HomeMy WebLinkAboutJuly 2010 City of Fairfax— July 2010 - 7777, Y FAN T r MUPDATE WATER METER P OJECT The City of Fairfax dial the first live run of the remote water meter read- ing equipment on Monday, June 21, 201011 That means unless you are moving in or moving out, you don't have to bother to read your water meters any snore! There are a few addresses that we still need to access to test or replace the equipment. If we have left a message, please be sure to give us a call back and make an appointment so that the City can have access to your water meter , • to test the equipment. You may have seen the City staff driving around with multiple people in i a vehicle. We were learning to use the system. It takes less than an hour to read the entire community. The bill that will be mailed on July 1 will include usage through the morning of June 21. This is probably more days that are usually included on. your bill. This will only happen this first time. The City will be reading the • meters around the 20th of each month. So, future bills will only have one month's usage. We thank you for your cooperation to help us get this new system in- stalled and fully functional. Since you won't have to worry about your meter reading, do you want to sign up to have your City of Fairfax utility bill automatically withdrawn from your bank account? If so, look for the form later in this FACTS, go to our web- site for the form, or stop at the city clerk's office to get one. Just fill it out and return it to the city clerk's office. Forms submitted by the 15th of the month will be effective for the next month's payment. MOVIE IN THE PAS The Parks and Beautification Committee is sponsoring the Movie in the Park again this summer. Friday night, July 23, they will be showing Raiders of the Lost Ark at hawk's Ridge Park. This is located on West Prairie Drive in Fairfax. There is no admission charge for this event. The movie will begin at dark. �,� Bring your lawn chairs, blanket, and the entire family to enjoy this action packed film! July 2010 Where would I start and where would I end when it comes,to thankfulness? At the start, thanks to the good Lord for beeping us safe and dry during our events. Then I would thank a young lady named Teran Pegump who carried this year's Fairfax USA Day's on her shoulders. At the end of the list might be Phil Pankey who offered unscheduled as- sistance and kept our big day on track. Phil lasted until just after midnight Saturday and he even outlasted me! Please remember he's a lot younger! And now for the middle... Thanks to the three congregations and their leaders for making the Ecumenical service a success. Thanks to the Grand Marshal and the WWII veterans. Thanks to all the bands: Aero-Root, Corridor Quartet, Czech Plus, Erica & Andy, Gone Fishin', Large Midgets; Live Broadcast and White Liar. Some bands endured the heat, some the tough condi- tions, some delays, but all sounded great! (Please keep Leonard Reyman in your prayers as he had to cancel due to health issues.) Thanks to the City of Fairfax, the City Council, the City workers, the City Clerk, local businesses and friends of Fairfax that supported our celebration. Special thanks to the American Legion and the Ladies Auxiliary for hosting the dance Friday night and hosting the barbeque next to the church Saturday. Thank you seems insufficient when I recall the Fairfax.Volunteer Fire Department's Fireworks Spectacular. It was remarkable! Thanks to the working Officers of Fairfax USA Days: Polly Boland, Teran Pegump and Brandy Zimmerman. Thanks also to the people working the sound systems, those carrying the stages, the people staging the pa- rade and the workers at the Street Farmers Market. From the local churches to Knights of Columbus, thank you. To visiting vendors and visitors to our community, thank you. To All Star Attractions and H&H Fun Rides, thank you. Thanks to coaches and players, spectators and participants. Thank you to all who attended the many events. Lastly, thanks to those who brought the children out in the heat to share in our very special cele- bration of independence. (To anyone I missed, thanks to you too!) This day has been, and I trust will continue to be, a day for families, friends and visitors to share some of the simplest pleasures of life. As to the future, the Fire Chief Mike Sankot and I have agreed to set USA Day's date as the fourth Saturday in June each summer. In 2011 the big day will be June 25th. There are benefits such as a superbly green yard and lots of practice reading my rain gauge; there are also the negatives such as the exposure of the weakness of some our drainage areas. These are being documented with photographs and will be included in future conversation as we continue to improve our city, The city has brought in a couple of financial acid, planning consultants this past month, free of charge,to help us take a holistic approach to planning our city finances while merging that with our i infrastructure needs. We want to be sure that before we start any more projects, such as the water main phase 2, we have our funding sources in place to pay for that project without creating a bur- den on our citizens. This process has been a good learning experience for the city staff, the coun- oil, and myself as we work with the tools we have been given to develop financially sound plans. The city also has made some exciting new progress on the technology front with the implemen- tation of a central server to securely backup our important city information. We are also ready to begin the electronic reading of water meters; our city staff has put a lot of work into turning this into a reality over the last couple of months. Our town, as well as surrounding towns has already seen large amounts of rain fall. We've been fortunate to only have flash flood warnings and not have to act on them,as we did. in previous years, especially in June of'08. Not many people know the seriousness of flooding in our streets or ditches. Please be sure your family is aware to stay away from any standing water, as you -- - -don't know how-deep-a-ditch-is -how fast water-is-flowing; and what-liesbelow the-water. -Sticksi-4oGk-s,- --- and other debris can be flowing towards the drainage areas. So, if you or a family member is in a flooded area,you are in direct danger of something you may or may not know is there. Since the heat wave is upon us,please be sure to keep hydrated. You should drink at least eight glasses of water a day. If you are working up a sweat, you should be sure to drink more than that. If you feel faint, be sure to get in the shade and cool off. In addition to staying hydrated, please be sure to wear the proper sunscreen. Be sure your children are wearing sun screen as well. The LTV rays have been stronger this year than in past years. The Fairfax Fire Department hopes all of our fellow Fairfaxians and visitors enjoyed Fairfax USA Days with the fireworks and all the other festivities. Schrader Excavating should be starting on Linn Street soon. The maintenance department needs the base for the salt and sand bunker to be in place soon so that it will have suffi- cient uf i-cient time to settle. The Parks and Beautification Committee will be having a movie in the park on Tune 25. The Hawks Ridge equipment is on hold because they do not have the placement specifics. We need to work on the grading plan. Mayor Rabe reported that he,Nancy and Cynthia met with Speer Financial and they will be meeting with Cindy Kendall about financial planning. The City Council reviewed the Planning and Zoning's RECOMMENDATION 2010-06. This recom- mendation calls for the approval of Plat of Survey No. 1613,Parcel A&Parcel B-Parts of Lots 12, 13, and 29 of Prairie Creek Estates. They also reviewed a letter of recommendation from Shane Wicks, of Hall and Hall Engp- neers,Inc. Jeff Then was present to discuss his request for the Plat of Survey. Shane Wicks recommended that the City check our process so that we verify the correct lot dimensions are given on the building permit application. Motioned by Frieden,seconded by Otto to approve RESOLUTION NO.2010-31,A A RESOLUTION APPROVING SITE PLAT OF SURVEY NO. 1613,PARCEL A &.PARCEL B-PARTES OF LOTS 12, 13, AND 29 PRAIRIE CREEK ESTATES THIRD ADDITION, Roll call vote: Ayes: Beer, Frieden, Otto, Magers, and Wainwright. Motion carried. Mayor Rabe declared RESOLUTION NO. 2010-31 duly adopted. CITY COUNCIL MINUTES JUNE 8, 2010 The USA Day activities were discussed. Discussion was held about the permit process for the vendors, Motioned by Magers, seconded by Frieden to require the USA Day Committee to get a peddler's permit. This will cover all vendors at any USA Day activity. The City of Fairfax is to refund any fees already paid for separate peddler's permits. A Linn County Deputy Sheriff distributed the list of calls. Parked vehicles in no parking areas,golf carts, and mini bikes were discussed, Discussion was held on the length and.frequency of city council meetings. Mayor Rabe is to prioritize the agenda items, Discussion was held on the stormwater management ordinance, Shane Wicks stated that the City does have the power to hold up an occupancy certificate until all stormwater issues are to the City's satisfaction, Sec- tion 100.06#3 will be revised. The City will work on notification and enforcement of the code requirements. The connection fees for water and sewer service were discussed. The ordinance is to be revised, May 28th was the completion date for the Water Main Replacement Project- Phase 1. The City can charge liquidated damages of up to $500.00 per day if we incur additional costs because of the delay. The seal coating is scheduled for next week, Shane Wicks recommended we don't accept the project until the fall to see if the seeding comes in. The trail project was discussed, Shane Wicks estimated that it would take another$5,000-$10,000 to get the engineering to the preliminary point. We have received approval from ECICOG to change some of the specifi- cations to save money, A committee of Mayor Rabe,Marc Magers,Nancy Flickinger, and Dick Ransom will dis- cuss the project and cost responsibilities, Shane Wicks reported that Nutri-Ject has been contracted to fix the wastewater treatment facility. Shane Wicks discussed the status of several drainage issues, The City Council reviewed Planning and Zoning's RECOMMENDATION 2010-01 through RECOM- MENDATION 2010-05. The clerk was directed to proceed with the required publications to adopt these changes to the zoning code. Mayor Rabe appointed Anthony Nederhoff to the Library Board of Trustees for a six-year term that be- gins July 1,2010. Mayor Rabe has completed the employee reviews, Motioned by Beer,seconded by Wainwright to approve a merit raise of.60 per hour for Lynn Miller as of the date of his six-month employment and to give the six reviewed employees a 3%raise for the 2010-2011 fiscal year. He ex- pressed his wish to have the speed bump reinstalled on Fairfax Road and to have the area near his house graded so he can mow the area. It was discussed to have the Linn County Sheriff's Department do a traffic study of this area. Cynthia Stimson let the city council know that the remote water meter read program is nearing the go live date,we have had many people signing up for automatic bill deduction, and that the City has received an old plate from an Iowa resident living in Arizona. PLANN1NG AND ZONING MINUTES JUNE 2, 2010 Planning and Zoning Commission June 2, 2010 The special meeting of the Fairfax Planning and Zoning Commission was called to order by - -__ __..C-ha�ri�an Kell-at7-�0O-p�Commi ner-s-present:1 ox-;Hill;7£ei-l;-Kunze-Meyers;an i-._. - kup. Absent: Nurre. Others present: Jeff Then of Synergy Development Group, L.L.0 and Shane Wicks, city engineer. Discussion on Plat of Survey (POS) 1613 Parcels A and B. Background was supplied for com- missioners absent from the previous meeting. It was discussed that though this was not a diffi- cult cult error, the developer and the city alike should renew awareness and receipt of the current approved plat and avoid outdated copies. Also discussed was the question of the need for an casement along Prairie Creek Estates lots 12, 13, and 29 and that vacating this easement might help clear up interpretation of overhangs from structures on those lots. Motion was made by Meyers, seconded by Boxa to recommend acceptance of POS 1613 Parcels A and B including the comments detailed in Shane Nicks approval recommendation letter dated May 27, 2010 regarding the need for a revised site plan before an occupancy permit is issued. All ayes. Mo- tion carried. Shane Wicks had supplied updated Fairfax area maps with the 28E agreement lines with Cedar Rapids included. An introduction began into what this agreement describes about future city limits and the timeline of the document. Shane Wicks agreed to look into some details about renewing this document and whether it should be updated, especially if this process needs to begin some defined number of months before March, 2011. The various underground facility operators will dispatch "locate" personnel. to the area to mark the underground facility locations with flags and paint markings, showing where underground facilities are located. This is so the excavator can avoid damaging the fa- cilities once the project begins.. Iowa law applies to professional contractors as well as homeowners and encompasses a wide array of outdoor projects including: installing a fence, planting trees or shrubs, digging for any type of structure, putting in a patio or driveway, installing a septic or water system, ter- racing, and landscaping. A preliminary copy of an updated zoning map for Fairfax was spread on the table alongside the current map. Commissioners reviewed the map and the list of potential revisions supplied by the city engineer. These potential revisions could be researched and reviewed to clarify current borders and address areas zoned with old district descriptions. It was generally agreed that this list should be prioritized and each item could addressed every few meetings in the future. The current comprehensive plan was discussed among the commissioners. Some needs identi- fied by the plan have shown progress, such as parks, while others are ongoing, such as trails. Many of the forecasts within the plan are based on population growth. The commission would like to inquire when Fairfax might receive results from the 2010 U.S. Census so the predicted population could be compared to current numbers. The 28E agreement discussion was forwarded to another meeting so that more information could be gathered from the city engineer and/or city council. Hill Secretary ]Planning and Zoning Commission NEW WATER METER ISSUES The City of Fairfax has implemented some new procedures concerning our water me- ters. The device that is attached to the meter that transmits the meter reading (the ERT) is a small computer. Because of this, we need to ensure they are not damaged. The City will be HISfiadiing adf wate��meters you-areF -buil-dere wii�g you Mani meter-shell s,o____--_- that your plumber can set the plumbing at the proper distance. When you are ready for the me- ter, you will need to give the City of Fairfax a call to have our maintenance employees come,set the meter and test the ERT. If you need to install a larger meter for an irrigation system, you will need to give the City a call and let us know what size of meter you need. We plan to carry some one inch me- ters in stock for this type of situation. There may be an additional cost to upgrade to a larger meter. The City will do the removal of the smaller meter and the installation of the larger me- ter. Any plumbing before or after the meter is the homeowner's responsibility. Residents should not stack a bunch of stuff around the meter. The reading goes out in the air on radio waves. Metal objects interfere with the radia waves. Do not bump the ERT or try to remove the wires. The City will be installing locking nuts each time we visit an address. This is another way we can help ensure our meters are not being tampered with. We thank you for your help keeping this new equipment working! .NEW AUTO PAYMENT OPTION Would you like to have your City of Fairfax utility bill come out of your bank account automatically? Well, this is the time to sign-up! The City of Fairfax now has the option to of- fer ffer automatic withdrawal from your bank account, no matter where you bank. The withdrawal can come out of a checking or savings account. On the following page is the form you need to fill out and return to the City of Fairfax. Please fill out all of the information, including your utility account number, address, and tele_ phone number in the office use area. You must be listed on the bank account in order to sign up to have an,automatic withdrawal come out of that account. Any forms received before the 15th of the month will start the following month, The City of Fairfax will be processing all auto payments on the 10th of each month or on a business day or two after the 14th. We will be processing only one batch each month, so you must agree to have the bill debited at that time of the month. You will receive a copy of your bill so you know what amount we will be deducting. As long as you have sufficient funds in the account, this will avoid any late payment fees because the payment will always be proc- essed before the 15th. If you do not have available funds in the account, all late fees and any nonsufficient funds charges and procedures will apply. Since the auto meter reading program is operational, the only thing you'll have to do is to remember to subtract the auto debit amount from your balance.
