I want to encourage you to use your right to vote as our county and town decide on this important issue that will affect us for years to come. It is important to me, as a fellow property tax payer, to keep our tax rate in check while still providing the basic infrastructure, amenities, and services that we expect. Fairfax has the second lowest city portion of the tax levy in all of Linn County - getting beaten only by Bertram. This is not by accident. The city has strove over the years to maintain this. As we grow, it is our goal to plan and manage our finances so that we can continue this status. As Mayor I consistently hear from people about various needs such as curbing and guttering our streets, replacement or refurbishment of capital items (buildings, trucks, equipment), expanding and replacing infrastructure needs (water mains, sewer service, additional water tower), trails, recre- ation (parks, splash pads), drainage issues, and the list goes on. What the current LOST has ena- bled us to do is tackle some of these issues with money paid throughout the county and using it as a short term funding source. We have been able to purchase, replace or upgrade without having to borrow or change our tax levy. It has assisted or will assist in purchasing with cash, thereby saving interest cost, a salt/sand bunker, water tower repainting and overhaul, interest on the Phase I Water Main Project, Hawks Ridge Park improvements, Linn St. Trail/Drainage, snow plow/dump truck re- placement, fire department rescue truck, lawn mower, skid loader with trailer, new roof for City Hall, and the Prairie Creek Trail. The city has worked hard on a Capital Improvement Plan over the last couple of years in order to plan our projects, financing, and scheduling. With the proposed LOST extension, if it were to pass, we would be able to plug these funds into the CIP as a more long term funding source for larg- er scale, higher cost projects. Currently, we have tentatively plugged in the majority of the extension to pay for replacement of streets in the areas where we currently don't have curb and gutter. This would enable us to get them finished sooner while also saving interest cost. If it doesn't pass, we have not counted on it and we can modify timelines and funding sources, which is the usefulness of the CIP spreadsheet. The LOST could bring in, over 10 years, an additional $3 million dollars into our community. Whether you decide to vote for or against the proposal based on your convictions, wanted to share the impact your vote could have on our community for the next 10 years. YARD WASTE PICK-UP BEGINS Johnson County Refuse will start to collect yard waste each Monday, starting April 2. You can set this at the curb in a garbage can (no larger than 34 gallon size) marked with a "Y" or in the brown Kraft bags you can purchase. Place no more than 40 pounds of material in each container. Make sure branches are bundled if not in a container and no longer than four feet nor larger than three inches in diameter. Please be aware when you are driving at dusk or dawn, as well as the rest of the day, because we are going to see more walkers and children riding their bikes. We would highly recommend to anyone that is going to be on our streets to pur- chase reflective gear. They have reflective shoes, pants, dog collars, and many other items that can help to keep our active town members safe when out and about! If you are driving and see something reflective, please use caution, as it may be a neighbor. On another note, please be sure as you are planning any spring projects that you take into consideration all safety issues. There can still be icy/slick spots, unstable ground due to the snow melting, and many other weather related issues. Tapes of crimes, personal responsibility, public aware- ness, costs of a police force, and the number of hours of patrol from the Linn County Sheriffs Department Nvere dis- cussed. Tom Hill suggested cameras and security companies. Mayor Rabe and Councilmember Frieden are to meet Nvith a representative from the Linn County Sheriff s Department to discuss patrol times. Shane Wicks presented draNvings of the park project and the concession building, updated cost estimates, and a project timeline. The project Nvill run until the spring of 2013 Nvith the playground equipment, trees, plantings, and such being finished at that time. The retainage Nvill be based on the Nvork yet to complete. Southview Road Nvill be used for construction vehicles. Incentive payments Nvill be v ritten in the contract. The current expense estimate is about 3%over the bond amount. Jim Stallman presented the Library Board's request of an increase of 7.5%. Mike Sankot informed the City Council that the final cost quote for the new rescue truck is $272,487. He asked the City to use Local Option Sales Tax money to help pay for this rescue. He discussed the fire department's budget, vehicle rotation, and timing of the payments for the new rescue. Fire Chief Sankot stated that he is not requesting any increase the in fire department's regular budget amount for FY13. The City Council Nvorked through the budget Nvorksheets. Marc Magers stated that he is still getting complaints about a city vehicle speeding. JoAnn Beer asked about snow removal from sideNvallcs. Travis Otto talked to Lynn Miller about damage to yards from the snow plow. Mayor Rabe asked the City Council for direction concerning improvements to the drainage facilities that have not been accepted. Discussion was held about engineering costs, reporting, and firms who do this type of work. Motioned by Wainwright, seconded by Otto to adjourn the city council meeting. Fire Chief Mike Sankot stated that the new rescue has been ordered. The chassis should be ready by the end of March and the entire trick in 8-10 months. Dave Yanecek reported that the maintenance department has been able to complete many spring time type of projects due to the mild winter weather. They have burned the piles of tree trimmings. JoAnn Beer stated that the Parks and Beautification Committee will be meeting Thursday night. They are starting to look at grants for trees. Shane Wicks will provide them with an updated planting plan. Motioned by Magers, seconded by Beer to approve the monthly financial reports. Ayes: Beer, Otto, and Magers. Nays: None. Absent: Frieden and Wainwright. Motion carried. Shane Wicks discussed the TAC Committee's decision about the trail. The IDOT will be handling the bidding the first part of 2013 with trail completion in the fall of 2013. Bill Barry discussed the fireworks permit application process. CITY COUNCIL MINUTES FEBRUARY 14, 2012 Gordon Sevig was present to discuss the punch list for Prairie View Heights Development. Mayor Rabe listed the following items to still complete: 1. Address capacity issues for the drainage basin across from Hawks Ridge Park. 2. We need engineering information regarding the capacity of the basin behind Joe Blood's new house. 3. The brim height on the basin across from Harold McCormick's property needs to be lowered for the sidewalk installation and an easement needs to be obtained. 4. Some easements shown on the original plat need to be finalized and recorded. Mayor Rabe stated that Gordon has made significant progress and suggested that a deadline of June Int be imposed for completion of this punch list. During the this time, building permits shall be allowed to be issued in Prairie View Heights. Mayor Rabe presented information from Per Mar about security patrols. Several different options were price quoted. Discussion was held about how this would work. The librarian received a city credit card last week; she will make copies of those re- ceipts when using that credit card. Medical insurance sent a large bill because the librarian's age was wrong, and they back billed. Insurance for this year has gone up 16%. Balog made a motion to approve payment of the bills; Meyers seconded. Motion Carried 8-0. Circulation Reports were reviewed. The number of patrons using the library has increased in January. Stallman reported that he has not received any new financial figures from the city yet, but has asked for 7.5% increase. He is concerned about a possible shortfall for this fiscal year. The Summer Reading program was discussed. The Fairfax library will work with other local libraries sharing plans and prizes including a bike. The patrons will be able to register on line. The librarian is con- sidering asking local businesses for donations so local prizes could also be given with possibly even a nook or kindle. The library board and staff would like to thank city maintenance for installing the outside lights. This has made a huge difference in the lighting of the front entrance way. Christmas money will be used to purchase a $1199 new hand held scanner to complete inventory of the library's collection. A motion to approve this purchase was made by Balog, seconded by Kleppe. Motion carried 8-0. The Gift Policy was reviewed. A motion to approve the first reading of this policy was made by Giese; Pribyl seconded. Motion carried 8-0. Conflict of Interest policy was read for the second time. Stallman made a motion to approve this policy; Balog seconded. Motion carried 8-0. The City of Fairfax requested Jim Bayne to fix the men's bathroom door. Due to concerns of conflict of interest, Balog made a motion to request a second bid; Pribyl seconded. Motion carried 8-0. Lib Stat request to provide service was discussed. After some discussion, the board expressed no interest to pursue this service. Iowa Access has asked to have Fairfax Library consider being a virtual access point for the local work- force. Since this would require extra staff personnel and time, the board determined this would not be ap- propriate for a library the size of Fairfax. Staff Evaluation was discussed. The librarian will complete evaluations on all library staff by March 6, 2012. An article in the paper was presented by Lees. A library in Salem, MO is having issues with their internet server because the federal government has strict censoring laws. The members of the board laws apply to school libraries, not public libraries. The librarian will check with the city lawyer.
