It has been a fun and busy summer for my family and I hope that it has been a memory filled summer for you as well. My wife and I were discussing just the other day our time here at Fairfax and how that al- most 5 years ago we moved to this great town. This conversation and others with some city staff lead us to the thought of how do we acclimate and welcome our new residents to town. In 2009 we had 97 new households move into town and in 2008 we had. 101. For a community our sizd that is an impressive number; we will know more on our current population in a few months when the 2010 census debuts. To assist us in welcoming new residents we are currently working up a wel- come bag for all new residents, which contains city information, business information, volunteer opportunities, annual events, and other pertinent information that will help a new resident learn about us and quickly feel a part of our great community. There will more information to follow as we hope to have this off the ground January lsr In recent weeks I have talked with citizens about traffic issues and vandalism. The first hit directly home, as even I need to be considerate of my speed in town and obeying basic traffic signs, such as coming to a complete stop at a stop sign,. Please take an extra second to slow down, stop, etc. when you are about town in consideration of others. I know first hand how:it is easy to disre- gard sre-gard basic signs, etc. when you are close to home, so it is a reminder for me as much as everyone else. Next, please continue to keep a watchful eye out for theft and vandalism in your neighbor- hood. I got word just last week that someone stole a trailer directly across the street from my house,perhaps had I been more cognizant of my area I might have been able to help prevent this. 1 think that Fairfax could be seen as an easy target which encourages people to drive thru our quiet neighborhoods looking for that easy pick or open garage door. FAIRFAX FIRE AND RESCUE PROUDLY SERVING FNIRFAX-WALFORD AND SURROUNDIN G AREAS As I was getting dinner ready the other night,, I heard a disturbing fact on the news — I out of every 5 fires includes a threat to children. Meaning, when a fire strikes there is a 20% chance that there is a child or children in danger of get- ting hurt in that fire. This scared me a bit, not only because this is a scary statistic but because I started thinking about my fire plan and I was, for the most part, clueless. We at the fire department, along with all of our families, encourage you to develop a fire escape plan. Discuss the options of escape routes depending on where the fire would ignite in your house. So, if a fire starts in your kitchen, how do you get out? If a fire is in one of the bedrooms, which route do you use to es- cape? Just as important, as developing a plan is that, once the parents decide the best and safest routes, you need to walk through these routes with your family members. In case of an emergency, your, entire family needs to be in the know. Window stickers indicating where each bedroom is located are recom- mended. If you are a pet owner, you can. even purchase a sticker at your hardware store that says you have pets in the house. You can post this in a window. These stickers help in the event a fire does occur. Our Fairfax firefighters then have some guidance about where to look for people and if pets are present. Since the holidays are rapidly approaching, soon there will be space heaters running, holiday decorations hanging, and many other things that can increase the chance of fire. Please be aware of what you are plugging in and hanging around your house to be sure they are safe and will keep the risk of fire at a mini- mum. Don't overload cords by plugging too many together in a line. There is a reason fuses blow. This is to keep you safe. Check cords each year for signs of wear, Throw out any worn cords. Also remember, never leave an open flame un- attended. Please help to be an advocate in our great community on how to prevent fires, as well as planning fire escape routes in every home. Mayor Rabe called the meeting to order at 6:15 PM. Council mem- bers present: JoAnn Beer, Bernie Frieden, and Marianne Wainwright. Other city staff present: Cynthia Stimson, Lynn Miller, and City Engineer Shane Wicks. Also present were Jeff Then and John Huber. Motioned by Beer, seconded by Frieden to approve the agenda. Ayes: Beer, Frieden, and Wainwright. Absent: Otto and Magers. Motion carried. Shane Winks discussed the status of the final plat submission for Prairie Creek Estates 5th Addition fi-om Prairie Creek Partners, L.L.C. We have received the Plan of Improvements, but no surety bond or letter of credit. Shane recommended that the City Council take action to allow the developer to proceed with installation of the public improvements, but wait for the final plat approval. Discussion was held about storm water flow. The City Council reviewed and placed on file RECC3MMENDATION 2010-07 from the Fairfax Planning and Zoning Commission. They recommended approval of the fmal plat with the conditions as set out by the engineer. Motioned by Frieden, seconded by Wainwright to approve RESOLUTION 2010-45, A RESOLUTION TO PROCEED WITH THE PUBLIC IMPROVEMENTS INSTALLA- TION IN PRAIRIE CREED ESTATES FIFTH ADDITION TO THE CITY OF FAIL FAX, LINN COUNTY, IOWA. Linn County Deputy Sheriff Egli presented the list of calls. The speed study was discussed. The City Council requested that the Sheriff's Department take appropriate action based on the speed study in- formation. The fact that many residents don't stop properly at stop signs was discussed. Mayor Rabe let the Deputy Sheriff know about a complaint we received about people rolling through the stop sign at Van- derbilt Street and Prairie Avenue. Bernie Frieden suggested we review time logged before we sign the next contract. Cathy Bayne reported that she and a Board of Trustees member attended a library conference. They are considering changing the circulation software. Dave Yanecek reported that the fire truck chassis was delivered to Carroll today. He also gave the maintenance department report which included the following: they have finished flushing hydrants, one hydrant at Prairie Avenue and Park Street doesn't work, the salt and sand bunker is completed, a wet well pump is down, the generators have been serviced, a water service on Church Street has been repaired, the parks have been seeded, and they have been working on street signs. Ron.Dusil is working on truck speci- fications for a new snow plow truck. Marc Magers made inquiries about the pricing for a new pickup. Shane Wicks will look at flow calculations to size the wet well pump properly. The maintenance depart- ment will make a list of all of the pumps and their specifications. JoAnn Beer reported that they had a great volunteer day at.Hawk's Ridge Park on Saturday, Octo- ber 9. There are just a few minor things yet to do. A two inch sugar maple is to be placed at the north en- tryway, Joe Witters and Lynn Miller still need to finalize the tree plan for Hawk's Ridge Park. We have not received the Hawk's Ridge Park pavilion plan. Motioned by Wainwright, seconded by Magers to approve the financial reports. Ayes: Beer, Frieden, Magers,Otto, and Wainwright. Motion carried. Shane Wicks presented the engineering report. Be informed the City Council that the sewer is in- stalled in the 5th Addition to Prairie Creek Estates and they are working on the water. He doesn't know if there will be enough time and good weather to get the street installed yet this year. Revised letters to the developers about the unfinished drainage facilities were discussed. Marc Magers stressed the need to be firm with our deadlines since this work is long overdue. Motioned by Wainwright, seconded by Magers to suspend the rule requiring that an or- dinance be voted on for passage at two council meetings prior to this meeting with respect to ORDINANCE NO. 110. PLANNING & ZONING COMMISSION MINUTES OCTOBER 19, 2010 REGULAR MEETING MINUTES Meeting called to order by Chairman Kell at 7:03 pm. Commissioners pre- sent: Boxa, Kell, Hill, Kunze,Nurre, and Soukup. Absent: Meyers. Others pre- sent: Cynthia Stimson and Shane Wicks. Approval of the minutes from the regular meeting held September 29, 2010 was moved by Boxa, seconded by Soukup. All ayes, motion carried.. Commissioners Boxa and Nurre reported on a discussion regarding the 28E agreement. Background of the agreement was presented for the familiarity of the commission. The Core District project is underway. This seeks to identify portions of the downtown area that were zoned originally under codes now obsolete. The language describing this district is being written and seeks to cover non- conforming lots from having to rebuild to current code after destruction, saving Board of Adjustment action. Areas that will be considered in the language also include possible relaxation of setbacks, parking, and storm water management re- quirements not to exceed the previous level of non-conformity. The zoning map update project is also underway, and ties into the previous agenda item. Many legacy zoning classifications exist in the core of the city and the adoption of a Core District will also update the zoning map. Commissioners ,Soukup and Meyers are assisting with this project. Discussion on the potential core district designation for areas near downtown. Hall and Hall Engineers sketched an early boundary for this area so that work could begin on the topic. City Council is also involved and a small subcommittee will be formed to define this district with members of both bodies. Potential representatives from Planning and Zoning including Commissioners Meyers and Soukup. Due to the work involved with Recommendation 2010-07, zoning map updates were not investigated. This issue has been discussed with the Linn County Sheriff's De- partment.ent. The deputies have been asked to watch for this violation and issue citations if necessary. Stopping at stop signs is an important safety issue. You and other drivers, as well as walkers, are at risk when you don't stop. Paying close attention at intersections becomes even more important during winter driving. The last yard waste collection Monday for 2010 will be November 29. As you set out either yard waste, recycling, or regular garbage, please remember the basic rules about the collection. Our agreement with Johnson County Defuse states that no container larger than 34 gallons will be used for their collections within the City of Fairfax. Larger containers are being used at several addresses. These containers not only hold more material than allowed, they themselves add to the weight the employee must lift. In a regulation container (which is not larger than 34 gallons) residents are limited to 40 pounds of material. All containers have the same limitations, regardless if they are used for yard waste or regular garbage. You can set out as many of the allowed containers as needed for yard waste without additional costs. You can also purchase the brown Kraft bags for yard waste material. If you have more than 40 pounds of regular,garbage, you must purchase a gar- bage tag and affix a tag to any additional containers with up to 40 pounds of garbage. The City of Fairfax will be working all winter to keep our streets safe and clear of ice and snow. We need your help. Please remember that you are not allowed to place snow in the streets. When you clear off your sidewalk and driveway, place the * snow on your property. When snow is predicted, please try to remove all vehicles from. the street parking area. The City tries to clear the snow during the early morning hours when there isn't much traffic. If your vehicle is left on the street, it will get snow piled around it and that will make it more difficult for you to move. Also, this causes the street area to not get clear as well or as fast. Abutting property owners are responsible to clear the snow and ice from the sidewalks as quickly as possible. You can be held liable if someone is hurt be- cause you have not removed this material.
