Be sure to drive and walk carefully. Slick conditions are beyond our control • and can set in very fast. If you don't have to be out during a storm, please stay in and stay safe. Remove all vehicles from the street parking areas during a winter storm. Don't place them back on the street until the snow has stopped and the street has been plowed. The snow plows are much more effective when they can pass through the street easily and straight along the side of the road. Vehicles on the street must be moved every 24 hours, regardless of weather conditions. It is the responsibility of the abutting property owners to remove snow, ice, and accumulations promptly from sidewalks. If a property owner does not remove snow, ice, or accumulations within a reasonable time, the City may do so and assess the costs against the property owner for collection in the same manner as a property tax. Be kind to walkers and help make their pathway clear. The snow plows deposit the snow along the side of the road. This means that _ you will have snow placed in the area of your driveway, mailbox, and sidewalk. The post office will not deliver your mail unless the driver can access the mailbox. The City may have to make multiple passes to keep the street area clear. This may re- quire you to clean these areas more than once for each storm. There is no way to avoid this snow placement. When you remove the snow, do not place it back in the street or on someone else's property. You are liable for the snow at the front of your 1. 1 property. Make sure there is proper visibility for vehicles on the street and pulling out onto the street. Please be sure to tell your children to stay away from the snow plows. These ' are large pieces of equipment and visibility is sometimes hard. No one wants a child injured. Children should not be allowed to play in the snow in the area between the sidewalk and the curb; and certainly not in the street. • , , Thank you for your help with these snow issues. A .. ......... As a part of our annual budget time, we review all of our department budgets, contracts, and rates. Around 2006 the city built a new and enlarged sewer treatment plant. Many communi- ties have had to do this in order comply with Water Quality Act of 1987. Fortunately, there is a Clean Water State Revolving Loan Fund that gives favorable interest rates and terms for large project undertakings such as this. The city has been paying interest on this project for roughly the last four years and is now starting to make principal pay downs as well. As part of the loan requirements, the city is required to collect at least 110% of the loan payment in sewer revenue that is available for debt repayments. The City structured the repayment schedule so that when the principle payments started we would have had an increase in the number of sewer accounts. We then can use that growth in the number of accounts to help us spread out the cost of the principle payments. At this point the flat monthly sewer debt fee per sewer account is $15. In order to now pay for the principal and interest payments from this loan as we agreed to, this monthly fee needs to be raised to $18. It is our hope that with the growth of the town and the slow lowering of the annual payment we may be able to hold the fee at this point and eventual- ly begin to slowly lower the sewer debt fee. We will continue to review this and all rates on an annual basis to be sure the City is meeting all obligations. POLLUTION PREVENTION CENTER GOING APPOINTMENT FREE! The Cedar Rapids/Linn County Solid Waste Agency is making it easier for Linn County resi- dents to recycle household hazardous materials like oil-based paints, cleaners, and lawn and gar- den chemicals. Starting January 3, 2012, the Pollution Prevention Center, which accepts house- hold hazardous materials for free from Linn County residents, is going appointment free! Those items can be dropped off whenever the Solid Waste Agency facility at 1954 County Home Road, Marion is open. Hours are 7:00 AM - 4:30 PM, Monday - Saturday. All items that are dropped off at the Pollution Prevention Center are inspected. Those that can still be used are placed in the Swap Shop. All Swap Shop items are available free to Linn County residents and can be taken whenever the Agency is open. The services offered by the Pollution Prevention Center are completely subsidized by the Sol- id Waste Agency. All services, programs, and operations are funded by landfill tipping fees. Not everyone has 4-wheel drive and not everyone is used to driv- ing in winter conditions. Your patience can help prevent an accident on the road! Be sure to keep a warm blanket, cell phone, a car charger for your phone, a flashlight, a candle/matches, and a few easy snacks in your car during the winter months in case of emergency. Also, please be aware of your gas level; making sure you have gas in your car can ensure you will have enough to keep your car and your heater running till help can get there to help you if you become stranded. Speaking of help, you may have seen our firefighters practicing their ice rescue January 151h at the Fairfax quarry. We practice in hope that we do not have to use it, but to make sure we are pre- pared in case of emergency. Read through the safety tips below to help keep your friends & family safe on the ice, if you do venture out on it. Do not walls on less than 3 inches of ice. 4 inches is enough to begin to withstand the weight of an average human. 5 inches is suitable for an ATV or snowmobile to motor across and more than 12 inches can hold a car, large group of people, or a small pickup trick. Know the depth of the water below, in case you do fall in. You should know what you are getting yourself into. Have a flotation device on or within reach. If you feel the ice cracking below you, lie on the ground & spread your arms & legs as wide as you can & begin to crawl towards safety. You may also use a rolling technique. Do not stay standing. If you feel yourself falling in, be sure to lean back, hold your breath, and be calm. Do not panic, as this will only distort your thinking. Keep your head above water as much as you can and use controlled breathing. Once you pull yourself out of the water, again, roll or crawl away from the hole towards the thickest ice and do not stand up until you are posi- tive the ice can hold you. Other news from the fire department - We are looking to purchase a new rescue trick. We cur- rently have one rescue trick, but our community has outgrown our small trick, so we are hoping to add a new, larger trick to our fleet. CITY COUNCIL MINUTES JANUARY 10, 2012 REGULAR CITY COUNCIL MEETING JANUARY 10, 2012 The regular meeting of the Fairfax City Council was held Tuesday, January 10, 2012, at Fair- fax City Hall. Mayor Jason Rabe called the meeting to order at 7:00 PM. Council members pre- sent: JoAnn Beer, Bernie Frieden, Travis Otto, Marc Magers, and Marianne Wainwright. Other city staff present: Cynthia Stimson, Ron Dusil, Lynn Miller, and Cathy Bayne. Motioned by Beer, seconded by Magers to approve the agenda. Ayes: Beer, Frieden, Otto, Magers, and Wainwright. Nays: None. Motion carried. Motioned by Frieden, seconded by Otto to approve and place on file the City Council minutes from December 13, 2011. Ayes: Beer, Frieden, Otto, Magers, and Wainwright. Nays: None. Motion carried. Motioned by Magers, seconded by Beer to place on file the Park Project Task Force minutes dated November 21, 2011, as amended. Ayes: Beer, Frieden, Otto, Magers, and Wainwright. Nays: None. Motion carried. Cathy Bayne stated that the library has spent their grant money and now have new computers for patrons use. Fire Chief Mike Sankot discussed the fire department's need to purchase a larger rescue trick. The price estimate is $260,000. He checked on financing details. The payments would be too large for their regular fire department's budget. Chief Sankot requested the city council consider using some of the available Local Option Sales Tax money for help with this purchase. This pos- sibility will be reviewed during the special budget meeting on January 31. Mayor Rabe reviewed the bridge inspection report. Ron Dusil and Lynn Miller discussed maintenance department issues. They have been able to do some spring type clean-up and trimming due to the nice weather. They are ready for winter weather. Ron mentioned that it is getting hard to find part for the old trick. The tubes at the la- goon have not been lowered. Marc Magers reminded the city employees to not speed in city vehi- cles. Linn County Deputy Sheriff Pavelka presented the list of calls. The council made him aware of someone tearing up our new parking lot along Linn Street. Discussion was held about the budget process. A special meeting will be held on Tuesday, January 31. Motioned by Magers, seconded by Beer to accept the financial reports. Ayes: Beer, Frieden, Otto, Magers, and Wainwright. Motion carried. Discussion was held concerning engineering fees. Motioned by Magers, seconded by Frieden to approve RESOLUTION 2012-01, A RESOLU- TION ADOPTING AND APPROVING TAX COMPLIANCE PROCEDURES RELATING TO TAX-EXEMPT BONDS. No action was taken on the tree policy, but discussion was held about the needed changes. Discussion was held concerning the current sewer debt fee and the bonding requirements for the revenue bond. Revenue estimates and requirements were discussed. It was decided that the sewer debt charge needs to be raised $3.00 per month, per sewer customer. This will make the sewer debt charge $18.00 per month. Motioned by Magers, seconded by Frieden to approve the first reading of ORDINANCE 123, AN ORDINANCE AMENDING THE CODE OF ORDINANCES OF THE CITY OF FAIR- FAX, IOWA, 2007, BY AMENDING PROVISIONS PERTAINING TO SEWER SERVICE CHARGES. CITY COUNCIL MINUTES JANUARY 10, 2012 The city clerk/treasurer was instructed to place this ordinance on the agenda for January 31, with antici- pation of final adoption. No changes are to made to the water rates at this time. Shane Wicks displayed a proposed layout of the park project. Discussion was held concerning the placement of the electric box for bands and movies in the park activities. Discussion was held concerning the current cost estimates of the concession stand/storage/restroom building. The city council requested to see a breakdown of item costs at the next meeting so they could make decisions on which options to keep and which ones may be eliminated. Mayor Rabe discussed a homeowner's concern regarding available street parking on Front Street. The maintenance department recommended leaving the parking as posted. Discussion was held regarding the insurance renewal quote. Motioned by Magers, seconded by Beer to renew the employee insurance package as currently in place with the rate increase as listed. Ayes: Beer, Frieden, Otto, Magers, and Wainwright. Motion carried. Mayor Rabe appointed Marianne Wainwright as Mayor Pro Tem. The Board of Adjustment, at their next meeting, should discuss staggering the terms so that only one term expires each year. Shane Wicks presented information about a revised cost estimate for the storage shed/restrooms/ concession stand building in the new park project. Options and system specifications were discussed concerning the building design, electrical system , and mechanical system with the designers. A full brick front and the cupola will be bid as alternates. The building will be a separate bid from the ground work. Shane presented information concerning the playground and sports field equipment. Layout and cost estimates were discussed. These items will be bid out separately from the ground and building bids. Possible grant sources, fiind raising ideas, and the naming process were discussed. Needed park projects were discussed. John Berns suggested going around to the parks and doing an assessment of needed maintenance. Motioned by Wainwright, seconded by Frieden to adjourn the city council meeting. PLANNING AND ZONING COMMISSION JAN. 17, 2012 Planning and Zoning Commission Minutes January 17, 2012 The meeting was called to order at 7:02 by Chairman Kell. Meyers, Kunze, Boxa, & Kell - present. Sobaski, Soukup, & Nurre - ab- sent. Also present, Shane Wicks, City Engineer. The first item on the agenda was to approve the minutes from the November 15th meeting. Boxa motioned to pass and the second was given by Kunze. All ayes. Motion carried. Shane presented to us a new and updated zone map to be reviewed. Our main point of review was the development of the core district. We went over possible limitations or benefits & also what is acceptable use for a core district. The core district should be based on what is in the best interest of the overall neighborhood, as well as the homeowner. Shane is going to check into some other comparable towns for core district verbiage & put some examples together for us to dis- cuss. Also included in that verbiage will be some examples of what other core districts address in regards to storm water management, additions on houses, and replacing existing buildings. We reviewed the implementation schedule that is in our Comprehensive Plan for Fairfax. All changes we had previously discussed look good and we are ready to move on to review the first 4 chapters of the comprehensive plan for next meet- ing. Our goal is to have the entire comprehensive plan reviewed and adjusted by end of summer. Meyers motioned to adjourn the meeting, Boxa seconded. All ayes. Motion carried. The librarian asked permission to dispose of two computers, three monitors and two printers in the most cost effective way - Good Will, The Walford Computer Recyclers or City Recy- clers. Meyers made a motion to implement this plan. Pribyl seconded. Motion carried 7-0. The members of the library board would like to thank all citizens for their support and dona- tions. The library received $1,160 in donations from the Fairfax Savings Bank Christmas Matching Program and Pearson sent a $230 donation to the library. The librarian would like to use these donations to buy a 7100 Hand Held Scanner to inventory library materials. The library board will continue this discussion at next the board meeting. The members of the Library Board next discussed the entrance lighting to the library. The librarian, mayor, and city maintenance men are discussing concerns and ways to improve this lighting. Steve Doser, a College Community representative, called the library to inform them that Ce- dar Rapids Public Library wants to do a penny drive to help the new Cedar Rapids Library. Doser informed them that College Community would participate in a library drive dividing the money raised between all libraries that service CC SD children. Summer Reading Cooperation between the three metro libraries, Ely and Fairfax is being ex- plored. The libraries will meet January 201h to talk about possible sharing of speakers and prize purchasing. The Gift Policy was then reviewed, and again tabled for next meeting. Board Members are to look at the policy and revamp for February's Meeting. The members of the board next discussed the Conflict of Interest Policy. Stallman made a motioned to approve first reading of policy, seconded my Meyers. Motion carried 7-0. Stallman will attend the second city budget meeting. He would like a copy of end of year re- ports from fiscal year 2010-11 and the complete December 2011 report to prepare for the meet- ing. Stallman made a motion to adjourn at 7:54 pm.
