Many residents have called city staff about the water tower paint- ing project, We are Happy to report the project is complete! The Maguire Iron crew finished on Friday, September 18 and the tower was put back into full service on Sunday, September 27. You can water your " lawns! Nothing makes you more appreciative of a service like unlimited water usage than not being able to use that service. +, The City of Fairfax initially hired. Maguire Iron to paint just the outside of the tower. After draining the tower and close inspection of the interior, it was obvious that it too needed painting. This added extra, un- anticipated time and expense to the project. After the painting was com- plete the paint needed to cure, the tower had to be disinfected, and then. filled. The painting and all of the others steps were necessary to keep safe water flowing at your tap. We thank you for your patience during this needed maintenance ++ project.. RECOLLECTIONS OF THE FAST w�` .;Y i �� IA�.. x- r THE MILWAUKEE RAILROAD DEPOT AND GRAIN ELEVATOR, IN FAIRFAX The Milwaukee depot and a grain elevator were located at a site east of Williams Boule- vard, north of Southview Road„ and south of Highway 151. The depot was painted a bicycle orange. About 1947 or 1948, together with the elevator, the depot was torn down. This was a branch line of the Milwaukee Road which operated between.Marion and Ottumwa. Passengers service consisted of two cars—the engine being the first car and then the passenger car. It trav- eled west about 5:00 AM and then eastward about 7:00 PM. Passenger service ceased opera- tions about 1950. The Cedar Rapids and Iowa City Railway (CRANDIC) now operates on this right-of-way. The first elevator at this site burned sometime during World War I. The first owner was a Mr. McClintock who resided. at 126 Church Street. After the lire, the elevator was rebuilt about 1925. The new owners were Frank and John Bellon, John Buresh, and :Tim Wilson. From 1936 until he entered the military, Bill Selzer managed the elevator for a salary of 50 cents per day. Bill attended high school at this time for four days a week. The elevator was open on Wednesday and Saturday. The grain operation was never a major part of the business, but coal was a major concern. Bill Zamastil (father of John and Ray) went into the trucking business at this time. Andrle's store had an old Model T truck for sale for $20.00. Bill pur- chased it with a loan from John Krall at the bank. With the first carload of coal, Bill earned enough delivering coal to repay the loan. Mr. Ray Burgess (father of David, Donald, Dorothy Leonard, and Lois) was at one time the manager of the elevator. Jim Claflin also managed the elevator, but his salary was not sufficient to support a family, I want to thank Curtis Selzer for the details pertaining to the elevator and the depot. Four positions will be on the ballot. They are the mayor,and three council seats. The fallowing people have filed norm- nation papers for these positions: For May: • Jason M. Rabe William H. Voss For City Council: • Jo Ann Beer • Bernie Fredlen. • MarianneWainwright All of the residents on the ballot currently serve the City of Fairfax. William Voss is the current mayor. Jo Ann Beer, Bernie Frieden, Jason Rabe, and Marianne Wainwright all cur- rently serve on the city council. The three council members running for city council all have their terms expiring as of December 31, 2009. The mayor's term only lasts two years, so that is also expiring as of December 31, 2009. Jason Rabe's regular city council term does not expire until December 31, 2011.. Voter pre-registration closes at 5:00 PM on Friday, October 23, 2009 at the Linn County Auditor's office.. If you plan to mail your registration form, you need to do that by Monday,. October 19, 2009. You can register at the polls on the day of the election, but you have to have proper identification. If you have questions about voter registration, please call the Linn County Auditor's office at 319-892-5300. Also contact them about getting an absentee ballot if you will be gone on election day. The polling place is the Fairfax Public Library at 313 Vanderbilt Street in Fairfax. Polls will be open from 7:00 AM to 11:00 PM. It seems the main problem is that it doesn't work in some browsers. I have asked those making this ob- servation if they know how to fix this problem. They did not. This work can quickly be ru- ined by motorized vehicles in the parks. Motorized vehicles must stay on estab- lished drives and parking lots. This includes ATVs, motorcycles, 4-wheelers, as well as cars and trucks. if you have a child with a recreational vehicle, please be sure they know they cannot ride in the parks. Mayor Voss called the meeting to order at 10:20 AM. Council members present: Bernie Frieden,Jason Rabe, and Marc Magers. JoAnn Beer,and Marianne Wainwright were absent. Other city staff present: City Clerk Cynthia Stimson. h the inte Mayor Voss explained that the special emergency meeting was held to discuss the problem with rior of the water tower. After inspection, it was learned that the interior needs to be painted. The paint crew is already on site to paint the outside of the tower, The City of Fairfax must make an immediate decision so the painting crew from Maguire Iron knows how to proceed with the work today. If no immediate decision is made, Maguire Iron will not do the work and the City will have to pay thousands of extra dollars to get a painting crew back and duplicate some of the work, Maguire Iron has submitted a proposal to paint the interior of the water tower for$39,501.00. CITY OF FAIRFAX REGULAR CITY COUNCIL MEETING SEPTEMBER 8,2009 The regular meeting of the Fairfax City Council was held Tuesday, September 8, 2009, at Fairfax City Hall. Mayor Voss called the meeting to order at 7:00 PM. Council members present: JoAnn Beer, Bernie Frieden, Jason Rabe, Marc Magers, and Marianne Wainwright. Other city staff present: Cynthia Stimson, Ron Dusil,Dan Zamastil,and Dave Yanecek, Motioned by Frieden, seconded by Beer to approve the agenda and clerk's reports. Ayes' Beer,Frieden, Rabe,Magers, and Wainwright, Motion carried. Motioned by Rabe, seconded by Beer to approve and place on file the City Council minutes from August 11, 2009 and August 28, 2009 as well as the Visioning Committee minutes from August 25, 2009, Ayes: Beer, Frieden,Rabe,Magers,and Wainwright. Motion carried. Linn County Deputy Sheriff Tim Payne presented the list of calls for August. Linn County Supervisor Jim Houser and Linn County Attorney Jeff Clark were present to discuss the pro- posed water tower lease with Linn County. City Attorney Randy Scheeler stated that we still need information about the location of the shed, location and weight of the antennas, and how they will be placed on the tower. Jim Houser stated that they will place the shed where we want it and that the equipment is being engineered with all standard practices being followed. Marc Magers stated that the City feels that Linn County should pay some of the exenses the City has incurred because of this project. Jim Houser requested the City draft a written request that he pcould present to the Linn County Board of Supervisors. Randy Scholer will look at the types of costs and draft a request letter based on the activity percentages. Mayor Voss, Marc Magers, and Bernie Frieden will serve as a City committee to resolve the outstanding issues of this project. The technical specifications will be sent to Ron Dusil and Dave Yanecek. Motioned by Beer,seconded by Frieden to approve the building permit application from John Dennis to place a shed.on his property at 519 Williams Blvd. Ayes: Beer,Frieden,Rabe,Magers,and Wainwright. Motion carried. City Engineer Shane Wicks discussed the Water Main Replacement Program,Phase I Improvements Pro- ject. Rathje Construction plans to bring two crews into town the week of September 21. The IDOT is requiring a study about the retaining wall. Shane Wicks gave an update about the Remote Read Water Meter Project. He is working on the business plan and the project must be ready to go for bids by the end of October. The Council asked Dick Ransom about the Commercial Court retention basin. During the last heavy rain, the water was cutting through this area very fast. Dick stated Hall and Hall will look at the basin and make any necessary changes. Dick Ransom stated that they plan to cut off hoses at the waste treatment plant on September 28 or 29. Mayor Voss stated that Pahl Nagel has completed his portion of the project at 510 Church Street. Area residents should be given a week notice before the demolition. Ron.Dusil gave an update on the water tower painting. The exterior is complete. The crew hopes to have the inside completed.by Monday,September 14. The paint then has to cure for one week,before the tower can be flied. The city-clerk was directed to have the City join DATA for the IDOT CDL program.. Discussion was held on the revisions of the employee manual. Mayor Voss will check on a question about the FLSA. Shane Wicks and JoAnn Beer presented information about the Hawks Ridge Grading Improvement Plan. The City cannot afford to do this entire plan. Dan Zamastil will see that the playground equipment is placed to the east in the hole and then he will back fill after installation. An invoice from Ever-Green Landscape Nursery&Supply was discussed and will be paid from the Mur- phy land account money. JoAnn Beer presented a proposed layout of a train viewing park. The future placement of a trail has been incorporated. The next step is to talk to the Union Pacific Railroad. The was no information about a salt and sand bunker. The City is to get bids for bulk salt and sand. Motioned by Rabe, seconded by Magers to approve the claims list dated September 8,2009. Ayes: Beer, ]Frieden,Rabe,Magers;and Wainwright. Motion carried. Mike Sankot said that the fire department has a drive in the back for an alternate exit from the Fairfax Fire Station,they will be doing some truck repair,and they have been working on hooking up the generator. Ron Dusi1 stated that a residence has started running dirt bikes again.. Ron is to keep a log of the activity and Mayor Voss will contact the home owner. Maintenance of the south entrance sign area was discussed. JoAnn Beer instructed the maintenance de- partment to mow the prairie grass. The Visioning Committee will view the area and make a recommendation about what is needed. Joe Blood and several other residents were here to discuss the water problem along East Cemetery Road. Dick Ransom will locate an elevations study of this area and make a list of some low cost options. Steve and Phyllis Pittman stated that they feel the City of Fairfax should require a final grade inspection for a building project. They live on Whirlaway Lane and the Homeowner's Association is looking at some high costs to correct the grading to fix water problems. Dick Ransom said he has a grading plan for that area and will review this to see if it was done correctly. It was suggested he place cleanouts and a catch basin. He was directed to talk with the City's maintenance staff. JoAnn Beer asked about the status of parking near Forester Marine. Dave Yanecek will talk to him again about the parking and street use regulations. The city clerk gave a reminder that she and Mayor Voss will be attending the Iowa League's Conference September 23,24,and 25; election papers are due back by 5:00 PM on September 17;and that she would like to take pictures for the website tonight. Dick Ransom explained that the IDOT is requiring a geotechnical study,recommendation, and compac- tion testing along the highway embankment retaining wall as part of our Water Main Replacement Program,Phase I improvements Project. Hall and.Fall have met with the IDOT and learned they are concerned about the retaining wall as well as the integrity of the slope.Terracon has submitted a cost estimate of$9,800-$12,300 for this work. Shane Wicks presented a list of anticipated costs from Rathje Construction for this part of the project. They will submit a change order for any additional costs at a later meeting. Discussion was held about the cost of the project,funding,and timing. Motioned by Magers, seconded by Rabe to approve hiring Terracon for the required analysis and testing during the Water Main Replacement Program,Phase I improvements Project along the IDOT retaining wall as outlined in their cost estimate. FAIRFAX FIRE AND RESCUE The Fairfax Fire Department has been unusually slow in calls the past few months. We only had two calls in the month of August. Part of this was due to some confusion between the Linn County and Benton County dispatches. if we have a call in Walford, the 911 call goes through Benton County to Linn County and it is Linn County's responsibility to dispatch the needed resources, Area Ambulance, Linn Co. Sheriff Rescue, and/or FFD. Throughout the month of August, Benton Co, and Linn Co. were having some miscommunications and FFD was not being paged out to all of the calls. If you called 911 during this period of time and our fire department didn't show up, we are extremely sorry. We believe to have all the issues re- solved at this point and will be there when needed in the future. Fall is in the air and with this comes the burning of leaves and harvest season. We re- mind everyone in our community about the rules that come along with burning. We are only allowed to burn leaves in burn barrels. Also, please be aware of your neighbors and surround- ings to be`sure there is not a strung wind blowing in your neighbor's direction. Harvest season brings slow moving vehicles and tractors to the roadways. We need to remember to stay alert and look ahead for the slow moving vehicle triangles on the back of tractors or wagons, for these vehicles are traveling between 20 to 30 mph and can create a serious risk if you are not aware. When I began serving as Mayor in 2000, the population of Fairfax was only 889 and I am now very proud to say that we are reaching the 2,500 mark!
