FLUSHING WATER HYDRANTS
". The City of Fairfax maintenance department will be flushing
water hydrants in April. This is needed to help keep the water lines
free of mineral deposits, You may experience some water discolora-
tion during and immediately after the flushing. If you do, you need
to run your water until it is clear. Remember to check the hot water
to see if the discolored water went to your water heater. Try to avoid
laundering whites and light colors while you, have discolored water.
You may also experience some decrease in water pressure during the
flushing.. This will be temporary and should return to normal on its
own after they have completed the flushing in your area. If you have
any questions, please call the city clerk's office at 319-846-2204.

MAYOR'S MINUTE
Spring has finally sprung and I am so glad to see the snow go away. It is a great time of year because you can finally
start working on all the projects you have been thinking about over the winter. I am also excited for this spring, as I am
now officially the dad of a Fairfax T-baller. My son and I are both excited and look forward to another large turnout of
kids,via the Fairfax Youth Sports Association.
The list of projects the city is looking to undertake this corning summer include the following. We have just started
phase two of our water main replacement project. The contractor started on time and should,have the first portion done
before the end of May so that we can get everything cleaned up in time for USA bays. lmnaed,iately after LISA Days,
the contractor will commence the second portion of the project. We intentionally set the project up to get it done earlier
and without disrupting our USA:flays. Thank you ahead of time for the patience of the residents who will incur some
"improving" pains as we install this project. Another project will be the improvement of the Library sidewalks, land-
scaping,and front planter. The maintenance staff will also be replacing a large majority of stop signs and other signage
throughout town,which is being mandated by a new law,but will also serve a dual purpose of replacing some crooked,
ratty signs that we have throughout town. We are also in the planning stages of improving the farm ground south of the
city with the planned addition of some new ball fields and a soccer field. We are far underserved in this area with our
current facility, You can check out what we are proposing at the FYSA pancake breakfast on Sunday,April Ioffi, The
new Linn St. Trail will see further expansion to increase its usability. In addition we will be finishing the parking lot,
bathrooms, and playground area for the Hawks Ridge Park, We also have on our project list to continue working on
solving drainage issues throughout town-this is a continual battle for which we are trying to fared equitable solutions.

FAIRFAX FIRE AND RESCUE
We have, three words —SPRING IS HERE! Our family, friends, and pets are going to
start enjoying the outdoors more. The saying goes "April Showers, Bring May Flowers", so in
the event we happen to have a lot of rain that causes standing water in our ditches or other ar-
eas, be sure your kids do not play in these areas. There could be sticks or other sharp objects
floating beneath the surface that could injure your child. Also,please be sure to keep your chil-
dren and pets away from the train tracks. Even though the trains are 'very much a part of our
everyday life,they are something we should admire from a distance and not up close.
Our fire department performed two training burns west of town on waterways in
March. Not only did this make a few farmers happy, but its main purpose was to train on the
operation of our different pumps on our variety of trucks to run as efficiently and effectively as
possible in the event of a grass fire or other fire. In particular, we trained on our two relatively
new pumps in our fleet, including the unit on our grass buggy and the new tanker truck that is
stationed in Walford.

YARD WASTE PICK-U ' E INS
Johnson County Refuse will start to collect yard waste each Monday, starting April 4. You
can set this at the curb in a garbage can (no larger than 34 gallon size) marked with a "'Y" or in the
brown Kraft bags you can purchase. Place no more than 40 pounds of material in each container.
Make sure branches are bundled if not in a container and no longer than four feet nor larger than
three inches in diameter.
OUTSIDE USAGE WATER METERS SEASON STARTING
This is the time of year that we reactivate the outside usage water meters. We will be
combining the inside and outside usage water meters onto one bill. if you have a separate
water meter for your outside usage, and not everyone does, you will see two WA charges on
your.: bill. You will be charged for only water on that second meter's usage, just as last sum-
mer. We will be reading all of the water teeters on .April 20 and mailing the combined bill
on May 1.

This is due to a training seminar that both the city clerk and deputy
city clerk will be attending in Des Moines.
All city offices will be closed on Friday, April 22, for the

OWING SEASON
Before we know it the grass will need to be mowed. The City Council adopted a new chapter in
our Code of Ordinances that discusses issues involved with mowing areas in Fairfax. Please review the
following information and be sure your areas are kept in compliance. If you have any questions, please
contact the city clerk's office at 319-8461-2204.

56.01 Purpose 56.05 Provisions

56.04 Interference with Enforcement 56.08 Method of Service and Billing
56.01 PURPOSE. The purpose of this chapter is to designate responsibility for the removal of weeds and cut-
ting of grasses within the city limits of the City of Fairfax, Iowa, in order to provide for the safety and preserve
the health and welfare of the citizens located therein.
56.02. DEFINITIONS. For the purpose of this chapter, the following terms, phrases, words, and their deriva-
tions shall have the meanings given herein.
1, "Conservation area"means an area that is planted with ground cover plants of a size and texture
compatible with the environment and maintained accordingly.
2. "Developed lot or land"means an improved residential or commercial lot.
3. "Grass"means any plant of the family Gramineae,having jointed stems, sheathing leaves, and.
seedlike grains
4. "Ground cover" means plants with the growth and root capacity to cover and stabilize an area of
soil and to prevent erosion.
5. "Natural,area"means an area allowed to retain native plant material in a natural prairie state,
Vii. "Noxious weeds" means primary and secondary classes of weeds as defined by the Code o fIowa,
and all additions to this list as so declared by the State Secretary of Agriculture.
7. "Parking" paeans that part of the street, avenue or highway in the City not covered by sidewalk
and lying between the lot line and curb line; on unpaved streets, the parking is that part of the
street, avenue, or highway lying between the lot lines and that portion of the street usually trav
sled by vehicular traffic.
8. "Right-of-way"means the entire width of a platted street or alley in use or undeveloped.
9. "Soil erosion control" means a method of planting and cultivation, or lack of same, designed to
retain soil and to prevent soil movement caused by natural or manmade causes.
10, "Undeveloped lot or land"means an unimproved lot or area.
11. "Weeds" means any plants growing uncultivated and out of context with the surrounding plant
life when such plant has a seed head formed or forming and with a height of twelve (12) inches
or more, except as otherwise provided in this chapter..
56.03 AUTH0 2TTY FOR ENFORCEMENT. City of;Fairfax staff'members or other persons as may be des-
ignated by the City Council are responsible for the enforcement of this chapter and shall have all the necessary
authority to carry out the enforcement of this chapter.
56.04 INTERFERENCE WITH ENFORCEMENT. No persons shall interfere with the staff member while
engaged in the enforcement of this chapter.
56.05 PROVISIONS. Except as provided elsewhere in this chapter,the following provisions shall apply:
1. Each owner and each person in the possession or control of any land within the city limits of the
City of Fairfax, Iowa, shall cut or otherwise destroy, all noxious weeds thereon and shall keep
said lands free of such growth.
2. Each owner and each person in possession or control of any property within the city limits of tlae
City of Fairfax..,Iowa, shall be responsible to:
A. Keep said property, along with parking adjacent thereto, alleys, public ways or areas up
to the centerline of said ways free of any noxious weeds.
B. Keep grasses and weeds on said property mowed so that grass and weeds are less than
twelve(12)inches in height.
C. however, grass and weeds located on undeveloped and unplatted property located more
than 100 feet from developed or platted property shall be mowed so that grass and
weeds are less than eighteen(18) inches in height.
D. Farm crops,pasture,vineyards, orchards, garden plants, and ornamental plants in
established planting beds may exceed the requirements of this Ordinance. However,
weeds and brush in such areas shall be cut so that such weeds or brush are less than two
feet(2')in height.
E. Said mowing requirements shall be completed by the fifteenth(15')day of the month in
May, June,July,August, September, and October of each year.
3. Each owner and each person in the possession or control of any property shall not allow any
plant growth of any sort to remain in such a manner as to render the streets, alley, or public ways
adjoining said property unsafe for public travel or in any manner so as to impede pedestrian or
vehicular traffic upon any public place or way.
4. Where waterway or watercourses are found upon any developed or undeveloped property'the
Owner or person in possession or control shall keep the flat or level part of the bank of said
waterway free of any weeds and grasses more than eighteen(18) inches in height. Should such
waterways or watercourses be found with the right-of-way of a street or alley,the adjacent
property owner or person in possession or control shall be responsible to keep the flat or
accessible portion of creek bank free of any weeds or grasses more than 18 inches in height.
5. No owner or person in possession or control of any developed or undeveloped property shall
allow plant growth or the accumulation of plaint materials on such lot to remain in such a state so
as to constitute a fire hazard.
56.06 NATURAL AREAS.
I Designation, The owner or person in possession or control of any property within,the city limits
of the City of Fairfax, Iowa, may apply to have such land or portion thereof designated as a
natural or conservation area. Prior to designating such area,the Fairfax City Council shall
consider the following factors: grade or incline of said tract,the difficulty to control or maintain
said tract,whether said tract is being maintained as either a soil erosion control area or a
conservation area.
2. Natural or Conservation Area. Natural or conservation areas as designated by the Fairfax City
Council, need not be mowed and shall be left in their natural state, except that noxious weeds
shall be removed or controlled.
3. Public Ways. Sidewalk or other public ways that lie adjacent to or extend through a natural or
conservation area must be open and free from any obstructions to pedestrians or vehicular
traffic.
56.07 EXE4 MI'T PROPERTY.
I Property within the City of Fairfax and owned by the State of Iowa is exempt from the
provisions of this chapter.
2. Property within the City of Fairfax which is owned by a railroad company and currently,used for
the operation of the railroad system is exempt from the provisions of this chapter.
56.08 PENALTY. Any property which is found to be in violation of this chapter may be mowed by the City
or-their agent. All associated costs for such mowing, plus a surcharge of$100.00, will be charged to the prop-
arty owner. The minimum charge will be for one hour of work at a rate of$75.00 per hour plus the surcharge of
$100.00. Any property owners who fail to mow their properties, thus allowing the same to be mowed by the
City or their agents, and who do not provide payment for the mowing as required, will be assessed by the City
for such costs,which will be collected in the same manner as generalll property taxes.
56.09 METHOD OF SERVICE AND BILLING.
I. Annual publication of this ordinance will,serve as notice to property owners.
2. If the City of Fairfax finds a property is in violation of this chapter, one letter and copy of this
chapter will be sent by regular mail to the property owner. This letter will require immediate
and continued compliance with all regulations of this chapter.
3. Any billings for mowing done by the city or their agents are to be sent by regular mail and are
payable within 30 days of billing date.
WATER MAIN PHASE 2 PROJECT
At the end of March, the City of Fairfax began the second phase of a
multi-phased, multi-year water main replacement project in the original por-
tion of Fairfax. The City is completing this work to replace old, failing wa-
ter mains that are mostly undersized at four inches and six inches in diame-
ter.
When all phases of this project have been completed, the water sys-
tem should provide better pressures, circulation, and fire protection flaws throughout this portion of
the City. This phase of the water main improvements will include the replacement of water mains
along Main Street and Siepman Drive from late March to early June. This project also includes the
replacement of water mains along Losey Avenue and the south portion of Nickolet from late June
(after IDSA.]Jays)to early September.
Schrader Excavating and Grading Company, from Watford, will be performing the water
main replacement improvements included in this phase for the City of Fairfax. :luring construction
activities in these areas,there will be some interruptions to water service and driveway access. The
contractor will provide residents notice prior to shutting off water service or blocking, disturbing
driveways. All water services and access to driveways are to be available at the end of each work-
ing day. We understand that there will be some inconveniences with this work, but we ask that
everyone is patient with the contractor and the City of Fairfax. Ultimately, we will have a better
overall water system when this project has been completed.

FEBRUARY 23, 2011
A special meeting of the Fairfax City Council was held Wednesday, February 23, 2011 at Fairfax City Hall.
Mayor Jason Rabe called the meeting to order at 6:00 PM. Council members present: JoAnn Beer, Bernie Frieden,
Travis Otto, and Marc Magers. Marianne Wainwright was absent. Other city staff present: Cynthia Stimson, Lynn
Miller, and Fire Chief Mike Sankot. Also present was City Engineer Shane Wicks.
Motioned by Magers, seconded by Beer to approve the agenda. Ayes: Beer, Frieden, Otto, and Magers.
Absent: Wainwright, Motion carried.
Motioned by Frieden, seconded by Magers to approve RESOLUTION NO. 2011-14, A RESOLUTION
TO FIX A .DATE FOR A PUBLIC HEARING ON A LOAN AGREEMENT IN A PRINCIPAL AMOUNT
NOT TO EXCEED $550,000. Ayes.: Beer, Frieden, Otto, and Magers. Absent: Wainwright. Motion carried.
Mayor Rabe declared RESOLUTION 2011-14 duly adopted.
Mayor Rabe distributed a spreadsheet with capital improvement projects' expenses and revenues estimated
for the next few years.
Extensive discussion was held about the City's future plans for the farm ground south of Linn Street. Possi-
ble placements for athletic fields and city facilities were discussed. The city engineers are to work up a layout for the
ground. The City will try to determine if two baseball/softball fields,one soccer field, expanded parking, and the sup-
porting facilities can be placed on this ground and usable by the spring of 2012. Fairfax Youth Sports Association.
stated that they would like to see at least one Little League and one Pony League diamond ready by that time. The
City will gather h.tf.orrnation about possible grant moDey.
The city clerk distributed the FY 2012 budget sheets. Fairfax's new population is 2,12:3. 1"his made Fairfax
one of the fastest growing communities in Iowa from 2000 to 2010.
Discussion was held about the Hawks Ridge Park improvements. The pavilion will be installed soon, we
have an estimate for the parking lot,and adding a basketball hoop was discussed.
Motioned by Magers, seconded by Frieden to adjourn the meeting. Ayes: Beer, Frieden, Otto, and Magers.
Absent: Wainwright. Motion carried.
Mayor Rabe adjourned the meeting at 7:35 PM.

REGULAR CI'T'Y COUNCIL MEETING
MARCH 8, 2011
The regular meeting of the Fairfax City Council was held Tuesday, March 8, 2011 at Fairfax City Hall.
Mayor Jason Rabe called the meeting to order at 7:00 PM. Council members present: JoArm Beer, Bernie Frieden,
Travis Otto, and Marianne Wainwright. Marc Magers was absent. Other city staff present: Cynthia Stimson. and
Lynn Miller.
Motioned by Beer, seconded by Otto to approve the agenda. Ayes: leer, Frieden, Otto, and Wainwright,
Absent: Magers. Motion carried.
Motioned by Beer, seconded by Frieden to approve and place on file the City Council minutes from February
8,2011 and February 23,2011. Ayes: Beer,Frieden,Otto, and.Wainwright. Absent: Magers. Motion carried.
Motioned by Beer, seconded by Frieden to place on file the Planning and Zoning Commission minutes from
February 15,2011. Ayes: Beer,Frieden, Otto,and Wainwright. Absent: Magers. Motion carried.
Linn County Deputy Sheriff Pavelka presented the list of calls.
The condition of the concrete in front of the library was discussed.
Lynn Miller stated that the well is ready to flush, the new doors are ordered, they fixed a water main break
recently, the new truck is not here,Eastern Iowa Builders are getting us an estimate for the roof on city hall,Ron has
made new outside Iights for the library; and that the new pavilion should be here within the next month. Mayor Rabe
informed the city council that a list of projects is posted for review.
JoAnn Beer announced that the next Parks and Beautification meeting is March 17. A conference on park
issues was discussed. No one will attend this year. Johan Berns is working on the fundraisinng project for Hawks Ridge
Park pavilion pad. He will, attend the next city council meeting, Cathy Krouse has volunteered,to work on,the south
entryway clean-up. A grant opportunity for park benches and trash receptacles made from recycled garbage bags was
discussed. Mayor Rabe will take care of this paperwork.
The cash report from the new accounting system was reviewed. The city clerk is still working on.verifying
this first month's balancing and reviewing the other reports available.
Shane Wicks informed the City Council that he and Mayor Rabe met with the IDOT about trail issues.
Joe Horaney, from the Cedar Rapids Linn County Solid Waste Agency gave a presentation about their ser-
vices and locations.
Zach Melton, from the Cedar Valley Humane Society, discussed animal control with the City Council. Dis-
cussion was held concerning a 28E he asked the City to sign.
Motioned by Frieden, seconded by Otto to approve RESOLUTION 2011-15, A RESOLUTION AU-
THORIZING THE EXECUTION OF AN INTERGOVERNMENTAL (28E) AGREEMENT BE-
TWEEN THE CffV OF FA , AX AND THE CEDAR.VALLEY HUMANE SOGETV FOR ANI-
MAL CARE SERVICES. Roll call vote: Ayes: Beer, Frieden, Otto, and Wainwright. Nays: 'None. .Absent:
Magers. Motion carried. Mayor Rahe declared.RESOLUTION 2011-1.5 duly adopted.

LUTION 2011-16 duly adopted.

Discussion was hold concerning term options for the loan agreement. TIF certificatiorn levels were re-
viewed. Motioned by Frieden, seconded by Otto to use a ten year repayment schedule for the loan agreement with
only interest the first year. This will allow all of the principle payments to be certified to TIF. Ayes: Beer,Frieden,
Otto,and Wainwright. Nays: None, Absent: Magers, Motion carried.
Shane Schrader and Shane Wicks discussed Phase 2 Water Main Replacement Project, The contract price
will be lowered just over$9,000 due to some changes in material used. The start date for the first part of the work is
March 21. The pre-construction meeting was hold this morning. A change order directive will be used to ensure
everyone is informed of needed changes before the work is authorized.
Jeff Then was present to discuss the occupancy certificate process for Prairie Creek 5"' Addition. Shane
Wicks stated that he has discussed Jeff's plans to make the required improvernents to his development areas. As
long as Jeff stays on schedule,Shane 1-bels it should be acceptable for the City to issue the occupancy certificates.
Motioned by Frieden,seconded by Otto to allow the issuance of occupancy certificates in Prairie Creek 5"'
Addition as long as Jeff lben is making progress on his punch list. Ayes: Beer, Fried.en, Otto, and Wainwright.

The city engineer, Shane Wicks, presented three different proposed layouts for the farm ground south of
Linn Street. These layouts showed future athletic fields, their needed supporting buildings and parking, a walking
trail,and possible city facilities. Community input is needed as well as information on possible grant opportunities.
A proposal for work on the Linn Street trail was reviewed and discussed.
Motioned by Beer, seconded by Frieden to accept the bid from Schrader Excavating & Grading, Co. for
$6,864.68 for work on the Linn Street trail. Access areas are to be added to the work. Ayes: Beer, Frieden, Otto,
and Wainwright. Nays: None. Absent: Magers. Motion carried.
A proposal for needed tiling work in the farm ground was reviewed and discussed.
Motioned by Wainwright, seconded by Beer to the the west portion of the city's farm ground south of Linn
Street(four runs in the farmed area). This tiling needs to be placed deep enough that future athletic field work will
not ruin the tile. The total cost of the work that is to be completed as soon as possible is Dot to exceed $10,000.
Ayes: Beer,Frieden,Otto, and Wainwright. Nays: None. Absent Magers. Motion carried.
Motioned by Beer,seconded by Otto to approve RESOLUTION 2011-18, A RESOLUTION AUTHOR-
IZING THE TRANSFER OF THE FUND BALANCE FROM THE EMPLOYEE BENEFITS FUND TO
THE GENERAL FUND. Roll call vote: Ayes: Beer, Frieden, Otto, and Wainwright, Nays: None. Absent:
Magers. Motion carried. Mayor Rabe declared RESOLUTION 2011-18 duly adopted.

Information on a skid loader and lease-purchase options from Altorfer CAT was reviewed.

A DATE FOR A PUBLIC HEARING ON A LEASE OR LEASE-PURCHASE AGREEMENT IN THE
PRINCIPAL AMOUNT NOT EXCEEDING $47,650 FOR THE PURPOSE OF ACQUIRING A SKID
LOADER. Roll call vote: Ayes: Beer, Frieden, Otto, and Wainwright. Nays: None, Absent: Magers. Motion
carried. Mayor Rabe declared RESOLUTION 20.11-19 duly adopted.

BUDGET. Roll call vote: Ayes: Beer, Frieden, Otto, and Wainwright. Nays: None. Absent: Magers. Motion
carried. Mayor Rabe declared RESOLUTION 2011-20 duly adopted.
Lynn Miller discussed the plans for this year's USA Days fireworks display.
Motioned by Frieden, seconded by Otto to approve RESOLUTION 2011-21, A RESOLUTION APR-
ROVING FIREWORKS PERMIT FOR THE FAIRFAX FIRE DEPARTMENT, Roll call vote: Ayes: Beer,

Mayor Rabe informed the city council that the date for the community clean-tip day is Saturday, June 4.
CedarRapids Linn County Solid Waste Agency will be bringing their mobile household hazardous waste collection
unit.

The clerk reviewed a list of scheduled training.
Mayor Rabe stated that the citywide garage sale day will be held on Saturday, May 14, 2011, be will post
old equipment the city has for sale on the internet and locally, and he reviewed some financial information spread-
sheets. Bernie Frieden-noted that a property in town has placed a sign that is not allowed and they did not apply for,
a sign permit.

BUILDING PERMIT SEASON
Spring is here. This is the time for building projects. Be sure you are
aware of our building regulations before you plan your project. The regulations
may change or limit what you can do.
A building permit is required for new construction and remodeling pro-
jects. If the project will change the placement of any outside wall, a site plan
will be required. This site plans shows not only what you want to do with di-
mensions, but the distances from your project to your property lines. Some ex-
amples of projects that require a building permit are: new house, finishing a
basement, adding a bathroom, storage shed, swimming pool (above the ground
and in the ground), deck, porch, and garage. A permit is not required for mainte-
nance projects Such, as a new roof, siding, or replacement windows.
You can pick up a building permit application folder at the city clerk's of-
fice. All required paperwork must be completed before the building department
will review the application. After their review, they will bring the paperwork
back to the city clerk's office. Residents or contractors then stop back at the city
clerk's office to pay the required fee and pick up the building permit.
No work is allowed to begin on the project until a valid building permit
has been paid for and issued for the project. Fees will double on projects that are
started before this requirement is met and you run the risk of starting a project

Tuesday, March 15, 2011
Chairman Kell called the meeting to order at 7:01 p.m. Present: Boxa, Kell, Kunze,
Meyers,Nurre, Sobaski, and Soukup. Also in attendance was Mayor Rabe.
First on the agenda was to approve the minutes from February 15th, 2011. Motion to ap-
prove was given by Meyers and seconded by Sobaski. All ayes, Motion carried.
Discussion on,who would be the secretary for the P & Z Commission was held and was mo-
tioned to approve Meyers as the new secretary 'by Nurre and was seconded, by Soukup, All
ayes. Motion carried.
We reviewed revisions concerning the city attorney's input to the Subdivision Ordi-
nance. This code will accommodate the scheduled timeline to get subdivision plats from pre-
liminary stages to final stages. The suggestions by our attorney simplified the wording- Boxa
motioned to approve and seconded by Sobaski. All ayes. Motion carried.
We also reviewed revisions concerning the Annexation Application the city attorney sug-
gested. Discussions occurred to see what our steps for annexation and if any fees are involved
to the 'to be' annexed to make: sure the application was not read as something easily withdrawn
by the person making the request to be annexed in by Fairfax. Motion to approve was given by
Boxa and seconded.by Meyers. All ayes. Motion carried.
1n discussing the eumexation notification of the property moving into Cedar 'Rapids from
county, we discussed reviewing our comprehensive plan in later meetings to look at making
headway on making updates. Mayor Rabe asked us to look into where we want to grow in our
overall view of the future, and put that as an item to discuss on a future meeting.
There were three possible layouts on display for the city-owned farm ground south of Lim
Street. Our committee's input was asked for, Looking long term, there were plans to develop
baseball diamonds, soccer fields,playground areas, and we were to give our opinions as to what
we saw as the most feasible plan. We are expanding our programs in Fairfax for both baseball
and soccer, so with this expansion this is much needed to support our town's teams and sue-
cessful growth. At the far east end of the piece of property we look forward to seeing the first
baseball diamonds and soccer fields built late this sumnier. Looking further into the future,
we'd like to see a new city hall, fire station, library and other plans for a portion of the land.
Chairman Kell did let us know that the Fairfax League was having their annual pancake
breakfast at the Legion April 10th from 9-11. All proceeds go directly to the FYSA programs.
Citizen present brought up the Sevig flyer that was mailed out to all Fairfax residents regarding
the property at the SW comer of Beverly Rd. and Hwy 151. We stated any feedback should be
sent to the city clerk's email addresses for future discussions.
Motion to adjourn the meeting at 8:52 by Sobaski and seconded by Kunze. All ayes. Mo-

WHAT"S GING ON WITH MY BILL?
The city clerk's office has received a few calls asking about the new format on the water/
sewer/solid waste bills. We have made a few changes. Your next bill will have the following
codes next to your charges:
GB - this is the charge for the solid waste collection(yard waste, garbage, and recycling)
SD -this is a set fee to pay the sewer treatment plant debt payments
SW- this is the sewer fund charge based on your water usage
WA -this is the water fund charge based on your water usage
WA -you may have two of these, if you have a separate meter for outside usage, this is the
water fund charge based on your usage
TX- this is the sales tares charged on your taxable services
Meters are read by the City of Fairfax around the 20th of each month. Bills are issued at
the end of the month, 'They are due by the 15th of the following month.

CEDAR RAPIDS LINN COUNTY SOLID WASTEAGENCY
Joe Horaney, from the Cedar Rapids Linn County Solid Waste .Agency, made
a presentation about their services during the city council meeting in March. They
ensure the health, safety, and welfare of our community by providing cost-effective
and environmentally-sound practices for management of solid waste generated in
Linn County. They offer many services to the citizens of Linn County.
The location.. at 1954 County Home Road., in Marion has these services avail-
able:
• Recycling Drive-tl - an easy to access, assisted facility accepting fluorescent
bulbs, batteries, motor oil and oil filters, medical sharps, mixed recyclables,
glass, household electronics, and textiles.
• Pollution Prevention Center {PPC} - a free by appointment center that accepts
household hazardous materials such as paints, stains, cleaning chemicals, and
lawn and garden chemicals.
• Swap Shop -- a free shop where you can pick up paints and other supplies that
have been,turned in at the Pollution Prevention Center and are still usable.
• Appliances, bikes, tires, and scrap metal diversion - did you know that you can
pick out a bike ft om their huge pile?
• Tours and educational lessons - large and small group presentations can be
scheduled.
• Landfill - material that is not recyclable, is landfilled.
• Community credits - the City of Fairfax uses these credits to help pay for the
community-wide clean-up project.
• Community Partnership brant Program - entities can apply for grant funds to
help with waste projects.
The location at 2250 A Street SW, in Cedar Rapids is still open and, has these
services available:
• Recycling - of appliances, tires, scrap metal, batteries, fluorescent bulbs, used
motor oil and filters, bicycles, as well as household electronics.
• Medical sharps - are accepted for disposal.
• Flood debris - is still being accepted.
• Wood Recovery Program - clean wood is chipped and sent to an energy plant
where it is burned in the place of coal.
• Free compost - Linn County residents can get up to two cubic yards of free
compost per visit (this fills an average pick-up's bed).
