the north growth area. The developers will finance half of the project costs until the City has TIF revenues gen-

erated in this area to repay them. There is a 10-year limit on pay backs for residential TIF districts and they have
a LMI requirement. A developer agreement is to be drafted and the City will set these payments up as an annual
appropriation. Schedules for annexation, development, and Urban Renewal Plan revisions were reviewed.

sion believe, based on their current information, that this is the best designation for this area on the Future Land

The Planning and Zoning discussed their desire to be sure to review the Future Land Use Map in conjunction
with all rezoning requests. Staff will be instructed to be sure to include this step in the process.
Discussion was held about the zero lot line issue. Shane and Cynthia updated the P&Z members about the
current resident problem concerning their condo property. Gib gave input on the constriction differences be-
tween a condo and a zero lot line property. Discussion was held about condo associations. The P & Z feel that
the City is not involved in the detail about the condo associations. The property owner will need to figure that

the constriction requirements for zero lot line strictures. The P & Z stated that Fairfax does not currently have a
