We only have two addresses yet to complete the installation. One of those we are waiting for parts and the other is an unused house . This is wonder- ful. The next step is to get the equipment to collect the readings. The manufac- turer is waiting on a vital cable. As soon as we receive the equipment, we will test the system. We hope to do this is by mid May. So,that means you still have to read your meter. Our citywide garage sale day is on May 15th and we will be having our city dump day cour- tesy of Johnson County Refuse on May 22"x. So, perfect timing to get rid of the staff you didn't sell at your garage sale! The city is working hard to start the next phase of our water main replacements. We will be certain to lay out our expectations in a preconstruction meeting with the winning bidder so that things are done in a timely manner, the terms of the contract are honored, and that the project cost is managed. Phase 1 should be completed the first part of May. Thank you for your patience with your torn up streets and yards. The Parks Committee has also worked hard to put together a plan to finish up our newest park, Hawks Ridge. As I mentioned last month,the council and I have just started working hard on our Capital Improvements Plan. We also started this month to develop a plan of how to effectively utilize the LOST (Local Option Sales Tax) money. It would be a great goal to be a model for how a city can track every dollar of this tax and what it has directly done for this city. We currently have over 70 fans of our PROMOTE Fairfax page on Facebook. I hope to soon have a section outlining our Capital Improvements Plan and our LOST tracking plan - and would look forward to your input on this. May you have a great May! Along with the joys of spring comes the time to plan for storm season. It is important for you and your family to be aware of what your plan is when a dan- gerous storm comes our way. You should designate a spot in your house to take shelter during tornado warnings & other storms-usu- ally; this spot would be in a basement away from windows, under a sturdy obj1ect, such as a staircase or table. When storms are approaching, the Fairfax Fire Dept goes out on "storm watch" to spot any threats moving towards our communities. If you hear the sirens go off in Fairfax/Walford, this means there is an immediate threat to our neighborhood and your family should take shelter as soon as possible. Sirens are sounded when there is a threat of a tornado, high winds, or other severe weather. They are sounded by members of the department, not an outside agency, so when they sound it is because there is danger in our area. The sirens are tested each month on the first Wednesday morning of the month. This testing is held throughout Linn County. You have probably heard tests over radio and television. After a severe storm, if you observe any damage to homes, buildings, or other structures, please contact the fire department immediately so that we can assess the damage and assist as necessary. Please do not attempt to assess damage yourself, as we do not want to see any un- necessary injuries. We also need this information because we have to report the damage to emergency management. Mayor Rabe called the meeting to order at 7:00 PM. Council members present: JoAnn Beer, Bernie Frieden, Travis Otto, and Marc Magers. Marianne Wainwright was absent. Other city staff present: Cynthia Stimson, (Nancy Flickinger,Ron Dusil,Lynn Miller,Dave Yaneeek,and Cathy Bayne. Cathy Bayne stated that they are doing an inventory at the library. They currently have a Kirkwood stu- dent doing an internship at the library. A quote for concrete work at the library was reviewed. This is maintenance work that is to be completed as soon as possible. Marianne Wainwright entered the meeting at 7:03 PM. Linn County Deputy Sheriff`Lear distributed the list of calls. The deputy was asked to have their staff watch for the following violations in Fairfax: people riding non-licensed vehicles (such as golf carts and mini bikes) on the streets, vehicles not stopping at the stop signs at Church and Vanderbilt Streets, and construction ve- hicles not stopping at stop signs in the new development area.. Fire Chief Mike Sankot reported that the fire department has an acceptable bid from Ed M. Feld Equip- ment Co., Inc. for the new truck. The bid amount is $168,467.72. It will take six to nine months to finish the truck. The existing bond will be combined with the new one so that the department will have just one payment. This will save about$1,000. The fire department has bags they want to distribute to the fire district's youth to use during the parade. A report of the generator expenses was reviewed. This house was owned by her mother and has been empty for a long time. Karen stated that she thought the water was off until they found a broken pipe leaking earlier this year. The City Council asked staff to develop a procedure that will ensure water is off at any property that is not being issued a monthly bill. The City Council, Shane Wicks, and a few residents discussed the status of the restoration of the areas disturbed by the water main work last fall. Seal coating can be done the first week in May. Rathje Construction will be contacted about completing the necessary restoration as soon as possible. Mayor Rabe reported that he did not hear back from Casey's General Stores Inc. regarding the proposed utility project. The second phase of the water main replacement project was discussed. Losey Street area work is to added as an alternate. It was stressed that all change orders are to be approved before the work is done and the engineer is to review the work. The hearing will be held in May,bids in June,with work beginning in July, and ending in September. Ron Maxa, from 331 Highland Court, stated that the drainage area near his house is a mess. The grass does not get mowed on a regular basis and there are rocks,trash, and weeds in this area. It was stated that Gordon Sevig owns this ground. The City Council wants the City to enforce these types of issues better. A letter will be drafted informing developers of the City's expectations regarding bare ground care. Shane Wicks stated that Brain engineering has made contact about the access to a pond slowing down water flow. This issue will be reviewed. John. Hill thanked the City Council for sending three Planning and Toning Commission members to a. recent seminar and for having council contact with the P & Z. They are wondering about the status of the zoning map project and are going to review the comprehensive plan. Marc Magers stated that a resident is concerned about drainage tiles that were cut during a previous sewer project. This area will be viewed. It was suggested the City consider two regular city council meetings per month and revising the agenda so that citizens not on the agenda may make comments before the end of the meeting. Mayor Rabe stated that he did write Arp's attorney and he did have a discussion with them about long term drainage issues. Recommendation 2010-04 regarding amendments to the bulk regulation graphs was moved to approval by Soukup and seconded by Kunze, all ayes. The recommendation was signed by act- ing chair Meyers. Discussion on draft regulations for fences resulted in unanimous approval for draft number 3. This could be prepared as a recommendation for the May meeting„ The next agenda item regarded a review of maintenance issues, this was forwarded to next month so more information could be supplied. Commissioners Kunze and Hill provided feedback on the Iowa State University Extension Planning and Zoning Seminar, also attended by commissioner 1` urre, on April 7. Each commis- sioner has the booklet that could be loaned to any interested commissioner. The importance of referring to and updating the city comprehensive plan was presented at the seminar, and it was verified that each commissioner has a copy.
