Iowa Network Services Announces 2009 Scholarship Winners
Iowa Network Services, Inc. is proud to announce the winners of the netlNS 2009 Scholarship
Competition. The topic for this year's essay was "How will Social Networking impact your ability to
communicate in the professional world?" Out of the 39 Iowa high school seniors that entered the
competition, these five winners were selected;
9 Michael Beavers is a senior at Lawton-Bronson High School and plans to attend
Morningside College.
• Jeramie Kruger is a senior at Prairie High School and plans to attend Iowa State University.
• Nathan Miller is a senior at Iowa City West High School and plans to attend University of
Nowa.
Jessica Stakey is a senior at South Hamilton High School and plans to attend University of
Northern Iowa.
• '.Kelly Wolter is a senior at Benton Community High School and plans to attend University of
Northern Iowa.
Each winner will receive a $1,000 scholarship to the Iowa college of their choice. Jeramie
(Kruger and Nathan Miller were presented their scholarship certificates on May 20, 2009 at the South
Slope Cooperative Telephone Company.

DEFINITIONS—continued
• Treatment Technique(TT)—A required process intended to reduce the level of a contaminant in drinking
water.
• Action Level(AL)—The concentration of a contaminant which,if exceeded,triggers treatment or other
requirements which a water system must follow.
• Maximum Residual Disinfectant Level Goal(MRDLG)-The level of a drinking water disinfectant below
which there is no known or expected risk to health. MRDLGs do not reflect the benefits of the use of
disinfectants to control microbial contaminants.
• Maximum Residual Disinfectant Level(MRDL)-The highest level of a disinfectant allowed in drinking
water. There is convincing evidence that addition of a disinfectant is necessary for control of microbial
contaminants.
GENERAL INFORMATION
Drinking water, including bottled water;may reasonably be expected to contain at least small amounts of some
contaminants. The presence of contaminants does not necessarily indicate that water posed a health risk. More
information about contaminants or potential health effects can be obtained by calling the Environmental Protection
Agency's Safe Drinking Water Hotline(800-426-4791).
Some people may be more vulnerable to contaminants in drinking water than the general population. Immuno-
compromised persons such as persons with cancer undergoing chemotherapy,persons who have undergone organ
transplants,people with HIV/AIDS or other immune system disorders,some elderly, and infants can be
particularly at risk,from infections.These people should seek advice about drinking water from their health care
providers. EPA/CDC guidelines on appropriate means to lessen the risk;of infection by Cryptosporidium and other
microbial contaminants are available from the Safe Drinking Water Hotline(800-426-4791).
If present,elevated levels of lead can cause serious health problems,especially for pregnant women and young
children. Lead in drinking water is primarily from materials and components associated with service lines and
home plumbing. City of Fairfax is responsible for providing high quality drinking water,but cannot control the
variety of materials used in plumbing components. When your water has been sitting for several hours,you can
minimize the potential for lead exposure by flushing your tap for 30 seconds to 2 minutes before using water for
drinking or cooking. If you are concerned about lead in your water,you may wish to have your water tested.
Information on lead in drinking water,testing methods and steps you can take to minimize exposure is available
from the Safe Drinking Water Hotline or at hn:,/www.0a.gov/safewater/leid.

ADDITIONAL HEALTH INFORMATION
Fluoride in children's drinking water at levels of approximately 1 mg/L reduces the number of dental cavities.
However, some children exposed to levels of fluoride greater than about 2.0 mg/L may develop dental fluorosis.
Dental fluorosis,in its moderate and severe forms, is a brown staining and/or pitting of the permanent teeth..
Because dental fluorosis occurs only when developing teeth (before they erupt from the gums) are exposed to
elevated fluoride levels,households without children are not expected to be affected by this level of fluoride.
Families with children under the age of nine are encouraged to seek other sources of drinking water for their
children to avoid the possibility of staining and pitting.
Your water supplier can lower the concentration of fluoride in your water so you will still receive the benefits of
cavity prevention while the possibility of stained and pitted teeth is minimized. Removal of fluoride may increase
your water costs. Treatment systems are also commercially available for home use. Information on such systems
is available at the address given by your public water supply. Low fluoride bottled drinking water that would meet
all standards is also commercially available.

ADDITIONAL HEALTH INFORMATION—continued
Nitrate in drinking water at levels above 10 ppm is a health risk for infants of less than six months of age. High
nitrate levels in drinking water can cause blue baby syndrome. Nitrate levels may rise quickly for short periods of
-time because of rainfall or agricultural activity. If you are caring for an infant you should ask advice from your
health care provider.

SOURCE WATER ASSESSMENT INFORMATION
The City of Fairfax water supply obtains its water from the Silurian aquifer. The Silurian aquifer was determined
to be allow contaminants to move through the aquifer fairly quickly to contamination because the characteristics of
the aquifer and overlying materials allow contaminants to move through the aquifer fairly quickly, The wells will
be most susceptible to activities such as dry cleaners,gas stations,industrial sites,and municipal,wastewater dis-
chargers. A detailed evaluation of your source water was completed by the 1DNR,,and is available from City of
Fairfax at 319846-2004.
OTHER INFORMATION
Radon is a radioactive gas that you can't see,taste,or smell, It is found throughout the U.S. Radon can move up
through the ground and into a home through cracks and holes in the foundation, Radon can build up to high levels
in all types of homes. Radon can also get into indoor air when released from tap water from showering,washing
dishes,and other household activities. Compared to radon entering the home through soil,radon entering the home
through tap water will,in most cases,be a small source of radon in indoor air. Radon is a known human carcino-
gen. Breathing air containing radon can lead to lung cancer. Drinking water containing radon may also cause in-
creased risk of stomach cancer. If you are concerned about radon in your home,test the air in your home. Testing
is inexpensive and easy. Fix your home if the level of radon in your air is 4 picocuries per liter of air(ACYL)or
higher. There are simple ways to fix a radon problem that aren't too costly. For additional information,call your
state radon program(800-838-5992)or call.EPA's Radon Hotline(800-767-7236).

Congratulations to Mike Machula. and Will Zamastil on expanding our medical team on
the Fairfax Fire Department. Mike just received his First Responders card and Will received
his EMT B card. Way to go, guys!
Fairfax USA Days are coming up soon and as everyone knows, the Fairfax Fire
Department is always very involved in the celebration. From the parade, to displaying the fire
trucks, to landing Life Guard by the ball diamonds, and finally to the fireworks display. We've
had several people ask if we are still doing the fireworks—the answer is YES! 'Yes, we will
continue to shoot the fireworks, as long as we continue to get donations to pay for them. Our
show is put on 100% by donations and with the price of fireworks going up 25% this year, we
hope you remember to donate when you see the Fairfax Fire: Department boot going around.
You can also drop off a check at city hall to make your donation.
Finally, we hope everyone has a fun, and most importantly, a safe time so please be
responsible. If you choose to drink, please designate a driver so all of us can get home safely.

Our Fairfax Fire Department will be having a food stand at the
fire station on Saturday, June 27th, during USA Day. The stand will be
open from 10:00 AM to 3:00 PM. Our hard working volunteers and
their families will be serving hamburgers, hot dogs, chips, soda, bottled
water, and baked goods. Yum! Come on, you know you'll be eating
that day—you might as well support a great cause while you do it. All
proceeds will benefit the Fairfax Fire Department.

Tuesday,May 19,2009
Members present: Virginia Soukup,Jack Rowry,Joe Kell,John Hill,Doug Smith,and Andrew Meyers.
Absent: Dean Hartman. Also present: Mayor Bill Voss,Councihnember Jason Rabe,Finance Administer Nancy
Flickinger,City Clerk Cynthia Stimson,City Engineer Shane Wicks,Jeff lben,Scot Ruby,and Jim Shimek. Due
to the absence of the Secretary,Dean Hartman,Cynthia Stimson recorded the minutes.
Chairman Joe Kell called the meeting to order at 7:03 PM. Motion by Virginia Soukup,second by Doug
Smith to approve the minutes of the Planning and Zoning Commission from April 22,2009. All ayes. MIC.
Discussion was held concerning City of Fairfax Rezoning Classification Request from 5 RM(Multi-
Family Residential District)to CN(Conservation/Public Use District)Outlot A Fairfax Heights first Addition.
The map was reviewed while discussing lot size and placement, Mayor Voss and Nancy Flickinger discussed the
current noncompliance as 5RM.
Motion by John Hill, second by Doug Smith to approve RECOMMENDATION NO.2009-02 A REC-
OMMENDATION APPROVING REZONING—ZONING CLASSIFICATION—CN: CONSERVATION/
PUBLIC USE. All ayes. Motion carried.
Discussion was held concerning Synergy Development Group,LLC Rezoning Classification Request
from 9 RS(Single Family Residential)to 5 RM(Multi-Family Residential)Lots 17& 18 Prairie Creek Estates
Third Addition. Jeff/ben stated that he would like to place one duplex on these two lots, The building will go
over the lot line,with lot 17 being mostly backyard.
Motion by John Hill, second by Doug Smith to approve RECOMMENDATION NO. 2009-03,REC-
OMMENDATION TO APPROVE REZONING AND DESIGNATE ZONING CLASSIFICATION-5 RM
-MULTI-FAMILY RESIDENTIAL LOTS 17 AND 18 PRAIRIE CREEK ESTATES THIRD ADDITION.
All ayes. Motion carried.
Discussion was held concerning Synergy Development Group,LLC Rezoning Classification Request
from 9 RS(Single Family Residential)to 5 RM(Multi-Family Residential)property North of Prairie Creek Estates
Third.Addition and South of Hwy 151. Concerns about traffic were discussed. Construction vehicles should be
using 80th Street. Access off of the highway is not planned.Jeff[ben stated that he will see that landscaping is
done behind the three lots just north of 2"d Street along Driftwood Lane to improve the drainage area between the
duplexes and the existing single family house. He also stated that the structures would be one story duplexes like
those already going up in that area. The project will probably be done in four phases,over four years. The pond
advantages and disadvantages were discussed.
Motion by Doug Smith,second by John Hill to approve RECOMMENDATION NO. 2009-04,REC-
OMMENDATION TO APPROVE REZONING AND DESIGNATE ZONING CLASSIFICATION-5 RM
—MULTI-FAMILY RESIDENTIAL PROPERTY NORTH OF PRAIRIE CREEK ESTATES THIRD AD-
DITION AND SOUTH OF HIGHWAY 151. All ayes. Motion carried.
Discussion was held concerning a recommendation regarding provisions to the CN—Conservation/Public
Use District, Mayor Voss explained the City's need for these revisions to bring the city properties in compliance.
Motion by John Hill,second by Jack Rowry to approve RECOMMEDATION NO. 2009-05,A REC-
OMMENDATION AMENDING THE FAIRAX ZONING ORDINANCE OF 2000 OF THE CITY OF
FAIRFAX,IOWA,BY AMENDING PROVISIONS PERTAINING TO SECTION 1..07.1 CN: CONSER-
VATION/PUBLIC USE. All ayes, Motion carried.
Discussion was held concerning last month's Planning and Zoning Commission's RECOMMDATION
NO.2009-01,A RECOMENDATION DENYING THE AMENDMENT TO THE FAIRFAX ZONING OR-
DINANCE OF 2000 OF THE CITY OF FAIRFAX,IOWA,BY AMENDING PROVISIONS PERTAINING
TO SECTION 1.06-APPLICABILITY OF REGULATIONS AND THE OFFICIAL ZONING MAP,SUB-
SECTION E-ANNEXED TERRITORY, Mayor Voss stated that the City its following the attorney's advice.
Engineer Shane Wicks explained that the legal counsel is advising a two step process,first to annex all property in.
as agricultural and then to rezone,after the annexation is complete. The Planning and Zoning Commission did not
feel that they had.a proper explanation of this amendment. More information is to be supplied and this will be dis-
cussed at the next Planning and Zoning Commission meeting.
Motion by Jack Rowry, second by Doug Smith to adjourn. All ayes. M/C. Meeting adjourned at 8:25

Beer moved to approve the agenda and the Clerk's financial reports, seconded by Rabe.Roll call vote:Ayes:

Wainwright moved to approve and place on file the minutes of the regular council meeting dated April 14,2009
and the minutes of the special meeting of the Planning&Zoning Commission dated April 22,2009,seconded by
Magers.Roll call vote:Ayes: Beer, Frieden,Rabe,Magers,Wainwright, Nays:None. Motion carried.
The Sheriff's report was given by Deputy Parks and the Call for Service log was submitted and discussed.
Mayor Voss announced that this was the time and place for a Public Hearing to consider the Water Tower Lease
Agreement between the City of Fairfax and Linn County to allow a communication antenna on the City's water
tower. A discussion was held in regard to the current requirements of the Fairfax Zoning Code. Legal counsel will
be instructed to investigate this matter.
Notice of this Public Hearing was published in The Gazette on April 30,20019
There being no further comments or objections,Mayor Voss closed the public hearing at 7:11 PM.
Friedcn moved to table the proposed Resolution Authorizing the City to Dispose of an Interest in Real Estate by
Gift,seconded by Magers. Roll call vote: Ayes: Beer,Frieden,Rabe,Magers,Wainwright. Nays:None.Motion
carried.
Mayor Voss announced that this was the time and place for a Public Hearing to consider amending the Fairfax
Zoning Ordinance of 2000—Annexed Territory.

Dick Ransom and Shane Wicks led'a discussion in regards to the implementation of a Storm Water Management.
Ordinance. A proposed Ordinance pertaining to this will be on the agenda at the next regularly scheduled meeting
for consideration of approval.
Frieden moved to hire Cynthia Stimson as City Clerk and set the wage at$17.00 per hour,effective May 13,
2009,seconded by Wainwright. Roll call vote: Ayes:Beer,Frieden,Rabe,Magers,Wainwright. Nays:None.

Reports: Maintenance„...Dusil reported that the parking lot at Linn Street Park has been completed,the No
Parking signs were up on Finn Street and the pad behind the library had been repaired. Fire Department—
Zamastil,reported that the new slide-in unit for the grass baggy had arrived. Parks Jo Ann Beer reported that the
committee was going to be hosting an Open House at Hawk's:Ridge Park on Thursday,May 21st for obtaining
input on plans and ideas from citizens on what they would like to see at the new park. She also stated that they
will be having a Garden Walk Fund Raiser and possibly a F'armer's Market on July 21"to help raise money for
playground equipment. It was decided that the maintenance men will be meeting with Tim McKeever to install
floating pads at the Disc Golf Course„ A discussion was held regarding the site plan of Hawk's Ridge Park and the
layout of the parking lot.Hall&Hall.Engineers will be sending the site plans to the maintenance department.
Visioning—Jo Ann Beer reported that the committee did very well at their 2"d Annual Tea Fund Raiser. She also
stated that she was waiting on a return call from a representative from Union.Pacific Railroad to see if they would.
allow a train viewing park with a sheltered picnic area.
Tara Pegump,Fairfax State Savings Bank,reported on the schedule for USA Days and stated that the money
they will be requesting from the City will remain the same as last year.
Mayor Voss stated that he had received a quote for replacing the roof on the pavilion at Prairie Creek Park. It
was the consensus of Council that they would like to see more quotes before making a decision.
Gordon.Sevig stated that lie,owns property located near the intersection of Highway 151 and Beverly Road and
wanted to know if Council would consider rezoning the property from residential to commercial and what business
establishments,if any,the Council would allow near a residential district. This matter will be discussed at a later
date,as Council would like more information on the subject.
Travis Otto and Jason Rabe discussed ditch drainage issues that they have been experiencing. Dick Ransom
stated that this matter will be looked into after the installation of the box culvert on East Cemetery Road is
completed.
There being no further business,Mayor Voss adjourned the meeting at 8:35 P .
