CHRISTMAS 'TREE PICKUP Johnson County Refuse will be doing two Christmas tree pickups this year. The dates are: Monday, January 3, 2011, Monday, January 10, 2011 Trees must be placed at your curb by 7:00 AM, be real trees, and have all of the decorations removed. Flocked trees are not accepted. They have to go with your regular garbage. NEW RESIDENT WELCOME PACKET PROGRAM The City of Fairfax has received a tremendous response to a new program we will be starting in Januaiy. The City will start to give new residents a packet of information about our community, the businesses, and the organizations located in this area. Businesses and organizations have an opportunity to include information in this packet. In fact, they have an opportunity to participate at four different levels. These levels range from level one that is free to the partner level that costs, $200.00 a year. We have nine businesses who have signed up to participate at the partner level.. We thank them for their generous participation. I wanted to take a moment to recap the last year, sort of a state of the city, and what we have planned fox the coming year. This past year saw us gain efficiencies in the areas of streets with our new salt/sand bunker, personnel with the streamlining of our clerks office, and technologi- cally with the combination of an updated computer system and the remote read water meters. We have also taken steps to be more efficient with our future planning by meeting and tabulating a list of projects that needed to be completed in the next 1-10 years. These projects are already being considered in the upcoming budgeting process. This has also led to a more tactical look at funding sources. We even halted the second phase of our water main project until we were able bring in several finance experts, free of charge,to go over our finances. We also attended schooling on sev- eral financing sources, such as TIF, so that we are fully utilizing the resources in front of us, Now we have a plan in place to start replacing an antiquated system, expand services, and do it on a faster timeline. So, the coming year will see a renewed focus on planning, budgeting, water main replacement, new city finance software, and other projects as we are able to follow those key steps of planning, finding funding sources, and implementation. This coming year is also a bit of a milestone for our city as we hit our 75th year of being in- corporated. While our town has changed and grown over the years, hopefully we can maintain the feeling that inspired our motto, `'Home Sweet Home". May we all have a successful 2011! AND SURROUNDING REAS TV s been an exciting season for all of us on the Fairfax Fire department! We just re- ceived our new fire truck - a tanker that holds up to 2,000 gallons of water! We will use this truck to shuttle water to rural areas and places where there are not any fire hydrants accessible. Also, this past month we purchased a new set of ice rescue suits. We completed training at the quarry, where some of our firefighters suited up and simulated someone falling through the ice. Others practiced the safety precautions and necessary steps to complete a rescue in- volving icy water. Speaking of icy water, since there has been some cold weather, many of us are preparing to head out to various lakes and partake in some ice fishing, ice skating, snowmobiling, or other fun activities! Please be aware of how thick the ice is around you. The Iowa Department of Safety states that it takes 4 inches of ice to support a human being and over 5 inches to support a small vehicle, such as a snowmobile or 4-wheeler. At the first sign of the ice cracking around you, lie down slowly and disperse as much of your weight as you can. Start sliding across the ice towards the nearest point of safety. Please be safe no matter how thick the ice is you may be standing on. On our final note of the month, if you, are looking to replace your fire detectors/smoke detectors,pay attention. It is pretty, but it can also cause problems. There are many issues to remember concerning snow. Be sure to drive and walk carefully. Slick conditions are beyond our control and can set in very fast. If you don't have to be out during a storm, please stay in and stay safe. Remove all vehicles from the street parking areas during a winter storm. Don't place them back on the street until the snow has stopped and the street has been plowed. The snow plows are much more effective when they can pass through the street easily and straight along the side of the road. Vehicles on the street must be moved every 24 hours, It is the responsibility of the abutting property owners to remove snow, ice, and accurnula- tions promptly from sidewalks. If a property owner does not remove snow, ice or accumulations within a reasonable time, the City may do so and assess the costs against the property owner for col- lection in the same manner as a property tax. Be kind to walkers and help make their pathway clear. The snow plows deposit the snow along the side of the road. This means that you will have snow placed in the area of your, driveway, mailbox, and sidewalk. The post office will not deliver your mail unless the driver can access the mailbox. The City may make multiple passes to keep the street area.clear. This may require you to clean these areas more than once for each storm. There is no way to avoid this snow placement. When you remove the snow, do not place it back in the street or on someone else's property, You are liable for the snow at the front of your property. Make sure there is proper visibility for vehicles on the street and pulling out onto the street. The City employees have had two recent close calls with children and the snow plows. Please be sure to tell your children to stay away from the snow plows. These are large pieces of equipment and visibility is sometimes hard. No one wants a child injured. During one of the inci- dents, a child ran out into the street and actually touched the snow plow blade. The other incident involved a snow fort along the street. Children should not be allowed to play in the snow in the area between the sidewalk and the curb; and certainly not in the street. Thank you for your help with these snow issues. If you must ride in the street, be sure the street has a snow cover and use the most direct route to and from your destination on designated streets. Do not ride over other people's private property. This simply isn't your property and you do not have a right to be there. The owner may have something in the yard that you would destroy or could do harm to your sled. Do not ride over sidewalks. SPECIAL CITY COUNCIL MEETING The special meeting of the Fairfax City Council was held Thursdays December 9, 2010, at Fairfax City Hall. Mayor Rabe called the meeting to order at 6:00 PM. Council members present: JoAnn Beer,Travis Otto,Marc Mag- ers, and Marianne Wainwright. Bernie Frieden was absent. Other city staffpresent: Cynthia Stimson, Lynn Miller, Jeff Ammeter,and Ron Dusil. Motioned by Magers, seconded by Beer to approve the agenda. Ayes: Beer,Otto,Magers, and Wainwright. Absent: Frieden. Motion carried. Discussion was held about the condition of well I#1. Northway Well and Pump has replaced the pump, but. the well is still not functioning properly. They have now televised and cleaned the well. Their recommendation states that the well needs to be abandoned or a smaller liner installed. The cost estimate for this work is about$40,000, This repair should last another 50 years.. A spreadsheet showing possible funding sources was reviewed. This well is in the TIF District. Motion carried. Linn County Deputy Sheriff P'avelka discussed the string of recent burglaries. He encouraged residents to lock their homes and vehicles and keep a watch on the neighborhood properties. Another Deputy dropped off the list of calls later in the meeting. Cathy Bayne stated that library patrons can now go on the website and check out ebooks online. Dave Yanecek reported that the new fire truck has arrived. It is stored at the Walford station. Dave Yanecek gave the maintenance department report stating that they have been working on the lift sta- tions and getting ready for snow removal, Shane Wicks informed the city council that the pump life should be 7-10 years. The pumps that are failing have only been in for about three years. The warranty is only good if we replace them with the same brand of pump. Pictures showing areas of concern were reviewed. Roger Hiles and Gary Brieserneister, both from Ridge View Drive, discussed the changes the City Council made about vacant property status for the utility billing system. They are concerned about potential problems and the inconvenience. They think property owners should be responsible to protect their property from damage or leaks. They feel Fairfax is a small town where a compromise can be made. Discussion was held about why the City Council decided to make the policy to require service is billed or shut off at the street. After discussion,the city clerk was di- rected to offer the option to residents to leave the service on at the street but suspend billing during a vacancy if they sign a form stating that the City will not be responsible for any damage and that no utility charges will be forgiven due to unknown water usage while the billing is suspended. Gary Lef,'ebure, from the American Legion, Pekomy Post No. 572, discussed the Legion's plans to purchase flags to display on some of the utility pales in Fairfax. They plan to purchase S0 flags as well as the poles and brack- ets to display them. The Legion members will be responsible to put the flags up and take them down for several dif- ferent holidays throughout the year. They will have a fundraiser to pay for this project. The City Council thinks this is a great idea and encouraged them to proceed. Motioned by Magers, seconded by Wainwright to approve the renewal of the Class C Liquor License with Outdoor Service Area for the American Legion, Pekomy Post No. 572. Ayes: Beer, Frieden, Otto, Magers, and Wainwright. Nays: None. Motion carried. Joe Blood discussed his plans to purchase two lots from Gordon Sevig on Ridge Drive. The City has a storm sewer line that runs between these two lots to the drainage basin behind the lots. The line currently makes a 90 degree turn, which isn't efficient for the water flow. Joe Blood requested that the City of Fairfax share in the expense to move this line to improve the water flow and to get it away from the area where he wants to build a house. The new line placement would cut across one of the lots he plans to purchase. He will give the City an easement. Motioned by Otto, seconded by Magers for the City of Fairfax to pay up to $2,000 in total cost to help draft an easement agreement and move the drainage pipe. This $2,000 max would include the City's engineering costs. The drainage money would be used to cover this cost. Ayes: Beer, Frieden, Otto, Magers, and Wainwright. Nays: None. Motion carried. CITY COUNCIL MINUTES DECEMBER 1412010 CONTINUED: Joe Blood discussed possible future plantings on the city owned drainage property. He is to draft a pro- posal and have Lynn Miller review and approve any plan prior to any planting. Shane Wicks mentioned that there are several easement agreements that Gordon needs to have his engi- neer draft and submit to the City of Fairfax. A spreadsheet showing cost estimates for various phases of work to help improve drainage on Vanderbilt Street was reviewed. This area is very flat and the drainage pipe isn't buried very deep. The City will make the resident aware of these cost estimates, Shane Wicks showed the City Council a spreadsheet with cost estimates for the Water Main Replacement Phase 11 Project. The City will talk to Speer Financial about financing options. No action will be taken until the TIF District is amended. Erosion of a drainage swale south of East Cemetery Road was discussed. Pricing is to be gotten for op- tions. Motioned by Beer, seconded by Wainwright to purchase the accounts payable,general ledger,bank recon- ciliation and payroll software from Data Technologies for a cost estimate of$8,150.00. Ayes: Beer,Frieden,Otto, Magers,and Wainwright. Nays: None. Motion carried, Mayor Rabe discussed a possible employee bonus program, Courici]member Frieden suggested any in- creases be made in the hourly rate rather than a bonus program. No action was taken. The health insurance renewal quote was reviewed, Discussion was held about self funding options. A report showing the crop expenses and income was reviewed. The needed wood chips are to be pur- chased from this money up to the previously set dollar limit of$7,500. The annual report was reviewed. The initial information to start the budget planning process was discussed. Mayor Rabe stated that he did talk to Carey Lewis,with the TDOT,about the last bill. It was from the work they did when they resurfaced Williams Blvd. This is to be paid using the general fund certificate of deposit marked for transportation,, Motioned by Wainwright, seconded by Magers to approve the claims list dated December 14,2010. Ayes: Beer,Frieden,Otto,Magers,and Wainwright. Nays: None. Motion carried. Harold McCormick stated he thinks that the P&Z missed an opportunity by not recommending Gordon Sevig's and Casey's rezoning request, Shane Wicks asked the City Council if they want to have incentives and disincentives written into the contract for Phase 11 of the Water Main Replacement Project, The City will try these to help keep the project on time or even completed early. Mayor Rabe informed the:City Council that Mediacom met with him and the city clerk to lot us know that they will be making some broadcast changes starting March 1. A list of the businesses that have signed up for the new resident program was reviewed. JoAnn Beer asked if any other council members had received a letter about sidewalks. Marianne Wain- wright stated she had. Bernie Frieden asked for a list of city employee contact numbers, Marc Magers asked that the city clerk prepare an agenda notes report for items without supporting paper- work in their council packets. CITY NEWS QUICKJES I • We have received a complaint about people parking in handicapped marked areas without the proper handicapped designation on the vehicle. Remember,there is a$100.00 fine for parking there without the designation. If you feel you qualm for this designation, talk to your doctor. There is an application that needs to be filed with the Iowa Department of Transportation. More information is available at their website at: www.iowadot.gov/mvd/ ovs/disabled.htm Keep meter paths clear. Although the City of Fairfax reads your water meter by radio transmission, other utilities still send a monthly meter reader to your address. Be sure to keep the area around your meter and the path to the meter clear of snow and ice. The new telephone directories will be delivered soon. Remember that the old directories are recyclable. • If you will be away from your home for an extended period you will need to stop at the city clerk's office. We have a farm for you to fill out to pick one of three different options for city utilities while you are gone. You can choose to make your account inactive with ser- vice off or on at the street and not receive a monthly bill or you can leave your account ac- tive and have us remove the garbage portion of your monthly bill while you are away. The disadvantage to making your account inactive with no monthly bill is that we don't read your meter and you may have a water usage problem and not know about it until you return. The City of Fairfax will not be responsible for any damage andwill not forgive any large water usage bills. • The City began work on the budget for the next fiscal year in December. This must be completed by March 15, 2011. The next fiscal year begins on July 1, 2011. • Remember to place snow removed from your sidewalk or driveway on your own property, not the street. Also see that vehicles are removed from the street to help the city crews plow the street area. • Make aNew Year's resolution to never pay a City of Fairfax late fee in 2011 - sign up for auto debit of your city utility bill today! Commissioners present: Boxa, Kell, Hill,K-unze, Meyers, and Nurre. Absent: Soukup. Also present: Shane Wicks. A brief discussion began on the viability of having a Land Use Map. The minutes from the regular meeting held November 16, 2010 were moved to approval by Meyer, seconded by Boxa. All ayes, motion carried. Shane Wicks presented a proposed schedule for submittal of plans,plats, and rezoning requests. All agreed this would be a useful tool for anyone submitting documents to be aware of the tar- get dates and for the city to have sufficient time for review and scheduling. This proposal is recommended to City Council with the following amendments. First, the schedule for Prelimi- nary Plat submittal should have the addition of a column after initial submittal for a committee review before P&Z approval. This would be an opportunity for P&Z to be involved in planning earlier in the process. Second, the schedule for Plan of Improvement/Final Plat submittal should have the two columns for P&Z stricken with an, accompanying alteration in the ordi- nance that requires this. This is normally past the opportunity for P&Z to affect any changes. City Council will retain final approval authority. Discussions on updating the zoning map and the new core district were combined. Work has progressed with more to be done. Term expirations were discussed for Commissioners Hill and Soukup. Commissioner Hill has chosen to exit the commission, Commissioner Soukup sent agreement to a term extension. A motion to adjourn was made by Nurre at 8:49 pm, seconded by Meyers. Hill Secretary FAIRFAX LOCAL OPTION SALES TAX REPORT The City of Fairfax receives funding from the Local Option Sales Tax which was enacted in Linn. County in 2008. The City began receiving funds in June of 2009 with the option to use the money for any legal purpose. The City has several goals related to the use of the funds. The first is that we would like to maintain a $100,000 reserve balance for an emergency. The Agency does not accept televisions or monitors, including computer and video monitors,for landfill disposal, SPECIFIC PROVISIONS In an effort to divert bulky items from,and keep heavy metals out of the landfill,televisions and monitors,regard- less of size, cannot be disposed in the Agency landfill. This includes cathode ray tube(CRTs),plasma,LED and LCD televisions and monitors. Televisions and monitors are accepted for recycling at no cost to Linn County residents. Items can be dropped off at both Agency locations,2250 A Street SW, Cedar Rapids,and 1954 County Home Road,Marion. Customers must first check-in at the scale house where they will be directed to the recycling facility. Both locations are open Monday-Saturday,7:00 AM-4:30 PM. ENFORCEMENT After an initial grace period to inform the public,ending 1/01/11,Agency staff will be responsible for ensuring televisions and monitors are not landfilled. Spotters on the landfill working face and at the small load disposal area. are expected to inform customers of the policy and direct them to the recycling center. If the item has already been discarded,the incident is documented and the violator fined. Any person.who violates this policy shall incur a fine of x;35,a special handling fee,for each item.
