My wife probably thanks I should have bought a little less treasure and gotten rid of more junk. This coming month is an exciting one for our city. We will be having the much-anticipated Fairfax USA Days. The Fairfax State Savings Bank, the Fairfax Flare Department and many other local business put much effort into this event- I want to thank on behalf of the city all those in- volved in making this an event we can all be proud of. There are several new events this year in- eluding a street dance and a street market. A topic that has risen over the last couple of months in talking with citizens is the security of our town. We currently contract with the Linn County Sheriff to provide patrols in our area. I would encourage each of us to do our part if we notice anything or anyone out of the ordinary mi our neighborhoods. Oftentimes, we are lulled to sleep by living in a relatively small, peaceful town. However, due to our close proximity to a large town and several busy interstates there is the potential for easy crimes to be committed. DEFINITIONS • Maximum Contaminant Level(MCL)—The highest level of a contaminant that is allowed in drinking water. MCLs are set as close to the MCLGs as feasible using the best available treatment technology. • Maximum Contaminant Level.Goal(MCLG)--The level of a contaminant in drinking water below which there is no known or expected risk to health. MCLGs allow for a margin of safety. • ppb--parts per billion. • ppm--parts per million. • pCi/L—picocuries per liter • N/A—Not applicable • ND--Not detected • RAA—Running Annual Average • IDSE—Initial Distribution System Evaluation • Treatment Technique(TT)—A required process intended to reduce the level of a contaminant in drinking water. • Action Level(AL)—The concentration of a contaminant which,if exceeded,triggers treatment or other requirements which a water system must follow. • Maximum Residual Disinfectant Level Goal(MRDLG)-The level of a drinking water disinfectant below which there is no known or expected risk to health. MRDLGs do not reflect the benefits of the use of disinfectants to control microbial contaminants. • Maximum Residual Disinfectant Level(MRDL)-The highest level of disinfectant allowed in drinking water. There is convincing evidence that addition of a disinfectant is necessary for control of microbial contaminants. GENERAL INFORMATION Drinking water, including bottled water, may reasonably be expected to contain at least small amounts of some contaminants. The presence of contaminants does not necessarily indicate that water posed a health risk. More information about contaminants or potential health effects can be obtained by calling the Environmental Protection Agency's Safe Drinking Water Hotline('800-426-4791). Some people may be more vulnerable to contaminants in drinking, water than the general population. Immuno-compromised persons such as persons with cancer undergoing chemotherapy, persons who have undergone organ transplants,people with HIV/AIDS or other immune system disorders, some eld- erly, and infants can be particularly at risk from infections. These people should seek advice about drinking water from their health care providers. EPA/CDC guidelines on appropriate means to lessers the risk of infection by Cryptosporidium and other microbial contaminants are available from the Safe Drinking Water Hotline(800-426-4791). If present, elevated levels of lead can cause serious health problems, especially for pregnant women and young children. Lead in drinking water is primarily from materials and components associated with ser- vice lines and home plumbing. The City of Fairfax is responsible for providing high quality drinking water, but cannot control the variety of materials used in plumbing components. When your water has been sitting for several hours, you can minimize the potential for lead exposure by flushing your tap for 0 seconds to 2 minutes before using water for drinking or cooking. If you are concerned about lead in your water, you may wish to have your water tested. Information on lead in drinking water, testing methods and steps you can take to minimize exposure is available from the Safe Drinking Water Hotline or at http;l www.epa. ov/sal"ewater/lead. CONTAMINANT VIOLATIONS None ADDITIONAL.HEALTH INFORMATION Infants and young children are typically more vulnerable to lead in drinking water than the general population. It is possible that lead levels at your home may be higher than at other homes in the commu- nity as a result of materials used in your home's plumbing. If you are concerned about elevated lead levels in your home's water, you may wish to have your water tested and flush your tap for 30 seconds to 2 minutes before using tap water. Additional information is available from the Safe Drinking Water Hotline(800-426-4791). OTHER VIOLATIONS None SOURCE WATER ASSESSMENT INFORMATION The City of Fairfax water supply obtains its water from the Silurian aquifer. Every aquifer has a degree of susceptibility to contamination because of the characteristics of the aquifer, overlying materials, and human activity. Susceptibility to contamination generally increases with shallower aquifers, increasing permeability of the aquifer and overlying material, nearby development or agricultural activity, and abandoned or poorly maintained wells. The Silurian aquifer from where the City of Fairfax obtains its water was determined to not be susceptible to contamination because the characteristics of the aquifer and overlying materials prevent easy access of contaminants to the aquifer. The wells will not be sus- ceptible to most contaminant sources except through pathways to the aquifer such as abandoned or poorly maintained wells. A detailed evaluation of your source wafter was completed by the IDNR, and is available from the City of.Fairfax.at 319-846-2204, OTHER INFORMATION Our water utility is making every effort to protect the water system from potential security threats. You, as customers, can also help. If you see any suspicious activity near the water tower, treatment plant, wells or fire hydrants,please call 911 or contact the Linn County Sheriffs Office at 319-892-6100. Commissioners present: Nurre, Boxa, Hill, Kunze, and Soukup. Com- missioners absent: Kell and Meyers. Also present were Dave Yanceek, City Engineer Shane Wicks, and Jeff Then of Synergy Development Group, L.L.G. Approval of the minutes from the April regular meeting was moved by Soukup and seconded by Boxa. All ayes. Motion carried, Discussion was held on Recommendation 2010-05 amending section 1.08,paragraph G regard- ing fences. Moved for approval by Hill, seconded by Boxa. All ayes. Motion carried.. Vice Chairman Nurre signed Recommendation 2010-05. Discussion on Recommendation 2010-06 regarding Plat of Survey 1613 in Prairie Creek Es- tates. This plat of survey was proposed to correct a potential side yard setback issue. Slight movement of a lot line may affect an adjacent lot and cause it to fall below 10,000 square feet in size by a slight amount. Moved by Soukup, seconded by Kjnze to forward this issue with neither approval nor denial so that a revision can be made to the plat of survey and be reconsid- ered. All ayes.. Motion carried. City Engineer will also submit a new recommendation letter,if appropriate. Commissioners agreed to be available for a special meeting, if needed, so recom- mendation might be made before the next scheduled council meeting. Shane Wicks presented an updated zoning map for the City of Fairfax and a list of potential ad- justments to be investigated. When most of these issues are resolved, a copy will be signed and made official. A secondary discussion began regarding city limits and future planning, includ- ing the expiration of the 28E agreement. The current map extents do not include the 28E line, but including the lines would decrease the scale of the map. City Engineer offered to provide a separate, less detailed map including these borders for future discussions. Moved by Hill, seconded by Boxa to adjourn at 8:25. All ayes. Motion carried. Mayor Rabe called the meeting to order at 7:00 PM. Council members present: JoAnn Beer,Bernie Frieden, Travis Otto,Marc Magers and Marianne Wainwright. Other city staff present: Cynthia Stimson,Nancy Flick- inger,Ron Dusil,Lynn Miller,Dave"Yanecek,and Cathy Bayne. Finance Administrator Nancy Flickinger gave a review of financial issues. Fire Chief Mike Sankot reported that the new track has been ordered. Delivery should be in October or November. Discussion was held on what to do with the area in front of the city hall door. Ron Dusil reported that the hydrants are all flushed,they have been working with Rathje for the restora- tion of areas disturbed by the Phase 1 Water Main Project,Hawk's Ridge Park has been disked and re-seeded,and that they liave one hydrant out. He asked if the Council wants them to make a list of damaged sidewalks. He was directed to make this list. Ron stated that they would like to have the base in for the salt and sand bunker as soon as possible so it can settle before cold weather. He estimates he can.have the project completed in about three weeks after the permit is approved. Jeff fben discussed his plan to build houses that are 1380 square feet on five lots. The City minimum is 1,000 square feet. He is responsible for his covenants. Joe Kell asked if a port-o-pot could be put at the north softball field. He also informed the city council that the Youth Sports Association will be painting the concession stand.. Teran Pegump, from Fairfax State Savings Bank,gave a presentation about the planned USA activities. They are planning to add a street dance in the Legion's parking lot and a street market. The parade route was dis- cussed. The Fairfax USA Days Committee is requesting$1,800.00 from the City of Fairfax to help pay expenses for the events. Motioned by Magers, seconded by Wainwright to approve giving the Fairfax USA Days Committee $1.,800.00 for the support of the USA activities. Ayes: Beer,Frieden,Otto,Magers,and Wainwright. Motion carried. Discussion was held about the tree plan that had been proposed by Fairfax State Savings Bank last fall. The City will not be planting the two suggested trees nor reimbursing the bank for any of the trees they had planted. Jay Hopkins discussed his recent utility bill for his property at 506 Williams Blvd. He has owned the property since May of 2007 and has not used water. The water service is currently off at the street. It will be kept off until he makes application for service. Motioned by Frieden,seconded by Otto to eliminate the current utility bill from the City of Fairfax for the property at 506 Williams Blvd. Ayes: Frieden,Otto,and Magers. Nays: Wainwright. Abstain: Beer. JoAnn Beer abstained because she is employed by Jay Hopkins. Motion carried. Jay Hopkins made a presentation about the drainage water situation in the area of his property at 506 Wil- liams Blvd. He stated that his property has had water in the buildings seven times in the last two years. Jay feels that the City has broken tile lines during a previous sewer project and the recent water main project. Loren Hartelt, from Rathje Construction, stated that they are looking into the tile problem. Loren also said that the tile they have located it very full,with only perhaps one inch of drainage area. Al Sankot discussed the recent water drainage changes. The City will keep the area property owners advised about the tile investigation and document what is found with pictures and GPS. The City will try to fix any damage to the tiles system and then check on a berm that helped direct water. Raquel Truax discussed her recent utility bill at 117 Railroad Street#4. It shows a high usage based on the reading from Midwest Testing. Motioned by Beer,seconded by Wainwright to adjust Raquel Truax's large utility bill from the City of Fairfax to the amount of their monthly average from the last seven months. Loren Hartelt presented Rathje Construction's time projections and list of work for the restoration of areas that were disturbed by water main replacement last year. Shane Wicks gave an update on the trail project. He has been checking on revising the specifications to save money on the project. Shane Wicks stated that.Hall and Hall Engineers,Inc.has a contract to have the treatment plant aerators repaired. Several drainage issues were discussed with Shane Wicks. Developers need to maintain the drainage ar- eas in their developments. The ordinance about accepting these areas will be reviewed. Other drainage areas dis- cussed were railroad property,Linn Street,and Commercial Court. No action was taken on the Planning and Zoning Recommendation's because of the late hour. Well, this is the time to sign-up! The City of Fairfax now has the option to of- fer automatic withdrawal from your bank account, no matter where you bank. The withdrawal can come out of a checking or savings account. During May and June we are testing the system with our local bank customers. Starting with the bills due in July, this option will be available to everyone. This is the time to fill out your form if you want to start in.July. On the following page is the form you need to fill out and return to the City of Fairfax. Please fill out all of the information, including your utility account number, address, and tele- phone number in the office use area. You must be listed on the bank account in order to sign up to have an automatic withdrawal come out of that account. The City of Fairfax will be processing all auto payments on the 10th of each month or on a business day or two after the 10th. We will be processing only one batch each month, so you must agree to have the bill debited at that time of the month. You will receive a copy of your bill so you know what amount we will be deducting. As long as you have sufficient funds in the account, this will avoid any late payment fees because the payment will always be proc- essed before the 15th. If you do not have available funds in the account, all late fees and any nonsufficient funds charges and procedures will apply. OPERATIONS NOW UNDERWAY The U.S. Census Bureau began "Non-Responsive Follow-Up Operations on May 1 st with the 28% of households in the U.S. who did not return their questionnaire by mail. Census takers will visit a house- hold several times in an effort to get the basic information on the ten questions on the 2010 Census. When a census taker visits a home, he or she will try to collect the information by inter- viewing an adult member of the household. If a census taker cannot contact a household after repeated attempts, they will seek information in any way possible to estimate the number of people living in the home. Dennis R.
