR FISCAL YEAR 2009-2010." Passed and approved this 10th day of
March, 2009.
Discussion was held on amending the FY 20082009 Annual Budget.
Beer introduced the following Resolution and moved its adoption, seconded by
Frieden. Roll call vote: Ayes: Beer, Frieden, Magers, Wainwright. Nays: None. Motion
carried. Whereupon the Mayor declared the following duly adopted: Resolution 2009-13
entitled, "SETTING TIME AND PLACE FOR. A PUBLIC HEARING FOR THE
PURPOSE OF SOLICITING WRITTEN ANIS ORAL COMMENTS ON' THE
CITY'S PROPOSED AMENDMENT TO FISCAL `FEAR 2008-2009 BUDGET."
Passed.and approved this 10th day of March 2009.
No action was taken on Item 9—Accepting Deed for the Drainage Project.
Randy Scholer, Simmons Perrine, PLC, reported that Moyer & Bergman, PLC has
merged with Simmons Perrin , PLC and that they now have a 58 attorney firm with
expertise in all aspects of the law. He also stated that the City's rates have been the same
since 2001 and requested Council to consider an increase for their legal services.
Wainwright moved to accept Simmons Perrine, PLC's newly established rate per hour
with a 10% discount, effective April 1, 2009, seconded by Frieden, Roll call vote: Ayes:
Beer, Frieden, Magers, Wainwright.Nays: None. Motion carried,
Council approved purchasing the pump & water tank slide in unit from the Fire
Department for$1,500.
Council reviewed the Annexation request of Joe Robson. After the Deed is submitted
to the City, the documents will be forwarded to the engineer and legal counsel for
review.
Magers introduced the following Resolution and moved its adoption, seconded by
Beer. Roll call vote: Ayes.. Beer, Frieden, Magers, Wainwright. Nays: None. Motion
carried. Whereupon the Mayor declared the following duly adopted: Resolution No.
2009.14 entitled, "A RESOLUTION APPOINTING ACTING CITY CLERK".
Passed and approved this 1 Oth day of March, 2009.
Frieden moved to approve the Claims List dated March 10, 2.009, seconded by Magers.
Roll call vote: Ayes: Beer, Frieden, Magers, 'Wainwright, Nays: None. Motion
carried..
No action was taken on .Item 15 — CRI., Lawn Care Landscaping's proposal for weed
control.
Frieden moved to accept the resignation of City Clerk, Vickie Kindl, effective March 8,
2009, seconded by Beer. Roll call vote: Ayes: Beer, Frieden, Magers, Wainwright.
Nays: None. Motion
There being no further business,Mayor Voss adjourned the meeting at 8:45 PM.

Fairfax FitKids is a summer camp built around the philosophy that a healthy lifestyle is one that challenges the body as well as
the mind. We run an exclusive camp that is small in number of students,but large in the amount of reward from involvement,
Activities are movement-centered,but are not limited to fitness.Our activities range from athletics to museum tours. We make
trips to farms,parks,pools,baseball games, libraries and much more. Campers learn to use tools such as Heart Rate Monitors to
track their fitness levels as well as access individual progress.
Our limited size allows us the flexibility to experience much more and give your child the individual attention that he or she
deserves. Our enrollment is limited to 1.2 campers. This is our fourth year of operation. Each year seems to provide new
opportunities. We anticipate openings for six campers.
I am an educator in the Iowa City Community School District, My undergraduate degree is in Health and Physical Education.I
also have a Masters in Education Administration, I have taught classes in Strength and Conditioning as well as Health and
Adaptive Physical Education to students from early childhood to secondary schools in my 12 years as an educator. My wife
and our two children are also involved with the camp.
We will accept children ages 6-12 and operate foam Sam-5;30prn,from June(school out of session)to August 140' (school in
session).Our enrollment is limited to full three campers,Please call or ernail for details and applications.
The weekly tuition for Fairfax FitKlds is $150. This includes all extra-curricular activities, but does not include a Cedar
Rapids Municipal Pool Pass.
City Briefs
Special Thank You — The Mayor and City Council of Fairfax would like to take this time to extend a
special "Thank You" to all of the Fairfax citizens who took the time to vote in the Local Option Sales Tax
election that was held on March 3rd.
The extra revenue from this tax will help tremendously in the City's efforts to improve our streets,
update the water and sewer infrastructure, provide playground equipment, trees and benches at the parks
and help with,the funding for future trails. Again, "Thank You" for your time and. consideration.
Chapter 153, Section. 153.02, Subsection 36 DRAINAGE of the Code of Ordinances of the City of
Fairfax states:
Drainage. All downspouts, rain-leaders and subsoil drainage piping, and surface drainage shall
be directed away from adjacent properties in a manner so as to not be offensive or detrimental.
The drainage of storm water or ground water from yards,basements,roofs, cisterns, subsoil drains
or foundation drains shall not be permitted to enter the sanitary sewer system either directly or
indirectly, and shall be directed to a storm sewer if available.
Yard Waste Pickup will be collected on the first Monday in April and continue through November.
