WATER METER PROJECT UPDAT
Midwest "Testing has come and gone? They have installed the equipment
for the remote read water meter project in over 700 addresses in about two
weeks. This was much faster than we anticipated.
There are still a few addresses where we need to complete the installa-
tion. Some of these need to correct the plumbing to the meter and ,some are
snowbirds that need to fly back to Iowa.: If you live at one of these addresses,
please help the City of Fairfax complete this project. Contact the city clerk's
office at 319-846-2204.
The most important part of this project right now is this:
ALL RESIDENTS NEED TO READ THEIR WATER.METERS
UNTIL THE CITY NO'T'IFIES" YOU THAT WE HAVE THE
SYSTEM COMPLETELY INSTALLED,
TESTED,AND OPERATIONAL

OUTSIDE METER SEASON STARTING
This is the time of year that we reactivate the billing for your out-
side water meter. You need to turn in a reading from. the outside water
meter before April 1,5. You can just write this on the back of your inside
meter payment stub. Be sure to label the readings inside and outside. On.
May I we will mail you the bill for the outside meter's usage.
YARD WASTE PICK-UP BEGINS
Johnson County Defuse will start•, to collect yard waste each Monday,
starting April 5. You can set this at the curb in a garbage can marked with a "Y"
or in the brown Kraft bags you can purchase. Make sure branches are bundled if
not in a container and no longer than four feet nor larger than three inches in di-
ameter.

MAYOR'S MINUTE
As I sit in my house watching the sun set on another beautiful, spring like day, it gets me
excited that the warmth of sprung and summer are upon us. It also makes me excited for
the great things to look forward to in Fairfax this summer. Before long we will be watching
all the kids enjoy baseball and softball through the Youth Sports Association and partici-
pacing in our City-Wide Garage sales and all the great deals that are a must have. We
will also be viewing Movies in the Park, the fantastic USA Gays, the parade, and the re-
nowned fireworks display that our fire department puts on each year. This makes me
proud to be a resident of Fairfax and how these events and many more bring our town
together! Along that line I have created a Facebook page called PROMOTE Fairfax and I
would like it to be a portal for what is going on in town, host discussions about improving
our city, and an online meeting (place. Please check it out and become a fan!
The remote read water meter system is nearly installed. The contractors did nearly 800 in-
stalls with very little issues, which is a tribute to our residents and your willingness to help us
improve our city services. Before long this system will be up and running.
This time of year also reminds us, at the city, of the work ahead. We will again be replac-
ing more of the over 80 year old water mains in Fairfax. For those of you that had your
street and yard torn up last fall, we thank you for your patience as we wait for everything
to dry and stabilize before the contractor returns to finish the job including grading, con-
crete work, and asphalt work.. The call has already been placed to ensure that we are at
the top of the list to finish this job. We are also making sure that future contractors are
able to finish the project before winter to avoid these issues. If you are having any prob-

After what seemed like an almost endless winter, spring is finally here! Along with spring
comes storm season. Remember,if a storm is in the area and you hear our warning sirens going
off,you should immediately go to your basement or area you have found.to be the safest in your
house. Be sure your safe place is always away from windows.
If any damage occurs to your home or property, please call the fire station as soon as possi-
ble. If there are any power lines down in your area, stay clear, of them & contact Fairfax Fire
and your energy provider (ex: Alliant Energy or REQ immediately.
In other news, Fairfax Fire has purchased a new set of extrication tools which will help us
greatly in car accident situations. We now have a set of tools in Fairfax and in Walford for
greater response time.
When driving this spring, be sure you are aware of walkers, bicyclists, motorcyclists, as
well as any farm equipment that could be on the road. Enjoy the sunshine, warmer weather, and
be safe!
SPECIAL NEEDS REGISTRATION CARD
Recently, the Linn County Emergency Management Agency mailed a Special Needs
Registration Card to Linn County residents. They are asking that all residents with special
needs fill out a card and mail it back to them. Because of medical or physical conditions, you
or members of your household may need assistance in an evacuation. To plan for your trans-
portation and shelter needs, local emergency management officials ask that you register with
them. All information is kept confidential.

CITY COUNCIL MINUTES
REGULAR CITY COUNCIL MEETING
MARCH 9,2010
The regular meeting of the Fairfax City Council was held Tuesday, March 9, 2010, at Fairfax City Hall_
MayorRabe called the meeting to order at 7:00 PM. Council members, present: JoAnn Beer, Bernie Frieden,
Travis Otto, Marc Magers and Marianne Wainwright. Other city staff present: Cynthia Stimson, Lynn Miller,
Dave Yaneeek, and Cathy Bayne.
Motioned by Magers, seconded by Frieden to approve the agenda and clerk's financial reports. Ayes:
Beer,Frieden,Otto,Magers, and Wainwright. Motion carried.
Motioned by Frieden, seconded by Beer to approve and place on file the City Council minutes from Feb-
ruary 9, 2010, the Planning and Zoning minutes from February 16, 2010, and the Park Committee minutes from
January 21, 2010. Ayes: Beer,Frieden,Otto,Magers, and Wainwright. Motion carried.
Linn County Deputy Sheriff Pavelaka distributed the list of calls.
Cathy Bayne asked that the City look at the front entryway at the library. It is holding lots of water.
Cathy was instructed to check the detectors at the library and make sure they all have working batteries,
Mike Sankot reported that the fire department members have been remodeling and painting in the fire
station,the fireworks are ordered, fireworks training was hold Saturday,the generator is working, the now jaws of
life has been purchased, and they are working on the specifications for the new truck. All generators should have
the engine loaded and tested every two years,
Lynn Miller reported that the water tower pump is working well, we have a spare lift station pump, and
they will be working up the ground at Hawk's Ridge Park for seeding. Rathje Construction is to be contacted
about restoring areas.
The parks brochure was reviewed. 2,500 will be ordered. The clerk will try and clear the map.
The Visioning Tea will be held in May.
Mayor Rabe opened the public hearing concerning the 2010-2011 budget at 7:17 PM. There were no oral
or written comments submitted. Mayor Rabe closed the public hearing at 7:18 PM.
Motioned by Beer, seconded by Wainwright to approve RESOLUTION 2010-14, A RESOLUTION
APPROVING CITY OF FAIRFAX'S ANNUAL BUDGET FOR FISCAL YEAR 2010-2011. Roll call vote:
Ayes: Beer, Frieden, Otto,Magers and Wainwright. Motion carried. Mayor Rabe declared RESOLUTION NO.
2010-14 duly adopted,
Mayor Rabe opened the public hearing concerning the 2009-2010 budget amendment at 7:19 PM, There
were no oral or written comments submitted. Mayor Rabe closed the public hearing at 7:20 PM.

Michelle Koch Smith gave a presentation about AFLAC policies available to employees. They will be at
the library on Thursday to answer questions and do paperwork.
Discussion was held about a quote from United Health for disability insurance. The clerk is to get clarifi-
cation on the quote in column four.

The City Council reviewed Recommendations 2010-01 and 2010-02 from the Planning and Zoning Com-
mission. These will be reviewed by the building department. Bernie Frieden asked that setbacks when next the
railroad be placed on the P&Z's next agenda,
Discussion was held about the next phase of the water improvements. Shane Wicks distributed cost esti-
mates sheets.
Discussion was held about stormwater issues. Mayor Rabe will send a response letter to the one the City
Council received.
The proposal from CRL Lawn Care was reviewed. Hawk's Ridge Park is to be removed because we plan
to seed the area.
The city clerk was directed to contact Prairie Road.Builders for a cost quote and get;an updated one from
LL Pelling.
Not enough addresses currently have South Slope cable for the City to currently pursue setting up a public
access channel.
Mayor Rabe will talk to someone about serving on the Planning and Zoning Commission.

Shane Wicks showed a layout of the future plans for the trail. He will submit these plans to the MPO for
long term planning.
The city clerk reminded the council members about the Municipal Leadership Academy.
Mayor Rabe stated that he has been attending many area meetings on behalf of Fairfax, he is working on
the computer system specifications,and he wants the CTP Committee to meet in April.

Planning and Zoning Minutes
March 16, 2010
Meeting called to order at 7:00 pm by Chairman Kell. Also present were commissioners Sou-
kup, Hill, Kunze, Meyers, and Nurre. City Council member Frieden was also in attendance.
Approval of Planning & Zoning minutes from the February meeting was moved by Nurre, sec-
onded by Meyers, all ayes.
Discussion on setback distances in MI Light Industrial and M2 Heavy Industrial districts, Ta-
bles in paragraph D, Bulk Requirements, minimum rear yard (feet) already include text `unless
abutting railroad right-of-way, then none". Agreed this statement should be added to minimum
side yard(feet) in both district tables.
Discussion continued on fencing and visibility. Agreed to adopt changes to paragraph A, Visi-
bility at Intersection with no further modifications. Commission requests that the final sentence
to paragraph G be restored to current wording and discard the final sentence to the revision
draft of paragraph G. Two ffirther revision drafts to paragraph G were requested for considera-
tion at the next meeting. The first is to strike the sentence regarding fences or hedges less than
four feet high. The second includes the removal of the same sentence and the insertion of text
"in the front yard or" to the first sentence after "may be located" and before "within the triangu-
lar area formed".
Commissioners Hill,Nurre, and Kunze plan on attending the Planning & Zoning for Local Offi-
cials Workshop, scheduled for Wednesday, April 7, at the Clarion Hotel and Convention Cen-
ter. Registration and a light meal begin at 5:30 pm, the program follows at 6:00 pm. Cynthia,
registration and payment are: due two weeks prior, Wednesday, March 24. Please register these
three commissioners for this conference using the information included on the brochure.
Chairman Kell informed the commission that updates to the zoning map are still underway.
