In a 25 to I vote, they decided to have an election to decide if Fairfax should in- corporate. That election was held on July 20, 1936. The decision to incorporate was made by a 105 to 24 vote. On August 24, 1936 the first election was held to pick the City of Fairfax's mayor and city council. The first official city council meeting was presided over by Mayor William Behle on August 31, 1936. BOARD TRANSITIONS The City of:Fairfax has several committees and boards that assist the staff, mayor, and city council to keep Fairfax running smoothly. Volunteers are essen- tial to small communities. Recently, the City has had some changes. Travis Otto has been appointed to serve on the Fairfax Planning and Zoning Commission. The Planning and Zoning Commission discusses plats, property .zoning, and planning issues. This is a seven member volunteer board. Tom re- places Andrew Meyers. The City of Fairfax thanks Andy for his past service. Both Doug Smith's and Jack Rowray's terms on the Fairfax Planning and Zoning Commission expire on December 31, 2009. They have both decided not to serve another tern. The City of Fairfax thanks Doug: and Jack for their past service, Mary Pacha has resigned from the Fairfax :Library Board of Trustees. The Library Board of Trustees oversees the running of the Fairfax library operations. This is a nine member volunteer board. Over 180 kids from Fairfax, ages 4 — 15, and over 34 volunteer coaches and umpires participated in t-ball, softball and baseball this year. Fairfax also hosted the pre-season pony league baseball tournament and post-season softball and baseball tourna- ments. Twenty-four teams from surrounding towns participated in these tournaments. :Fairfax sports is unique in that we don't charge the kids to play. It is the community's commitment to the program that allows us to pro- vide these opportunities free of charge. The enthusiasm and support from the citizens of Fairfax and the surrounding communities is truly appreciated. Because of your support, the Fairfax State Savings Bank team once again placed l st in team size with 908 members strong! The entire amount of$19,362.50 contributed by you and Fairfax. State Savings Bank will be used to provide breast cancer education and screening services for women in need. As you have probably noticed, our town is getting new water mains for Christmas. With these water mains come rough roads., construction workers, construction equipment, and large holes next to and on the roads. Please take extra caution when driving through town, and please take the time to inform all kids not to play on or around any construction sites, for these are very dangerous. This Christmas, please remember when decorating your homes to use all necessary safety precautions when is comes to Christmas tree lights and extension cords. Do not overload any 1 circuit because this can cause wires to get hot and could lead to fire. Many homes bum, candles during the holiday season. Remember to keep all open flames away from curtains, ta- ble cloths, and other flammable material. Also, be sure your children understand that open flames are dangerous. Winter weather will be here soon. Listen to weather bulletins to keep informed about the weather conditions. Don't do any unnecessary driving during bad weather. About 70% of winter deaths related to ice and snow occur in automobiles. You can take some precautions that will help you while you travel during the winter season. Have your vehicle serviced before the winter season, keep the gas tank full, travel with a charged cell phone or two-way radio, and keep the following items in the vehicle: windshield scraper, small broom, blankets, dry cloth- ing, extra gloves and scarves, nonperishable food, bottles of water, tools, small shovel, sand, jumper cables, -first aid kit, flashlight with extra batteries, and a brightly colored cloth to tie to the antenna in case of trouble. No one expects to have trouble, but these items may just save your life. Be sure to place these items in each family vehicle. If you are taking a trip, check the weather reports along the route and let someone know your destination, route, and expected ar- rival time. If you do get stuck in your vehicle, stay with the vehicle. Display a trouble sign to indicate you need help. Occasionally run the engine to keep warm. Ten minutes every hour is enough to keep warm and reduce the risk of carbon monoxide.. Keep the exhaust pipe clear of snow. If you go outside during the winter, dress in many layers and wear a hat, mittens, and scarf. Come inside often for warm-up breaks. Long periods of exposure to severe cold in- creases the risk of frostbite or hypothermia. Avoid overexertion, Cold weather puts an added strain on the heart, Unaccustomed exercise such as shoveling snow or pushing a car earl bring on a heart attack or make other medical conditions worse. These weather tips came from, the American Red Cross's website at www.redcross.org. They have much more information about all sorts of disasters. The best holiday gift you can receive is a safe and healthy family! As you celebrate the holiday season, be sure not to drink and drive. Use a designated driver or stay where you are celebrating. John Berns, a member of the Fairfax Park Com- mittee, was present to offor assistance from Dave Schmitt Construction, Available work time before winter and funding were the primary reasons the City Council decided not to take action on the proposed grading work. SPECIAL CITY COUNCIL MEETING NOVEMBER 4,2009 The special meeting of the Fairfax City Council was held Wednesday, November 4, 2009, at Fairfax City Flail. Mayor Voss called the meeting to order at 5:30 PM. Council members present: Bernie Frieden,Jason Rabe,Marc Magers,and Marianne Wainwright, JoAnn Beer was absent. Other city staff present: Cynthia Stimson,Nancy Flickinger,and Ron Dusil, Tom Streets, from Maguire Iron,was present to discuss the repair options for the leak in the riser pipe in the water tower. The leak seems to be located about 203 up the pipe. Their price quote for labor and materials to replace the pipe is x;43,756. He recommends installing a ductile iron pipe. It doesn't rust and won't break, They have a crew in the area and would be able to have that crew here Monday or Tuesday. When the leak is located„if it is in a weld,that is an easier fix. If the leak is caused by pipe failure,then replacement is needed. . Ron Dusil stated that this needs to be fixed as soon as possible, The tower has to be drained during the repair,which means we will be pumping water on the street. Colder weather makes this a problem. The water main project crew will not be able to flush lines while we are running on main pressure. Motioned by Magers, seconded! by Frieden to have Maguire Iron find out where and what is leaking in the water tower. They are to fix it if it is a weld and do a pipe replacement if it is pipe failure, Ayes: Frieden,Rabe,Magers,and Wain- wright. Nays: None. Absent: Beer, Motion carried. Tom Street stated he will locate the leak tomorrow and determine what type of repair is recommended. Motioned by Wainwright, seconded by Frieden to adjourn the meeting. We didn't need to paint it again, but we did have to do some repair work. The water tower was leaking, Maguire Iron was hired to install a new ten inch expansion joint at the top of the pipe that runs inside the tower to the base of the tank. While they were doing this essential repair we were, again, running on main pressure. You may have experienced low pressure for a couple of days during this project.
