The Plans and Specifications for Phase 2 East Cemetery Road Improvements Project were placed on file and discussed. The IDOT permit has been verbally approved. We are still waiting for the permit. Jeff Iben will be given a quote to install tile in the bottom of his detention basin for better drainage. If he doesn't want FI to pay for that part of the project, it will be removed and then he will be responsible to make the necessary changes and hook into the drainage system. REC will be doing the street lighting. They have made a verbal commitment to do that for free. If we receive that commitment in writing, the street lighting costs will be re- moved from the project. The speed limit will need to be changed to 25 miles an hour. Discussion was held about how far down East Cemetery Road the 25 miles an hour will be made effective. Possible installation of stop signs was discussed, they are not part of the project bid, but they could be added later by staff. The engi- neer's cost estimate for the project is $1,070,000. The start date will be between March 17 and April 14, with 75 working days. That should make most of the project complete in August with seeding in September. Af- ter the contract is awarded, we will hold a neighborhood meeting about phasing. The only permanent ease- 1 ment requested is from Arps for drainage. The other easements will be temporary constriction easements. The owner of Pace plans to attend the next city council meeting to discuss property owners' responsibility for the trail.
