We are reading the meters around the 20th of each month. In June we read them on June 2st and in July we read them on the 21st. So, this most recent bill should be exactly one month's usage. You may have noticed that there doesn't appear to be the right number of G digits on the bill for the meter reading. This is because the auto read equipment rounds the readings. Most meters are rounded to the hundredth gallon place. That means it will drop the last two digits just left of the decimal point. If you have a decimal point on your meter, you probably will see three digits dropped. Larger meters will round to the thousandth gallon mark. What does this mean for your bill? Really nothing except if you have used 3,150 gallons, a meter that is rounded to the hundred gallons will just bill you for 3,100 gallons and a meter that is y rounded the thousand gallon mark will just bill you for 3,000 gallons. It will pick up that extra usage when you reach the next rounding mark. Since you won't have to worry about your meter reading, do you want to sign up to have your City of Fairfax utility bill automatically withdrawn from your bank account? If so, look for the form later in this FACTS, go to our website for the form, 'or stop at the city clerk's office to get one. Just fill it out and return it to j the city clerk's office. Forms submitted by the 15th of the month will be effective for the next month's payment. II MOVIE IN THE PARK The Parks and Beautification Committee is sponsoring the Movie in the Park again this summer. Friday night, August 20, (with a rain date of Saturday, August 21)they will be showing Toy Story at Hawk's Ridge Park. This is located on West Prairie Drive in Fairfax. There is no admission charge for this event. The movie will begin at dark. Some refreshments will be served with the proceeds going towards part projects. This is the first in the series M' of these wonderful family films about toys we have all learned to r love. FAIRFAX TRAP SHOOTERS On the back of this photograph is stamped the date of July 2, 1933. The trap shooters had a site where Casey's is now located. For their club house, they had purchased and moved an old rural school house. They utilized half of the structure. The other half became the garage at the Edna Delaney home on Williams Boulevard. Jimmy Faulks was on the editorial staff of the Cedar rapids Gazette. Frank Brochizer was well known in gun club circles. Frank Lightner came from a home building family and built several homes in Fairfax„ including numbers 132, 203, 208, and 216 on Church Street. Charles Heaton shot in the Nationals at Vandalia, Ohio. One time he broke 200 in a row. John Krall shot 198 at the State Qualifications at Sioux City. Dave Neuhaus was a lad of nine or ten and loaded trap for them from a small 4' x 8' structure with an open front and a corrugated roof. The group disbanded in the summer of 1941. Dave recalls the time the first carload lot of Winchester Super X shells came to Fairfax. Charles Heaton and John Krall did not have suf- ficient funds to cover the cost,but somehow managed to scrap together enough to cover the bill.. After many years of service our city finance administrator, Nancy Flickinger, has decided to move on from her employment with Fairfax. Nancy provided great service to our city and its citizens over the last ten years and we appreciate the hard work that she produced. She did a great job of helping me get up to speed on our financial position and answering many of my "dumb" questions. In talking with current and past council members she also did a great job of helping keep the city on a solid finan- cial footing during our years of rapid growth and change. Cynthia Stimson, our current city clerk, will be assuming the job responsibilities of Nancy. She has proven herself in the role to this point and has previous experience from her time with the City of Springville. We hope to have a new deputy city clerk in place shortly after our next council meeting. This role will assume more of a front line, customer service orientation. Therefore it will be important that we find someone that will provide excellent service to our citizens. We have re- ceived a large response and look forward to hiring the correct fit along with the rest of our hiring committee, Cynthia Stimson and Councilmember Travis Otto. Please continue to provide feedback to your council members and myself. This has been invaluable at times to know what kind of issues you feel are important and what you feel are rele- vant in your respective neighborhoods. It helps keep our perspective in check as you can help be our eyes and ears throughout town. Lynn Miller and Ron Dusil discussed the following maintenance department issues: Rathje Construc- tion's restoration work,water drainage,the broken lift station pump, insurance safety issues,road barricades,the block heater on the generator,and mowers. The Parks and Beautification Committee will show a movie on July 23 in Hawk's Ridge Park. They want to get trees and a swing set ordered. The City Council wants to be sure they get the plan set first,so items are placed in the correct locations. A needed slide replacement at Prairie Creep Park was discussed. Cynthia Stimson presented some of the financial reports and a tax levy listing. She reported that she is working on learning Quick Books. Harold McCormick discussed water detention requirements. Stopping building permits until detention basins are in compliance was discussed. Ron Maxa,331 Highland Court,discussed the condition of the area behind him, He asked about the mowing process,stated that the outlet is plugged,and said that the area will need to be repaired and drained to mow properly. Virginia Soukup informed the City Council about a water runoff problem, The culvert on the comer of Church and Vanderbilt was filled in and this snakes more water drain to the south side of Church Street. Harold Zenisek discussed the maintenance of Southview Road West and the placement of a semi at Ri- ley's. Cathy Bayne stated that there is vegetation over the sidewalk at the apartment building on the corner of Main and Vanderbilt Streets. Mayor Rabe opened the public hearing to consider amending sections 1.05, 1.07,and 1.08 of the Fairfax Zoning Ordinance of 2000,Fairfax,Iowa,at 8:17 PM. Barbara Conner read a letter about her concerns about set- back requirements. JoAnn Beer's email with questions about existing fences was reviewed. The current zoning code was reviewed. The process of the revisions and the drafts of the ordinances were discussed. The city clerk reported that she had not received any other written or oral objections. Mayor Rabe closed the public hearing at 8:40 PM. Shane Wicks discussed the East Cemetery Road detention basin. He had an estimate of$12,000 to im- prove the drainage and maintenance of this area. Jeff did not complete the required im- provements by the date deadline and the work that he has had done is not according to the engineer's specifica- tions. A letter about this project and possible enforcement options is to be sent. Shane Wicks presented a request from Prairie Creek Veterinary Clinic to remove the culvert in 80s'Street. This culvert is in an.old field access. No action was taken on this request at this time. CI'T'Y COUNCIL MINUTES JULY 13 , 2010 CONT1INUED: Discussion was held on the building permit application from Michael and Deanna Heintz. Water drainage was discussed. Shane Wicks stated that the City should determine site plan minimum standards and a procedure with a checklist and schedule for review. The roadway repair at 76h Avenue and Williams Blvd. was discussed. The box culvert is in terrible shape. Linn County did a minimum fix because their mower fell in the hole. Linn County sent the City a bill for $1,115,16 for this work. A proposal from Mr. &Mrs.William Gibney for the purchase of their property near City Park was re- viewed with no action taken. Discussion was held regarding an ordinance about grass/weed height. Several samples were reviewed. The clerk is to draft an ordinance. An estimate for the repair to the ditch area along Church Street was reviewed. This area was damaged due to a car being driven into the ditch. The City has pictures and the name of the car's owner. The Linn County Sheriffs Department is to be contacted. Discussion was held about the proposed salt and sand bunker. More information is to be gathered for the nett meeting. The city clerk was directed to advertise for a full-time deputy clerk position. Mayor Rabe,Travis Otto, and Cynthia Stimson will serve as the interview committee. They will have a recommendation for the next city council meeting. Motioned by Magers,seconded by Wainwright to approve the financial reports and list of claims dated July 13,2010. WATER/ EWER/SOLID WASTE BILLING PROCEDURE The City of Fairfax bills for water, sewer, and solid waste services on a monthly basis. The water and sewer charges are based on your water consumption. Click on the Documents link on the home page and then on Rate and Bill- ing Information on the documents page. Bills are mailed on the first of the month. They are due by the 15th. We accept cash or check, not debit or credit. ,Accounts not paid in full by the 15th will be service charged a $15.00 late fee. Since you longer have to read your meter, the service charge for late meter readings has gone away. A disconnect notice is mailed to those accounts still not paid after the 17th. Payment must be received by the date listed on the notice or service will be disconnected. Disconnect day is usually around the 26th of the month. Payment on disconnect day must be in cash. A free auto debit option is available to all customers.. You must fill out a form and then we debit your checking or savings account on the 10th of each month to pay your bill on time and in full each month. PLANNING AND ZONING MINUTES JULY 20, 2010 Planning and Zoning Commission July 209 2010 The regular meeting of the Fairfax Planning and Zoning Commission was called to order by Chairman Kell at 7:02 pan. Commissioners present:Boxa,Hill,Kell,Kunze,Nurre,and Soukup. Absent Meyers. Three persons from a nearby neighborhood were present. Approval of the minutes from the regular meeting held June 15,2010 was moved by Soukup,seconded by Boxa. All ayes. Motion carried. The commission discussed the recently proposed zoning code revisions that are before city council. The first read- ing has taken place and council is planning on returning to the revisions. Current zoning maps were available to the commission and these were viewed along with a list of potential correc- tions and modifications supplied by the city engineer. The commission decided that this list should be prioritized and worked on steadily with the goal of a complete,correct map. First,the old 2RM zoning district. Are these legal,non-conforming? Should they be rezoned to a conforming district? What are the pros and cons of these ac- tions? Second,non-conforming lots in 9RS in Fairfax proper. Third,lots in McGinnis 1st addition. It appears the map zones and the lot lines do not coincide,is this common? Fourth,the city boundary along Highway 151. The boundary follows the centerline on some portions and the east side on others. 'The commission would like to re- quest the assistance of the city clerk and city engineer at future meetings,beginning with the 2RM district issue. The comprehensive plan is still relatively current,however the commission would like to inquire when census fig- ures might be available to compare population growth estimates made in the plan to current data. The 28E agreement was discussed among the commissioners,as a few had not been present at previous discus- sions. The history of the agreement was discussed,and where the lines are currently. The commission asks for input from city council if any action need be taken by the commission so the comprehensive plan map for city growth and these borderlines are in agreement. Several of the commission members attended the Smart Planning Web Seminar and shared a summary of that meeting with other commissioners. It was the commission's understanding that the IDED Grant's purpose was for aid in city planning,and the deadline for application was very near with the need for matching funds. Since the city's comprehensive plan is current,it was decided to forgo this application. Time was reserved as an opportunity for citizens not on the agenda. The three persons in attendance submitted that their questions were addressed by earlier discussions. A motion to adjourn was moved by Nurre at 8:17,seconded by Kunze,all ayes. Arrive Alive—Don't Text and Drive. NEW AUTO PAYMENT OPTION Would you like to have your City of Fairfax utility bill come out of your bank account automatically? Well, this is the time to sign-up! The City of Fairfax now has the option to of- fer automatic withdrawal from your bank account, no matter where you bank. The withdrawal can come out of a checking or savings account. On the following page is the form you need to fill out and return to the City of Fairfax. Please fill out all of the information, including your utility account number, address, and tele,- phone number in the office use area. You must be listed on the bank account in order to sign up to have an automatic withdrawal come out of that account. Any forms received before the 15th of the month will start the following month. The City of Fairfax will be processing all auto payments on the 10th of each month or on a business day or two after the 10th. We will be processing only one batch each month, so you must agree to have the bill debited at that time of the month. You will receive a copy of your bill so you know what amount we will be deducting. As long as you have sufficient funds in the account, this will avoid any late payment fees because the payment will always be proc- essed before the 15th. If you do not have available funds in the account, all late fees and any nonsufficient funds charges and procedures will apply.
