In March a census form will be delivered to every residence in the
United State and Puerto Rico. When you receive yours,just answer the
10 short questions and then mail the form back in the postage-paid enve-
lope provided.. If you don't mail the form back, you may receive a visit
from a census taker who will ask you the questions from the form.
The data collected during the 2010 Census helps communities
receive funding. It also determines the number of seats our area receives
in the U.S. House of Representatives as well as in the Iowa Legislature.
The information is being collected on every person living at your
address as of April 1, 2014. This is a summary of the questions:

2. Were there any additional people straying here April 1, 2010 that
you did not include in Question 1?
3. Is this house, apartment, or mobile home—owned or rented?

Each additional person will also have to answer how they are re-
lated to the first person listed.

Thank you for the opportunity to serve you as the Mayor of Fairfax. I look forward, with your help,
to ensuring that Fairfax remains the best community in Iowa. We have tremendous potential, great
resources of local talent, and something other small communities are dying for-GROWTH. I am excited
to be able to orchestrate this as we continue to build on the success of our past and position ourselves
for the future.
Some of you may be asking, "What does a Mayor do?" As Mayor, I will be in the position to manage
our city, strategize and plan for appropriate future growth, and be a conduit of information between
our departments, committees, citizens and city council. One key to this will be communication with.
you on what the city would like to do, how we would like to improve and how you can help us do this.
The theme I would like to propose to you, the citizens of Fairfax, for the New Year and the new
decade is UNITY. There are many things we have that already help with this, including our Fairfax
Youth Sports Association and the USA Days- to name just two examples. However, we need more
participation from all facets of Fairfax in order to make our town more enjoyable to live in. Unity leads
directly into another area that I would like to build on, Fairfax PRIDE. Growing up in small towns all my
life, Fairfax has so much to offer that would make other town's envious- growth, friendly citizens,
being in a fantastic school district and having a great age spectrum. These and others are all things
that we can be proud of and should continue to improve on. So,feel free to step up and get involved.
So,to avoid having to call this Mayor's Hour, I will wrap up by saying that my door is always open.

WATER METER PROJECT
The City of Fairfax is in the process of implementing i an Automated Meter Read
System on our water meters. The automated reading feature utilizes radio technology..
After the system is installed and activated for the entire community, we will be able to
capture everyone's water meter reading by simply driving by the properties. You must
.,keep reading your water meter until you are notified that we have the system fully
functional. This is anticipated for some time this summer, you will be notified by the
City of Fairfax once the project is complete and automated reading has started.
The City of Fairfax has contracted with Flster AMCO Water, Inc. for this project.
They have hired Midwest Testing, LLC to install the equipment. All of their workers will
be wearing some sort of Midwest Testing shirt, be driving vehicles clearly marked as
Midwest Testing, and be carrying an identification badge. This company has extensive
experience in these types of installations.
Midwest Testing will begin the installations on Monday, February 22, 2010. The
installation process is expected to take two or three months. The project completion
date is in July. They will be knocking on doors between the hours of 8:00 AM and 8:00
PM. Most of the work will be completed Monday through Friday, but they will work
some Saturdays. When they came to the door, they will ask if it is ok to do the installa-
tion needed for the Automated Meter Read System. An adult must be present for
them to enter and proceed with the installation.
Most of the residences in the original section of Fairfax will require both a water
meter and the remote transmitter be installed. Most of the residences in the newer
sections of Fairfax will only need the remote transmitter installed near the water meter.
We will not be using the touch pads that some residences have mounted on the out-
side of their building and wired to the meter. No wires will need to be run through your
home. The average time of installation is about 15 minutes.
Midwest Testing will need to have access to each and every address on our
water system. They have found that the open door knock in an area works best. if
you know that no one will be available during their work hours or you have to make
sure what day they will be at our address you can call y a limited number of addresses

846-2204 to make an appointment. We will be allowing s
to make appointments.
There are a few things you can do to help make this a quick, easy process.
t. Be sure you know where your water meter (or meters) are located. Meters are usu-
ally in a basement or drawl space and are always inside, away from the freezing
weather.
2. Be sure the area around your water meter is clear with ample workspace at the
meter and with a clear path to the meter.
3. Check to make sure your valves are in good working condition. The valves before
and after the water meter are the homeowner's responsibility.
This is an exciting project for the City of Fairfax and a great improvement to our
water system. We thank you in advance for your patience as we undergo this con-

There are many issues to remember concerning snow. Be sure to drive and walk care-
fully. Slick conditions are beyond our control and can set in very fast. If you don't have to be
out during a storm, please stay in and stay safe.
Remove all vehicles from the street parking areas during a winter storm. Don't place
them back on the street until the snow has stopped and the street has been plowed. The snow
plows are much move effective when they can pass through the street easily and straight along
the side of the road. Vehicles on the street must be moved every 24 hours.
It is the responsibility of the abutting property owners to remove snow, ice, and accumu-
lations promptly from sidewalks. If a property owner does not remove snow, ice or accumula-
tions within a reasonable time, the City may do so and assess the costs against the prop-
erty owner for collection in the: same manner as a property tax. Be kind to walkers and
help make their pathway clear.
The snow plows deposit the snow along the side of the road. This means that-.44
you will have snow placed in the area of your driveway, mailbox, and sidewalk. The
post office will not deliver your mail unless the driver can access the mailbox. The
City may make multiple passes to keep the street area clear. This may require you to clean
these areas more than once for each storm. There is no way to avoid this snow placement.
When you remove the snow, do not place it back in the street or on someone else's property.
You are liable for the snow at the front of your property. Make sure there is proper
visibility for vehicles on the street and pulling out onto the street.

NOTICE OF INTENT TO FILL CITY COUNCIL
VACANCY BY APPOINTMENT
The City of Fairfax, Linn County, Iowa, has a vacancy on the city council
as of January 1, 2010, due to the resignation of Jason Rabe. Jason has been
elected as mayor and he began serving in that capacity on January 1, 2 0 10.
Pursuant to Section 372.13, (2), (a) of the Code of Iowa, notice is hereby
given that the City Council of Fairfax, Linn County, Iowa, intends to fill this va-
cancy by appointment during their next regular city council meeting that will be
held at Fairfax city hall at 7:00 PM on Tuesday, February 9, 2010. However, the
electors of the City of Fairfax have the right to file a petition requiring that the va-
cancy be filled by a special election. If electors wish to require a special election,
a valid petition requesting a special election must be filed with the city clerk
within fourteen days after publication of this notice or within fourteen days after
the appointment is made. If no such petition is filed, the appointment shall be for
the period until the next pending election as defined in Section 69.12 of the Code
of Iowa.
Eligible electors of the City of Fairfax, Linn County, Iowa, wanting to be
considered for appointment should submit a request in writing to the city clerk's
office by 4:00 PM on Thursday, February 4, 2010.

was in last month 's issue stating they would fill the vacancy
during their regular meeting in January. Due to scheduling
conflicts, the meeting had to be moved to a different date in
January. This change made another published notice required.
This is why they will not be appointing anyone until their regu-
lar meeting in February.

REGULAR CITY COUNCIL MEETING
JANUARY 149 2010
The regular meeting of the Fairfax City Council was held Thursday, January 14, 2010, at Fairfax City
Hall. Mayor Rabe called the meeting to order at 7:00 PM. Council members present: JoAnn Beer, Bernie
Frieden, and Marc Magers. Marianne Wainwright was absent. One seat is vacant. Other city staff present: Cyn-
thia Stimson,Ron Dusil,Lynn Miller,and Cathy Bayne.
Motioned by Frieden, seconded by Beer to approve the agenda. Ayes: Beer, Frieden, and Magers. Ab-
sent: Wainwright. One seat is vacant. Motion carried.
Motioned by Beer, seconded by Magers to approve and place on file the City Council minutes from De-
cember 15, 2009 mid the Planning and Zoning Commission minutes from. December 15, 2009. Ayes:. Beer,
Frieden,and Magers. Absent: Wainwright. One seat is vacant. Motion carried.
Linn County Deputy Sheriff Chad Lemense gave the report of hours and calls. Library Director Cathy
Bayne asked where the library staff and patrons are to park during a snow emergency. Mayor Rabe will meet with.
Cathy to discuss solutions. Fire Chief Mike Sankot asked about the pagers not working. Deputy Lemense replied
this was due to their move and he would pass on the message.
Cathy Bayne stated that the library has been slower, but that the school age activities help to keep up the
traffic.
Mike Sankot informed the Council that the fire department is looking into the possibility of purchasing a
new fire truck. A rough cost estimate for a new tanker is $140-180 thousand dollars. The truck it will be replac-
ing is 24 years old and will be sold. The loan payback will be paid from the fire department's regular budget,with
a five year payback. If other funds become available, it may be possible to pay off the loan early. Chief Sankot
was given,the counicil's endorsement to proceed with this process and get more specifics.
Ron Dusil discussed maintenance department issues. A pump is out at the lift station. The parts are com-
ing from Germany. The maintenance department is pricing a spare pump. A pump at the tower is losing pressure.
It needs to be rebuilt. He is working on the 28E specifics. He would like to have a sand bunker and some equip-
ment added to the capital rotation budget considerations.

PROVING CHANGE ORDER NO. S FOR THE WATER MAIN REPLACEMENT PROGRAM,PHASE I
IMPROVEMENTS. Discussion was held about the wording of the resolution and how the change order process
works in conjunction with the contract amount. Roll call vote: Ayes: Beer,Frieden, and Magers. Absent: Wain-

Discussion was held about hiring Bill Voss to manage the city's farm:ground. A contract is to be dratted
for review.
City Engineer Shane Wicks discussed the City's per linear foot charge for water and sewer hook-up.
These fees will be reviewed.
The Council reviewed quotes for health, life,AD&D, and disability insurance. Discussion was held about.
current benefits and coverage in the quested policies. They will allow AFLAC to come and make a presentation to
all employees and start a group if there is enough interest.
Motioned by Magers, seconded by Frieden to accept the quotes for the following policies from United-
Healthcare Plan of the River Valley,Inc.:
• Line 28, Heritage/SELECT, 9SDPC15130/10/2000/750LMP, for a group monthly premium of
$3,255.15.
• Basic Life for a flat$15,000,for a group monthly premium of$63.00.
• AD&D,for a group monthly premium of$4.20.

Motioned by Frieden, seconded by Magers to set January 26, 2010 at 6:00 PM as the date and time for a

Discussion was held concerning the current vacancy on the City Council. The City Council still plans to
appoint someone to fill this vacancy. The date to appoint will be moved to February 9,2010. Notice is to be pub-
lished.

Motioned by Frieden, seconded by Magers to appoint Hall and Hall Engineers, Inc. as the city engineer-

Discussion was held about payment on an invoice for work at 510 Church Street. Mayor Rabe will ds-
cuss this with Dave Zinser.
Shane Wicks reminded the City Council of the additional costs for the water meter project that will not be
covered by the two loans.
The City Clerk showed information about a Planning and Zoning seminar. She is to pass this on to the
Solid Waste Agency was reviewed.
CommissMayornRab informed the City Council that we held the preconstruction meeting concerning the water
meter project earlier today and he reviewed the steps and timing of the project.
Marc Magers said that a new member needs to be appointed to the Capital Improvements Committee and
that we need to add equipment and street work to the list.
Motioned by Frieden, seconded by Magers to adjourn the meeting. Ayes: Beer, Frieden, and Magers.

This winter has been a great one for snowmobile owners. You don't always
get so many great opportunities to use your sled. Enjoy the fun. 'While you do,
please remember a few sample guidelines. Ride on a designated trail when possi-
ble. If you must ride in the street, be sure the street has a snow cover and use the
most direct route to and from your destination on designated streets. Do not ride
over other people's private property. This simply is-
n't your property and you do not have a right to be
there. The owner may have something in the yard
that you would destroy or could do harm to your
sled. Do not ride over sidewalks. This makes the
snow really hard to remove.
Do not drink and drive. The life you save
aright be your own.

Winter is in full force. Be sure to check your furnace exhaust pipe to make
sure it doesn't ice over or get snow drifted over it. This can cause your furnace to
act up and not work properly. Also check your carbon monoxide detectors and
make sure they are operating correctly.
The Fire Department is Looking to replace a truck. The current truck is a
1986 tanker. It is stored in the station at Wal.ford along with a pumper truck and a
medical truck. We are in the process of getting prices on a new tanker. We cur-
rently have one pumper, one pumper tanker, one medical rescue, one medical, and
one grass buggy in the Fairfax station. The same personal respond to calls in both
towns. We are one fire department with two stations. .

PLANNING AND ZONING COMMISSION MINUTES
JANUARY 19, 2009
Called to order by Chair Joe Kell at 7:00 pm. Present: Kell, Hill, Soukup,
Nurre, Otto, Meyers, and Kunze. None absent.
Introductions made for new commissioners Meyers and Kunze. The fol-
lowing commissioners agreed to these offices for 2010: Krell as Chairman, Nurre
as Vice-Chairman, Hill as Secretary.
Motion to approve minutes of 12115 P&Z meeting made by Hill, second by
Nurre. All ayes.
Agenda item 5, Revisions to zoning code definitions for side street lot lines
and setbacks. Agreed the draft definition of Street Side Lot Line was redundant a
the end, "is a street side lot line" could be removed. Also, in the current and draft
definitions for Yard, Front, clarification is needed for a "'place line". What defini-
tion does this add and could it be removed?
Agenda item 6, Revisions to bulk requirement graphs for corner side yard
setbacks. No questions raised. Motion to approve draft by Nurre, second by
Meyers. All ayes.
Agenda items 7 & 8, Discussion on intersection visibility and fence regula-
tions. This involves paragraph A on page 38 and paragraph G on page 39 of the
zoning ordinance, also the definition of fence on page 5. Indeed much discussion
to interpret the issue of visibility and fences at intersections. The following is a.
summary of the commission's conclusion. Copy the language defining the "no
more than 30% solid" from paragraph G to paragraph A where it regards fences.
Copy the language defining "feet distant from the intersection of the right-
of-way lines, and measured along the right-of-way lines" from paragraph A to
paragraph G where it regards the 30 feet from intersection distance. It was the
commission's hope that these actions would make the paragraphs more linked and
common in their interpretation. This would need the feedback of Cynthia and
Ron to ensure that the origins of this question are answered.
Agenda item 9, seminar attendance. Preliminarily, commissioners Kunze
and Nurre committed to attending. Commissioners Otto and Hill are possibilities.
All will check availability and answer at the next meeting, which will still be be-
fore of the two week advance deadline of March 24 for the April 7 workshop.
The only added item was the commission's request for an update on the
progress of the zoning map.
Motion was made by Nurre to adjourn, second by Kunze. All ayes. Meet-
ing closed at 9:00 pm.

What ifl don't receive the form
If you do not receive a form, call the Telephone Questionnaire Assistance center at 1-866-872-
6868. (If you prefer a Spanish-speaking operator, then dial 1-866-928-2010.) The lines will be
open from 8 a.m. to 9 p.m. (}your local time) seven days a week from February 25, 2010 through
July 30, 2010. For the hearing-impaired, TDD 1-866-783-2010(during the times noted above)..

You should be counted where you live and sleep most of the time. These residence rules serve
as the guiding principle for the census, whether you are living with relatives because of a natu-
ral disaster or foreclosure, or are a college student living away from home, or a soldier living on
a military base.
What ifI don't have a home?
At the Census Bureau we understand that these can be challenging times for many people. Be-
cause of this, we created the Service Based Enumeration (SBE) operation.. The SBE is designed
to provide an opportunity for people experiencing some form of displacement or lack of perma-
nent address to be included in the census, by counting them at service-based locations, such as
homeless shelters, soup kitchens, etc. The Be Counted form is another way people can take part
in the census. Be Counted fonns are census forms that are available at various community loca-
tions for use by people who either did not receive a census form in the mail or who believe they
were not otherwise included on any other census form.
.How do I get a form in a different language?
The forms are available in six languages: English, Spanish, Chinese (simplified), Korean, Rus-
sian and Vietnamese. English/Spanish bi-lingual forms will be mailed to areas with large num-
bers of Spanish-only households. You will be able to request a form in one of the five non-
English languages via toll-free numbers that will be available closer to Census Day. However,
Language Assistance Guides are available in 59 different languages to help people fill out the
English version of the census form. You may also access large print and Braille guides and a
language reference dictionary
Is there another way to met the form other than the snail?
Be Counted forms are census forms that are available at various community locations for use by
people who either did not receive a form in the mail or whose information was not collected on
any other form. Be Counted forms are available in English, Spanish, Chinese, Korean, Viet-
namese and Russian. These forms can be picked up in various community locations and mailed
back in the attached postage-paid envelope.
Can I rill the Lorm out online?
No, not this time. We are experimenting with Internet response options for the future

Many residents who do not complete and return a 2010 Census form will receive a replacement
form. If no form is mailed back, residents can expect a personal visit from a census taker some
time after March 2010. The census taker will ask you the questions on the form, record your
answers and then submit the farm for your household. Learn more about the census taker.

How do I know the form I received isn't counterfeit?
Any request for census information from the Census Bureau will be clearly identified as coming from
the U.S. Census Bureau and as OFFICIAL BUSINESS of the United States. Before your household '
receives a mailed form.., a phone call or a visit from the Census Bureau, you will be given a few days'
notice with a letter from the Census Bureau Director.
Securi : Who sees my in ormation?
By law, the Census Bureau cannot share respondents' answers with anyone, including the IRS, FBI,
CIA.or any other government agency. All Census Bureau employees take the oath of nondisclosure and
are sworn for life to protect the confidentiality of the data. The penalty for unlawful disclosure is a fine
of up to $250,000 or imprisonment of up to 5 years, or both.
Can my neighbor see my information?
No. It is unlawful for the Census Bureau to give personally identifiable information about an individual
to any other individual or agency until 72 years after it is collected for the decennial census. Addition-
ally every Census Bureau employee has taken an oath to protect your information and is subject to a
jail term., a fine--or both—if he or she discloses ANY information that could identify you or your
household.

Quality checks are used to assure our procedures are working and that our staff is doing the job they
were assigned to do. These checks require that some households be visited more than once. Addition-
ally,if you returned your form late, your response might not be logged before a census taker is sent out.

Census takers visit local homes up to three times to record resident information for 2010 Census. The
census taker leaves a door hanger} featuring a phone number, each time, if the residents they're trying
to reach aren't home. Residents can then call the number to schedule the visit. In addition, quality
checks to ensure that census procedures are working and census staff is doing their job will require that
some households be visited more than once.

INS SUPERIOR STUDENT OF THE MONTH PROGRAM
Yet again, South Slope has partnered with Iowa Network Services (INS) for another exciting program
available to students in grades 9 thru 12.Listed below are the details.
The INS Superior Student of the Month program recognizes students in grades 9 - 12 who have dem-
onstrated excellence through their achievements in academics, arts,community, church, sports,political,
club and/or entrepreneurial involvement. Each month during the academic high school year, INS will
recognize one high school individual as the winner. Winners will receive a framed certificate and a$250
savings bond.
Nominations must be made by a community leader, teacher, counselor, advisor, school leader, or other
adult who has experienced understanding and involvement with the nominee. The student must be a stu-
dent of outstanding character and deserves to be recognized. The student accomplishments must have
been fulfilled within the last 18 months of the nomination.
The nomination form is available, and is required to be filled out on line at

nees from across the state of Iowa.A panel of tluee, third-party, independent judges outside the state of
Iowa will select the winner based on achievement, growth, volunteerism, overcoming challenges, being

• Scholastic
• Art,Music, and/or Theater
• Sports
• Community and/or Church
• Club, Organization, and/or Political
• Entrepreneurialism
The nominator will be required to validate the online entry by calling the number given upon completion

viding the confirmation number along with your recorded message, the nominator is consenting for
