FLUSHING HYDRANTS ., The City of Fairfax has started flushing hydrants and will continue through the first couple of weeks in. October, weather permitting. Some residents may no- tice discoloration of their water. If you do,run the water until it runs clear. Remember to check both the cold and hot water. This change is due to the natural buildup of minerals in the mains being dislodged. You may not notice any change in your water. Your water is still safe to drink, even if it is discolored, The City of Fairfax tests the water each day. A few residents may experience short periods of lower water pressure due to the flushing,. Most residents will not notice a change in pressure. If you have questions about your water, feel free to contact the city ' clerk's office at 319-846-2204. FAIRFAX, July 24 - Mrs. Carrie E. Giddings, only known pensioned Civil war nurse in the Cedar'Rapids tern ritory, died at 8.20 p,m, yesterday at her home here at the age of 92. Daughter of a Kentucky army captain, friend of r the family of Gen. U. S. Grant, pioneer teacher and nurse, <;s wr r she lived an eventful life. For many years Mrs. Giddings had been receiving$50 ; r a month from the government in appreciation of her work during the Civil war. One of seventy gay young women ' who were graduated from Genesee Wesleyan seminary in n Lima, N. Y., on June 21, 1861, she enlisted the same day, µ ~~, : with her classmates, for war duty. As Miss Caroline Emma Witmer, she was one of the prettiest of her class, f` 7 and she won high scholastic honors. War nurses were re- quired to be 28 years old but Miss Witmer got around this difficulty by enlisting under the service of the Christian ' commission,a war relief agency. 'r The work assigned to her was reading and singing to ' wounded soldiers, writing letters for them, and making them forget their pain. Her duties were carried on in mov- able hospitals, which followed the shifting line of battle. She worked long hours, underwent many dangers and re- lieved the suffering of hundreds. For recreation, while off duty, Mrs. Giddings took up horseback riding, which she enjoyed in the company of s � Gen. Grant's daughter, Nellie, who was an accomplished64 horsewoman. This article originally ran in The Gazette- Republican during the month of July 1929. ,MAYOR'S MINUTE Our city clerk./treasurer, Cynthia Stimson, and myself had the opportunity to attend the annual League of Cities Conference in Coralville in September. The day that I was able to attend was both infor- mative and eye opening. I was able to attend sessions on financial management, government collaboration, open meeting laws and tax increment financing (TIF). Cynthia was able to go to some additional sessions such as designing your city,Road Use Tax Fund, sharing the tab(relates to cost sharing between developers and the city), and several others. This was beneficial to us both. We thank you, the'citizens, for giving us the opportunity to go so we can learn to serve you better. The council has also been working hard on some of our ordinances to ensure that what we are en- forcing and what we have on the books snatches. It has forced the need for some improvement in areas and seeing if there is a better format to apply our ordinances. When dealing with an original part of town and a newly developed portion of town makes this a delicate balancing act to make it fair and reasonable for eve- ryone. We all appreciate the citizen input that we have received at the meetings and in person over the last several months on these topics. I also want to thank all the volunteers in town who work so hard on our various boards and commit- tees for little or no thanks and recognition. These include members from our Planning & Zoning Commis- sion,Board of Adjustment, Parks and Beautification Committee, and Library Board of Trustees. NEW AUTO PAYMENT OPTION Would you like to have your City of Fairfax utility bill come out of your bank account automatically? Well, this is the time to sign-up! The City of Fairfax now has the option to of- for automatic withdrawal fxom your bank account, no matter where you bank. The withdrawal can come out of a checking or savings account. The City of Fairfax will be processing all auto payments on the 10th of each month or on a business day or two after the 10th. We will be processing only one batch each month, so you must agree to have the bill debited at that time of the month. You will receive a copy of your bill so you know what amount we will be deducting. As long as you have sufficient funds in the account, this will avoid any late payment fees because the payment will always be proc- essed before the 15th. If you do not have available funds in the account, all late fees and any nonsufficient funds charges and procedures will apply. Since the auto meter reading program is operational, the only thing you'll have to do is to remember to subtract the auto debit amount from your balance. You can, find the sign-up form on the documents page of our, website at: www.fairfaxia.com or at the city clerk's office. Any forms received by the 15th of the month will begin the auto payments the following month. SIGN BJP NOW FAIRFAX FIRE AND RESCUE PROUDLY SERVING FAIRFAX-WALFORD AND SURROUNDING AREAS Good day from all of us on the Fairfax Fire Department! Hopefully you've been able to use some of your new `facts' we supplied you in the last article. With fall here, we have just a few re- minders for you. Don't forget to adjust your, clocks back one hour on Sunday, November 7. This will take our time off of Daylight Saving Time and back to Standard Time. When you switch your clocks, it is also a great idea to change the batteries in your smoke detectors/carbon monoxide detectors. Some detec- tors have a `test' button to make sure that everything is functioning properly. If yours do, run the test as well. In addition.to changing your batteries, it is a great time to check your fire extinguishers. Many people forget about these little household items, but if a :fire were to ever occur in your house, you want to be sure you are prepared. Make sure your extinguishers are reading 100%. If they are not, you can contact Hawkeye Fire & Safety at 319-363-9923. They are located at 716 Oakland Road I in Cedar Rapids. They can help you to bring your extinguisher back to 100%. It you don't have an extinguisher, this is a great time to consider purchasing at least one. The kitchen and garage are good locations for an extinguisher. If you purchase one, be sure you read the instructions and understand hove to make it work. Place it in a location that is easily accessable in case of a fire. Since our great fall weather has hit us, many of us are hitting the streets in our running shoes or on our bikes. Please be sure if you are a runner or biker, you wear reflective gear at night. There are many streets that may not have street lights the entire length of the street, so the reflective gear is for your protection. Mae A Different Volunteer YARD WASTE AND GARBAGE RULES REVIEWED Our agreement with Johnson County Refuse states that no container larger than 34 gal- lons will be used for their collections within the City of Fairfax. Larger containers are being used at several addresses. These containers not only hold more material than allowed, they themselves add to the weight the employee must lift. In a regulation container (which is not larger than 34 gallons) residents are limited to 40 pounds of material. Yard waste is unlim- ite , so you can set out as much as you want without additional costs, but you will need to set out more containers if you have more than 40 pounds of material. You can also purchase the brown Kraft bags for yard waste material. Mayor Rabe called the meeting to order at 7:00 PM. Council members present: JoAnn Beer,Bernie Frieden,Marc Magers,Travis Otto,and.Marianne Wainwright. Linn County Deputy Sheriff Pavelka presented the list of calls. The speed study was discussed. Fire Chief Mike Sankot announced that the fire department has sold the old fire track. The new one should be delivered within 90 days. The bond money has been received to pay for the purchase and to pay off the old fire department bond. The fire department's honor guard will participate in the homecoming football game Friday night at Prairie Nigh School. Ron Dusil.stated that the seal coating is complete,Dave Schmitt Construction is working on the park, someone wrote graffiti on park equipment,the footings for the salt and sand bunker are poured,one well pump is out;they are enforcing the silt fencing requirements for new construction,they are working on the snow removal equipment, and that one of the pickups needs some repair work. A new truck purchase was discussed. They will order signs about no motorized vehicles on trail areas. JoAnn Beer stated that the Parks and Beautification Committee wants to order a swing set,two benches, and two trash receptacles. These items are on sale. The estimate is$3,500. They have savings money to make these purchases. Motioned by Magers, seconded by Otto to approve these proposed park equipment purchases. Ayes: Beer,Frieden,Magers,Otto, and Wainwright. Motion carried. The City is working on getting a tree replaced in the north entryway. JoAnn stated that the City previ- ously received permission from the Iowa DOT to mow a strip in their right-of-way near the entryway. She asked the maintenance department to see if this is possible. She also said that the walking trail is rough,weedy,and los- ing lime. The need to budget each year for additional material and maintenance was discussed. The placement for trees will be shown on a drawing before the remaining tree grant money is spent. Cynthia Stimson presented the financial reports. She discussed the new format for the utility billing rec- onciliation and claims report. Motioned by Magers,seconded by Beer to approve the financial reports. CITY COUNCIL MINUTES SEPTEMBER 1.4, 2010 CONTINUED: Shane Wicks reviewer)information regarding the status of city owned drainage facilities. The City will make regular inspections of the box culvert at the curve on Williams Boulevard and 76s'Avenue. We will contact a homeowner about the placement of a fence in a drainage easement and two other homeowners about granting drainage easements. Ron Dusil will obtain cost quotes for apron guards. Research will be done about the approval process for the needed improvements to the detention pond located between E.Cemetery Road and V Street. Homeowners will be contacted about water being pumped onto Front Street and not directly into the storm sewer. Shane reviewed a packet of information regarding ADA sidewalk requirements. It was discussed to in- clude sidewalk information in the building permit packets and possibly update our sidewalk ordinance. Hall and Hall Engineers has continued to discuss the needed waste water treatment plant repairs with Kleiman Construction.. They are working on a solution. They hope to get at least one pond fixed this coming spring. The possibility of establishing a core district designation for use with the zoning ordinance and stormwa ter management was discussed. A committee will work on developing this concept. Travis Otto and Bernie Frieden will serve on this committee for the City Council. The trail project was discussed. IDOT may have a bridge replacement project in the next few years. The re-seeding for the water main replacement project has been completed. Rathje Construction hopes to close out the project next month. The proposed budget amendment was reviewed. The city clerk/treasurer was directed to make the neces- sary publication. Cynthia Stimson gave a reminder about the Iowa League of Cities'Conference next week in,Coralville. She asked about the cost of special City Council meetings. Mayor Rabe asked for City Council volunteers to serve on a 28E Agreement Committee. Marianne Wainwright will serve on this committee. Mayor Rabe stated that William Gibney asked about the City's interest in the property he has for sale. No current interest was expressed to pursue purchasing this property.
