P&Z COMMISSION MINUTES APRIL 21, 2015 Planning & Zoning Commission Minutes April 21st, 2015 , Meeting was called to order by Chairman Kell at 7:00pm. Present — Boxa, Kell, Nurre, Kunze and Schoon. MAYOR'S MINUTE Absent—Meyers and Sobaski. A motion to approve minutes was made by Kell and seconded by Kunze. All ayes, minutes were approved. By Jason Rabe Discussion began on the Future Land Use Map designation of City of Fairfax property adjacent to City Park. This is the Gibney property that the City recently acquired. The City asked to amend the Future Land Use Map to have the Gibney property rezoned from 9RS to CN. It was asked if the land between lot 2 and 3 is an access or easement. Kunze stated that is it an access since it is part of the plat. A short discussion was had on the P&Z requirement to post a rezoning notice 10 days prior to our meetings. CITY OFFICES CLOSED Questions were brought up on why we have this requirement, and if it needs to be amended. We tabled this discussion and we resume in our next meeting. The water, sewer, and garbage systems are to support their expenses with user fees. No property taxes are used to support these utility systems. While working on the budget for the 15/16 fiscal year, the City Council saw that the City of Fairfax needs to raise the sewer rates. The bonding requirements (for repayment of sewer debt) set minimums needed for sewer revenue. So, the sewer debt fee is being raised from $18.00 per month, per user to $20.00 per month, per user. Also, the regular sewer expenses to keep the system working and to perform continued on-going maintenance, are increasing. So, the regu- lar sewer rate is also being raised.
